MEASURE O COMMITTEE
FY 26/27 FINAL RECOMMENDATIONS
Heretofore, during the tenure of the "O" Committee, members were tasked and have sought to fairly and judiciously consider financial requests various city agencies have brought before us, and we thereupon forwarded our recommendations to the City Council for their approval. And thus was the spirit of the Charter as we have come to perceive it.
However, we, the members of the "O" Advisory Committee, acknowledge the gravity of the financial burden placed upon the City of Weed to remove toxic waste with the Main Street properties. Members are dismayed that we are unable to grant requested funds to the municipal and outside entities we have served thus far and have requested they seek funding elsewhere.
We therefore vote as a committee to allocate "O" Committee resources to the City of Weed for use in the removal of the toxic waste debris of the two commercial buildings on Main Street.
Respectfully submitted
Chair, Measure O Committee

Agenda Item Summary
Meeting: City Council - 06/11/2026
Department: City Attorney's Office
Agenda Item Title: Consider Adopting Resolution Amending Section 1204.6 of the City Of Weed Personnel Policies and
Authorizing the City Manager to Use a City-Owned
Vehicle for Travel Between Residence and Work
Location(s)
Request:
The City Council is asked to adopt a Resolution amending section 1204.6 of the City's Personnel Policies and authorizing the City Manager to use a city-owned vehicle for travel between his residence and work location(s).
Background:
On May 14, 2026, the City Council approved Amendment No. 1 to the Employment Agreement Between the City of Weed and Dustin Stambaugh. This Amendment No. 1 modified Section 8(f) of the Employment Agreement to provide:
The City Council may authorize Employee to use a City-owned vehicle for the conduct of official duties, including but not limited to travel to meetings, site visits, conferences, and emergency response activities. Such authorized use may include travel between Employee's residence and work location, in accordance with City policy.
Policy No. 1204.6 of the City's Personnel Policies currently provides:
Under no circumstances may an employee use any city equipment, vehicles, tools, supplies, machines, or any other item that is city property while an employee Is engaged in any outside employment, activity or enterprise.
To ensure that use of any authorized use of a City-owned vehicle for commuting to/from work is consistent with applicable City policy, staff has prepared a resolution that would amend Policy No. 1204.6 to add the following exception:
Notwithstanding the foregoing, an employee may use a city vehicle for travel between an employee's residence and work location(s) with City Council authorization, provided that no employee shall be reimbursed for mileage and/or fuel expenses when using a city vehicle for travel to or from an employee's residence.
443385.1
The prepared resolution would also authorize the City Manager to use a city-owned vehicle, subject to availability, in accordance with this policy.
Options:
1. Adopt the resolution as proposed.
2. Adopted a revised version of the resolution.
3. Continue this discussion to a later meeting.
4. Alternative direction as Council deems appropriate.

FROM Dr. Dustin Stambaugh, City Manager
DATE 1l June 2026
SUBJECT Annual Vacancy, Recruitment, and Retention Report Pursuant to Government Code Section 3502.3 (AB 2561)
RECOMMENDATION
Receive and file the Annual Vacancy, Recruitment, and Retention Report as required by Government Code Section 3502.3.
BACKGROUND
Assembly Bill 2561, codified as Government Code Section 3502.3, requires public agencies to conduct an annual public hearing on vacancies and recruitment and retention efforts before adopting the agency's final budget. The statute further requires agencies to identify obstacles within the hiring process and discuss potential improvements to recruitment and retention efforts.
This report provides the City Council and public with an overview of the City's current staffing levels, vacancy rates, recruitment efforts, retention efforts, and workforce challenges.
SUMMARY
The City of Weed currently maintains 36 authorized positions across all departments. Of these positions, 33 are filled, and 3 are vacant, resulting in an overall vacancy rate of approximately
8.3%.

WORKFORCE PLANNING AND FISCAL SUSTAINABILITY
The Fiscal Year 2026-2027 Budget reflects ongoing financial challenges facing the City, including increasing personnel costs, declining one-time revenues, reductions in grant funding, and a projected General Fund deficit. As a result, workforce planning remains a critical component of the City's long-term fiscal strategy.
The City recognizes that competitive compensation, employee benefits, and positive working conditions are important factors in attracting and retaining qualified employees. At the same time, staffing decisions must be balanced against the City's responsibility to maintain long-term fiscal sustainability and preserve essential public services. The City continues to evaluate staffing needs, recruitment efforts, operational efficiencies, and future workforce investments as part of the annual budget process.
Despite these fiscal challenges, the City has maintained sufticient staffing levels to support municipal operations, with an overall vacancy rate of approximately 8.3 percent and full staffing in the Administration, Public Works, Fire, and Library Departments. Continued recruitment efforts within the Police Department remain a priority as the City works to maintain service levels while responsibly managing public resources.

At the time of this report, the City is actively interviewing two candidates for dispatch positions.
Successful recruitment of both candidates would reduce department vacancies from 3 to 1.
Retention efforts focus on maintaining competitive benefits, employee wellness, professional development opportunities, and a positive organizational culture.
Public Works Department
The Public Works Department consists of nine authorized positions, all of which are currently filled, resulting in a vacancy rate of 0%.
The department includes the Public Works Director, Public Works Foreman, Mechanic, Wastewater Treatment Plant Operator, Maintenance Worker II positions, and Maintenance Worker I positions.
The City has successfully maintained full staffing in the Public Works Department despite the challenges of recruiting skilled operators, mechanics, and maintenance personnel in rural communities. As part of its workforce development and retention efforts, the City has partnered with College of the Siskiyous to support employee certification and professional growth.
Through this partnership, two Public Works employees are currently enrolled in coursework necessary to obtain required certifications, with the College covering tuition costs and employees contributing toward instructional materials. This collaborative approach helps develop internal talent, strengthen succession planning, and ensure the City maintains a highly qualified workforce. Continued retention of experienced personnel remains a priority, as it is necessary to operate and maintain critical public infrastructure.
RECRUITMENT AND RETENTION CHALLENGES
Like many rural Northern California communities, the City faces several workforce challenges that can impact recruitment and retention efforts, including:
• Competition from larger agencies with greater financial resources. • Limited workforce availability in specialized public sector professions. • Housing availability and affordability constraints.
• Geographic isolation from larger labor markets.
• Rising personnel costs and fiscal constraints facing local governments.
Despite these challenges, the City has maintained staffing levels sufficient to continue providing essential municipal services to the community.
CONCLUSION
The City of Weed continues to maintain a stable workforce despite the recruitment and retention challenges facing local governments throughout California. Of the City's 36 authorized positions, 33 are currently filled, resulting in an overall vacancy rate of approximately 8.3 percent.
Administration, Public Works, Fire, and Library operations are fully staffed, with current vacancies limited to the Police Department. No City department currently exceeds the vacancy threshold established under Government Code Section 3502.3(c).
The City remains committed to recruiting, developing, and retaining a qualified workforce capable of providing high-quality public services to the community. Recent investments in employee development, including partnerships with educational institutions such as College of the Siskiyous, demonstrate the City's commitment to building internal capacity and supporting long-term workforce sustainability.
As the City moves forward with implementation of the Fiscal Year 2026-2027 Budget, staff will continue to evaluate recruitment strategies, employee development opportunities, operational efficiencies, and workforce needs to ensure the City remains responsive to community expectations while maintaining long-term fiscal responsibility. Overall, the City's staffing levels position the organization to continue delivering essential municipal services while proactively addressing future workforce challenges in a sustainable way.
Respectfully submitted,
Dr. Dustin Stambaugh

Agenda Item Summary
Meeting: City Council - 11 June 2026
Department: Building Department
Agenda Item Title: Hold Public Hearing and consider second reading and adoption, by title only, of Ordinance
No. 491-2026 Updating Title 16 (Buildings and
Construction) and Amending Section 14.04.230
(Water Service) to Align with the 2025 California
Building Standards Code.
Staff Recommendation: Hold Public Hearing and consider second reading and adoption, by title only, of Ordinance No 491-2026.
Staff report from May 14, 2026 first reading is below:
Introduce and hold first reading, by title only, of the proposed ordinance repealing and replacing portions of Title 16 (Buildings and Construction) to adopt by reference the 2025 California Building Standards Code (Title 24 of the California Code of Regulations), approve associated local amendments related to fire safety, and amend Section 14.04.230 to clarify the City's authority regarding water service to unsafe or condemned structures.
Summary:
The City of Weed's current construction code framework combines outdated Uniform Codes with partial adoption of earlier versions of the California Building Standards Code. This creates inconsistencies, potential legal exposure, and administrative inefficiencies.
The proposed ordinance represents the culmination of coordinated efforts between Fire Chief Carter, Building Official Mike Britton, and Assistant City Attorney Mackenzie Anderson, ensuring that the City's regulatory framework reflects current State requirements, legal standards, and local operational realities.
The ordinance modernizes the City's building regulations by adopting the 2025 California Building Standards Code (Title 24) in its entirety. This update ensures consistency with State law, improves clarity for developers and staff, and enhances the City's ability to enforce current building and safety standards.
In addition to adopting the updated State code, the ordinance includes a targeted local amendment requiring automatic fire sprinkler systems in new manufactured housing. This amendment is supported by findings related to the City's designation as a Very High Fire Hazard Severity Zone, historical wildfire impacts (including the Boles Fire and Mill Fire), and documented climatic conditions such as high winds, low humidity, and elevated temperatures.
The ordinance also amends Section 14.04.230 of the Municipal Code to clarify the City's authority to deny or discontinue water service to structures deemed unsafe, condemned, or otherwise in violation of applicable laws. This provision strengthens the City's ability to protect public health and safety.
Finally, the ordinance removes outdated and redundant provisions within Title 16, streamlining the code and improving overall usability and enforceability.
Fiscal impact:
There is no direct fiscal impact associated with the adoption of this ordinance. Indirect impacts may include improved cost recovery and reduced long-term liability through enhanced code enforcement and alignment with State standards.
Alternative Actions:
1. Do not hold first reading of the ordinance.
This would leave the City operating under an outdated and inconsistent code framework, increasing legal risk and administrative inefficiency.
2. Direct staff to revise and return.
The Council may request modifications to specific provisions, including local amendments or implementation timing.
Environmental Review:
This action is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), as there is no possibility that the adoption of this ordinance will have a significant effect on the environment. The ordinance primarily updates existing regulations to align with State law and includes minor local amendments related to public safety.

SECTION 8. FINDINGS. The City of Weed finds that the amendment to the 2025 California Building Standards Code set forth in Section 4 above is reasonably necessary because of local climatic, geological, or topographical conditions and that the modification relates to home hardening based on the following findings:
a. The City of Weed is known for very high winds during hot and dry periods. According to the National Weather Service, the City of Weed experienced an average annual wind speed of 7.29 mph (primarily out of the South), with an average annual wind gust speed of 46.92 mph (primarily out of the South) during the 2022 calendar year. The average maximum temperature for the months of June through October of 2022 was 100 degrees, with the average minimum relative humidity for June through October of 2022 being 6.2%. 100 degree weather with a relative humidity of ~6% represents critical fire weather and supports rapid fire growth in the fire season months.
b. The City of Weed has had 2 major fires (the Boles Fire in 2014 and the Mill Fire in 2022) destroy large neighborhoods in the city that have been directly influenced by hot, dry and windy conditions.
c. The City of Weed is now considered a Very High Fire Hazard Severity Zone as stated by Cal Fire. This indicates that any fire that starts in this area has the potential to grow quickly and have a tremendous impact on the community.
d. Any type of fire that is started when the City has hot and dry conditions can get out of control very quickly if the fire is not contained to the area it started. In the area of a structure fire, a fire in a home can quickly spread throughout and into a neighboring home and vegetation if not controlled quickly. A fire sprinkler system will keep this fire controlled prior to the fire departments arrival to complete full extinguishment and keep it from spreading to another home or vegetation.
e. Sprinklers reduce the impact of fires. Compared to reported fires in properties with no automatic extinguishing systems (AES), when sprinklers were present, the civilian fire death and injury rates per fire were 90 percent and 32 percent lower, respectively. In addition, the rate of firefighter injuries per fire was 35 percent lower. Fire spread was confined to the object or room of origin in 94 percent of the reported structure fires in Which arinal of ire Prote vien Asset con, pars tope percent in popertes lipono AES(National Fire Protection Association,
published Mar. 31, 2024)
f. The average property loss per home structure fire was 55 percent lower in reported home fires where sprinklers were present compared to fires in homes with no sprinkler systems and the firefighter injury rate was 48 percent lower. (National Fire Protection Association, "U.S Experience with Sprinklers Report" published Mar. 31, 2024) SECTION 9. CEQA. The City Council finds that this Ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3), as the proposed code amendments are intended to bring the City's standards into consistency with State law with a minor local adjustment reasonably necessary to address local climatic, geological, or 429744.2
topographical conditions and promote home hardening. It can be seen with certainty that there is no possibility that the adoption of this Ordinance will have a significant effect on the environment.
SECTION 10. DIRECTION. The City Clerk is hereby directed to transmit a copy of this Ordinance to the California Building Standards Commission and to maintain a copy of the 2025 Calitornia Building Standards Code, together with the City of Weed's local amendments and findings in the office of the City Clerk for public inspection.
SECTION 11. SEVERABILITY. If any section, subsection, sentence, clause, phrase, or portion of this ordinance is for any reason held invalid or unconstitutional, such decision shall not attect the validity of the remaining portions of this ordinance. The city council hereby declares that it would have passed this and each section, subsection, phrase, or clause thereof irrespective of the fact that any one or more sections, subsections, phrases, or clauses be declared unconstitutional on their face or as applied.
SECTION 12. EFFECTIVE DATE. This Ordinance shall take effect thirty (30) days after adoption as provided by Government Code section 36937.
SECTION 13. CERTIFICATION. The City Clerk shall certify to the passage and adoption of this Ordinance and shall give notice of its adoption as required by law.

AWY WAT
Meeting: City Council - 11 June 2026
Department: Administration / Fire Department
Agenda Item Title: Consideration Resolution No. 27-2026 Approving the Professional Services Agreement with PACE
Engineering for Fire Station Phase 1: Schematic
Design, and authorizing the City Manager to
execute
Staff Recommendation:
Authorize the City Manager to execute a Professional Services Agreement with PACE Engineering, Inc. for Fire Station Phase 1: Schematic Design in the amount of $146,250.00.
Summary:
For several years, the City has operated its primary fire station within a facility owned by Roseburg Forest Products. City Manager Dustin Stambaugh and Fire Chief Brian Carter have made multiple attempts to negotiate a long-term agreement for the facility's future with Roseburg's representatives. While informal discussions have occurred regarding a possible lease extension, the City has not received written assurances sufficient to provide long-term certainty regarding continued occupancy of the facility.
In response, staff have been actively exploring alternatives to ensure the long-term stability of the City's fire protection services. Staff has initiated discussions with the United States Department of Agriculture (USDA) Rural Development Program and has been working closely with PACE Engineering to identify funding opportunities, including grants, low-interest loans, and other partnerships that may assist in developing a permanent fire station.
The proposed agreement with PACE Engineering represents the first phase of that effort. The scope of work includes surveying, civil engineering, architecture, structural engineering, electrical engineering, mechanical and plumbing engineering, geotechnical investigation, preparation of schematic design documents, preliminary cost estimates, and assistance with USDA Rural Development funding applications. The schematic design process will provide the information needed to pursue grant and loan funding and to support future design phases. The proposed site for the facility is the City's corporation yard property located at 750 Shastina Drive.
Approval of this agreement does not authorize construction of a new fire station. Rather, it authorizes preliminary planning, design, and funding activities to determine project feasibility and position the city to pursue external funding opportunities.
Fiscal impact:
The proposed agreement is for $146,250. Staff is actively pursuing grant funding, USDA financing opportunities, and other outside funding sources to offset future project costs. Approval of this agreement will require identifying funding within the City's budget and/or project reserves.
Alternative Actions:
1. Authorize the City Manager to execute the agreement as presented.
2. Authorize the agreement with modifications as directed by the City Council.
3. Decline to authorize the agreement and provide alternative directions to staff regarding future fire station planning.
Environmental Review:
This action is not a project under CEQA pursuant to CEQA Guidelines Section 15378 because it consists of planning, design, feasibility, and funding activities that will not result in a direct or reasonably foreseeable physical change to the environment. Environmental review for any future construction project will be conducted separately as required by law.

Agenda Item Summary
Meeting: City Council - 11 June 2026
Department: Administration/Planning
Agenda Item Title: Introduction and First Reading, by title only, of Ordinance No. 492-2026 Restricting the
Establishment of New Short-Term Rentals
Staff Recommendation:
Consider introduction and first reading, by title only, of Ordinance No. 492-2026 restricting the establishment of new short-term rentals within the City of Weed.
Summary:
The Planning Commission requested that the City Council consider additional regulation of short-term vacation rentals after reviewing the current distribution and impacts of short-term rentals operating within the City. During its discussions, the Planning Commission expressed concerns regarding the cumulative impacts of vacation rentals on neighborhood character, housing availability, and long-term residential stability.
The proposed ordinance would amend Chapter 5.24 of the Weed Municipal Code to prohibit the issuance of new vacation rental permits and the renewal of existing ones, effective September 1, 2026. Existing permit holders may continue operating until their permits expire, provided they remain in compliance with the Municipal Code and all applicable laws.
Hosted homestays would continue to be permitted under the existing provisions of Chapter
5.24. The proposed ordinance is intended to preserve the City's limited housing stock for long- term residents while addressing concerns raised by the Planning Commission and members of the public about the growth of short-term vacation rentals.
Fiscal impact:
Minimal. The proposed ordinance may result in a future reduction in short-term rental permit fee revenue; however, no significant fiscal impact is anticipated. Staff time associated with administration and enforcement can be accommodated within existing departmental budgets.
Alternative Actions:
• Hold Introduction and First Reading, by title only, of Ordinance No. 492-2026 as presented.
• Introduce the ordinance with modifications as directed by the City Council.
Decline to introduce the ordinance and provide alternative policy directions to staff.
Environmental Review:
The proposed ordinance is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Section 15061(b)(3) (Common Sense Exemption), as it is evident that the proposed amendments will not have a significant effect on the environment.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF WEED RESTRICTING THE
ESTABLISHMENT OF NEW SHORT-TERM RENTALS
WHEREAS, Chapter 5.24 of the Weed Municipal Code (WMC) governs short-term rentals within the City of Weed and the permitting thereof;
WHEREAS, WMC Section 5.24.020 prohibits a person from offering to rent or renting a short-term rental without first obtaining a permit from the City Clerk or Planning Commission, as applicable;
WHEREAS, WMC Section 5.24.030(D) authorizes the City Council to promulgate additional conditions and restrictions for the issuance, revocation, suspension, renewal, and/or reinstatement of short-term rental permits;

Agenda Item Summary
Meeting: City Council - 11 June 2026
Department: Jill Porterfield, Finance Director/Treasurer Agenda Item Title: Adopt Resolution No. 28-2026 Adopting a Municipal Budget for Fiscal Year 2026-27
Staff Recommendation: Staff recommends the City Council move to approve Resolution No. 28-2026 adopting the Municipal Budget for Fiscal Year 2026-27.
Summary: The City of Weed continues to be challenged by an ongoing budget deficit due to decreasing sales and TOT taxes, significant attorney costs, rising insurance costs, and infrastructure deficits.
The City has a General Fund budget deficit that has been persistent for many years. In fiscal year 24-25, the GF deficit was over half a million. In FY 25-26 it will be in excess of $1.2 million.
This is largely due to the deferred maintenance of City Hall that was completed during the fiscal year. The outlook for FY 26-27 is also fiscally strained. The deficit of $1.5 million is a combination of increased personnel costs, increased costs of operations, and unknowns in some areas of revenue that cannot be budgeted until later in the year. What has also not been budgeted is the cost of the Main Street Cleanup. As of the writing of this memo, there are too many variables to make an accurate prediction of the cost and the source of funds for this cleanup. There will be a future budget adjustment to account for this cleanup.
Fiscal impact: Operating budget deficit of $1,518, 147.

Now in its 4th consecutive year, the Weed Farmers Market is not an annual or even a monthly event, but a weekly one throughout the Siskiyou growing season. An increasing number of community members come together to shop for locally grown produce, honey, meats & treats. Shade & live music make for a consistent summer event that is comfortable and showcases Bel Air Park, our friendly vendors and incredible views.
The committed group of 5 market managers sees to it that everyone has access to the fresh foods available there.
This year we are requesting a new market-branded canopy that will withstand the Weed winds and advertise programs that we have worked hard to enroll in: Cal Fresh, Market Match, WIC, Senior Farmers Market Nutrition Program and multiple incentives for those programs. This canopy will serve as the market booth for information, and access to those program incentives.
Weed Farmers Market is now part of an alliance with the other 5 Siskiyou markets. We anticipate the need for locally produced food will continue to increase and so will the market activities. This canopy will serve the Weed Farmers Market for many years to come.
Part of this money, if granted, will offset the cost of park rental, keeping those funds here in Weed.

The Weed Chamber of Commerce (est. 1953) was founded to foster a strong business network and advance the interests of local businesses. Through its membership program, the Chamber creates opportunities for businesses to connect, collaborate, and build lasting professional relationships that strengthen the local economy and support long term community growth.
Beyond its role in economic development, the Chamber serves as a unifying force within the community, bringing together businesses, residents, and visitors to strengthen the social and economic fabric of Weed.
In partnership with Visitors Center, the Chamber organizes five annual events that draw visitors from surrounding communities. While these events feature entertainment and promote local commerce, their deeper purpose is to create shared experiences that connect people. They provide opportunities for residents and visitors alike to gather, celebrate, and engage with local businesses, helping to sustain a vibrant and welcoming downtown. These events also preserve and celebrate Weed's unique history and traditions, fostering pride, belonging, and relationships that extend beyond individual events. The Chamber further invests in the future of the community through its Scholarship Foundation, which awards annual scholarships to Weed High School students pursuing higher education at College of the Siskiyous or entering a trade. This commitment reflects the Chamber's dedication not only to economic vitality, but to nurturing the next generation of local leaders and skilled professionals.
