SUBJECT: CONSIDERATION OF PURCHASE ORDER AMENDMENT FOR PURCHASE OF POLICE
VEHICLES
RECOMMENDATION:
It is recommended that the City Council take the following actions:
1. Authorize an amendment to Purchase Order 22-00245 (to National Auto Fleet Group for 12 Ford Police Interceptor vehicles), for a new total of $591,242.41.
2. Authorize 15% of the amended Purchase Order amount as contingency allowance to be used, if necessary, with the City Manager's approval, for unforeseen conditions.
3. Adopt the attached resolution authorizing the necessary budget amendment:
RESOLUTION NO. 2022-106 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2022 AND ENDING JUNE 30, 2023 (PURCHASE ORDER
AMENDMENT FOR POLICE VEHICLES)
BACKGROUND:
On March 15, 2022, the City Council approved the purchase of twelve 2022 model Ford Interceptor vehicles for the Police Department from Wondries Ford, part of National Auto Fleet Group, at Sourcewell contract pricing totaling $458,931.37 (Agenda Item #5). In that same agenda item, the City Council also approved the purchase and installation of vehicle mounted equipment for those vehicles, totaling just under $178,000, from Black & White Emergency Vehicles (the City's currently authorized public safety vehicle equipment vendor). Since that time, the Ford Motor Company has had major manufacturing and delivery problems, and subsequently canceled many 2022 vehicle orders across the country.
DISCUSSION:
In October 2022, Ford sent a letter to its government purchase partners, stating that those 2022 government vehicle orders could be converted into 2023 vehicle orders, and given top priority —see Attachment No. 1. It is only by the virtue of having already placed a 2022 purchase order that the Police Department can obtain this top priority for the 2023 vehicles, with delivery dates anticipated for January 2023. If the Police Department started over with a fresh 2023 vehicle order, the priority would be lost, resulting in much longer delivery delays.
The 2023 Ford vehicles are still under the multi -year Sourcewell contract pricing with National Auto Fleet Group, so there still is a pricing discount below MSRP prices —see Attachment No. 2. However, there is
a cost increase from the 2022 models to the 2023 models. For all twelve vehicles, the cost increase totals $132,311.04, including tax. Federal asset forfeiture funds are available to cover the increased cost. By amending Purchase Order 22-00245, the City can obtain these badly needed police patrol vehicles in the quickest timeframe. It is not feasible to purchase different vehicles —the $178,000 worth of vehicle -mounted equipment that was already purchased is specific to Ford Interceptor vehicles and will not fit into other vehicles. Staff recommends that the City Council authorize the amendment to Purchase Order 22-00245 for these twelve Ford vehicles, for a new total of $591,242.41, to National Auto Fleet Group.
Once these vehicles are received, staff will purchase extended "Ford Premium Care" warranties through National Auto Fleet Group, totaling about $28,000. This extended "bumper to bumper" warranty covers virtually all vehicle components (e.g., drive train, air conditioning, etc.), lasts five years or 100,000 miles with a zero (0) deductible, and will go into effect after the vehicles are received and equipped.
Additionally, other needed police vehicle purchases are anticipated in months ahead. Federal asset forfeiture funds are available to cover these warranties and additional vehicles as well.

FISCAL IMPACT:
The total increase of $132,311.04 is included in the proposed budget amendment attached along with rollover items from the prior fiscal year. These vehicle purchases are funded by Federal asset forfeiture funds and will constitute no cost to the General Fund.

First, I'd like tot hank you for your continued support over the years as we have worked together to provide for the vehicle needs of our communities. We have always tried to place our government partners first in all our decision making.
As you know, this past year has presented an extremely challenging environment for the global automotive industry due to the continuing global microchip shortage, major disruptions in the supply chain due to the war in Eastern Europe and other factors and the lingering impact of Covid.
This unprecedented combination of events has contributed to logistical challenges and unpredictable manufacturing plant downtime. Given the high order submissions and unforeseen plant downtime, we will not be able to build all the unscheduled 2022 MY vehicles currently in the Government order bank. We will be prioritizing all 2022 MY vehicles that have been Purchase Order verified and re -submitted as a 2023 MY. Please work with your dealership contact to verify which orders will need to be carried over from one year to the next.
Compounding matters, we are experiencing record inflation, greater than at any time in the last forty years. Inflation, as well as significant impacts on raw material costs are affecting new vehicle pricing. Given these circumstances, we will not guarantee price protection on unscheduled 2022 MY orders that are re-entered into the 2023 MY order bank. We appreciate your understanding as we work through these challenging times, and you can be assured that we are closely monitoring such global events and will communicate any implications beyond the 2023 MY at the appropriate time.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET
AMENDMENT FOR THE FISCAL YEAR COMMENCING
JULY 1, 2022 AND ENDING JUNE 30, 2023 (PURCHASE
ORDER AMENDMENT FOR POLICE VEHICLES)
WHEREAS, on April 19, 2022, the City Manager presented to the City Council a proposed budget for Fiscal Year 2022-23 in compliance with Section 2-151(m) of the West Covina Municipal Code; and
WHEREAS, following the initial presentation of the proposed budget for Fiscal Year 2022- 23, the City held meetings and community workshops and conducted an online budget survey in order to solicit input from the public regarding the proposed budget; and WHEREAS, on June 7, 2022, the City Council adopted a budget for the 2022-2023 Fiscal Year; and
WHEREAS, amendments must periodically be made to the budget to conform to changed circumstances following adoption of the budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves Budget Amendment No. 2023-008, attached hereto as Exhibit A, for Fiscal Year 2022-23.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall enter the same in the book of original resolutions and it shall become effective immediately.
