SUBJECT: CONSIDERATION OF A RESOLUTION AMENDING THE FY 2022-2023 BUDGET RECOMMENDATION:
It is recommended that the City Council approve the following resolution:
RESOLUTION NO. 2022-105 — A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR THE FISCAL YEAR COMMENCING JULY 1, 2022 AND ENDING JUNE 30, 2023 (CALRECYCLE GRANT) BACKGROUND:
The City Council adopted the Fiscal Year 2022-2023 budget on June 7, 2022 through the adoption of Resolution No. 2022-53. The budget covered the period from July 1, 2022 through June 30, 2023.
Amendments must periodically be made to the budget to conform to changed circumstances following its adoption.
DISCUSSION:
On February 15, 2022, the City Council adopted a resolution authorizing the submittal of grant applications to the California Department of Resources Recycling and Recovery (CalRecycle). The City was successful in one of its submissions and was recently awarded a grant to assist with the implementation of regulations associated with SB 1383. This grant award exceeds $60,000 from a single source and, therefore, requires City Council approval to appropriate the expense of funds.
LEGAL REVIEW:
The City Attorney's Office has reviewed the resolution and approved it as to form.

Fiscal Impact
FISCAL IMPACT:
The City received $149,841.00 in one-time grant funding to aid in the implementation of regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016 and SB170 Budget Act of 2021. A cash match is not required; therefore, there is not an impact to the City's General Fund. The funding was received in FY 2021-22 and set aside in the Non -Federal Grants Fund (Fund# 232). The expenditures are proposed to be appropriated out of this fund in FY 2022-23. All funds must be expanded by May 2, 2024.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF WEST COVINA, CALIFORNIA, ADOPTING A BUDGET
AMENDMENT FOR THE FISCAL YEAR COMMENCING
JULY 1, 2022 AND ENDING JUNE 30, 2023 (CALRECYCLE
GRANT)
WHEREAS, on April 19, 2022, the City Manager presented to the City Council a proposed budget for Fiscal Year 2022-23 in compliance with Section 2-151(m) of the West Covina Municipal Code; and
WHEREAS, following the initial presentation of the proposed budget for Fiscal Year 2022- 23, the City held meetings and community workshops and conducted an online budget survey in order to solicit input from the public regarding the proposed budget; and WHEREAS, on June 7, 2022, the City Council adopted a budget for the 2022-2023 Fiscal Year; and
WHEREAS, amendments must periodically be made to the budget to conform to changed circumstances following adoption of the budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DOES RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves Budget Amendment No. 2023-007, attached hereto as Exhibit A, for Fiscal Year 2022-23.
SECTION 2. The City Clerk shall certify to the adoption of this resolution and shall enter the same in the book of original resolutions and it shall become effective immediately.
