A Regular Session Meeting was called to order by Mayor Brian Calderón Tabatabai on Tuesday, May 21, 2024, at 7:05 p.m., in the Council Chambers, 1444 West Garvel

5) ANNUAL REVIEW OF FINANCIAL POLICIES
Carried 5-0 to: Adopt the following resolutions:
RESOLUTION NO. 2024-26 - A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF WEST COVINA, CALIFORNIA, APPROVING THE CITY OF
WEST COVINA STATEMENT OF INVESTMENT POLICY
RESOLUTION NO. 2024-27- A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF WEST COVINA, CALIFORNIA, AMENDING THE FUND BALANCE POLICY
6) CONSIDERATION OF PROPOSITION A EXCHANGE WITH FOOTHILL TRANSIT Carried 5-0 to: Approve the following:
1. Exchange of $3,000,000 in Proposition A Local Return funds for $2,250,000 in general funds with Foothill Transit; and
2. Authorize the City Manager to execute the Assignment Agreement with Foothill Transit, in substantially the form as attached and in such final form as approved by the City Attorney.
7) CONSIDERATION OF COMMUNITY FEEDBACK REGARDING PROPOSED FISCAL YEAR 2024-25 OPERATING AND CAPITAL IMPROVEMENT PROGRAM BUDGET
Carried 3-2 to: Receive and tile teedback from the Community Budget Workshops and, if applicable, provide direction regarding any changes to the Proposed Fiscal Year 2024-25 Operating and Capital Improvement Program Budget.

8) CONSIDERATION OF APPOINTMENT TO THE AUDIT COMMITTEE
ACTION: Motion by Councilwoman Lopez-Viado and Second by Mayor Pro Tem Wu, 5-0 to: Appoint Rafael Castellon to the City's Audit Committee to serve a two-year term and if he is not available to appoint Jazlyn Rodriguez to serve a two-year term.
MAYOR/COUNCILMEMBERS REPORTS
• Councilman Cantos spoke regarding his trip to ICSC and thanked staff for their effort in maximizing time.
• Mayor Calderón Tabatabai spoke regarding his trip to ICSC and also thanked our City Manager on the relationships she has in the business community. • City Manager Morales spoke regarding possible news at Eastland Center and praised elected officials for attending.
CITY COUNCIL REQUESTS FOR REPORTS, STUDIES OR INVESTIGATION • Councilman Cantos asked the City Manager to instruct the Police Chief to investigate an increase in graffiti activity. - No objection. • Mayor Pro Tem Wu mentioned space behind a car wash that needs attention due to an encampment. - No objection.
CITY COUNCIL COMMENTS
Mayor Pro Tem Wu thanked Council Members and staff who attended ICSC.
ADJOURNMENT
A motion to adjourn the Regular Meeting was made by Councilman, and the meeting was adjourned at 8:44 p.m. The next regularly scheduled Regular City Council Meeting will be held on Tuesday, May 21, 2024, at 7:00 p.m. in the Council Chambers, 1444 West Garvey Avenue South, West Covina, California.
