RESOLUTION NO. 2024-66
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
WEST COVINA, CALIFORNIA, APPROVING THE
APPLICATION FOR AND ACCEPTANCE OF 2023 STATE
HOMELAND SECURITY GRANT, AUTHORIZING THE CITY
MANAGER TO EXECUTE ALL GRANT AGREEMENTS
AND RELATED CERTIFICATIONS AND ASSURANCES,
AND ADOPTING A BUDGET AMENDMENT FOR THE
FISCAL YEAR COMMENCING JULY 1, 2024 AND ENDING
JUNE 30, 2025 (2023 STATE HOMELAND SECURITY
PROGRAM GRANT)
The City Council of the City of West Covina hereby finds and declares as follows:
WHEREAS, the U.S. Department of Homeland Security, through the Office of Grants and Training, has provided financial assistance for the State Homeland Security Program (SHSP) directly to the California Governor’s Office of Emergency Services (Cal OES); and
WHEREAS, the Cal OES provides said funds to the County of Los Angeles, as its subgrantee, and the County of Los Angeles is responsible for managing and overseeing the SHSP funds that are distributed to other jurisdictions within Los Angeles County; and WHEREAS, for Grant Year 2023, the City is eligible to receive $100,540 in SHSP grant funds, including $50,400 for items for the Police Department and $50,140 for items for the Fire Department; and
WHEREAS, to receive the SHSP grant funds, the City is required to enter into a Subrecipient Agreement with the County of Los Angeles and make certifications and assurances in connection therewith; and
WHEREAS, the City Council desires to approve the 2023 SHSP applications and grant award and authorize the City Manager to execute all required agreements and make all required certifications and assurances; and
WHEREAS, on May 7, 2024, the City Manager presented to the City Council a proposed budget for Fiscal Year 2024-25 in compliance with Section 2-151(m) of the West Covina Municipal Code; and
WHEREAS, the City held meetings and community workshops and conducted an online budget survey in order to solicit input from the public regarding the proposed budget;

WHEREAS, on June 4, 2024, the City Council adopted a budget for the 2024-2025 Fiscal Year; and
WHEREAS, amendments must periodically be made to the budget to conform to changed circumstances following adoption of the budget.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF WEST COVINA, CALIFORNIA DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1. The City Council hereby approves the application for and acceptance of the 2023 State Homeland Security Program grant.
SECTION 2. The City Council hereby authorizes the City Manager to execute any and all grant agreements for the 2023 State Homeland Security Program grant, in such form as approved by the City Attorney, including, but not limited to, the Subrecipient Agreement with the County of Los Angeles, and all certifications and assurances required in connection therewith. The City Council further authorizes the City Manager to accept and appropriate additional funds made available to the City through the 2023 State Homeland Security Program grant and execute any documents required to accept and/or expend such additional funds, in such form as approved by the City Attorney and the Finance Director.
SECTION 3. The City Council hereby agrees as follows for the 2023 State Homeland Security Program grant:
a. To provide all matching funds required for the grant projects and that any cash match will be appropriated as required;
b. Any liability arising out of the performance of the agreement shall be the responsibility of the City and the City Council;
c. Grant funds shall not be used to supplant expenditures controlled by the City Council;
d. The City is authorized by the City Council to apply for federal assistance, and has the institutional, managerial and financial capability (including funds sufficient to pay the non-federal share of project cost, if any) to ensure proper planning, management and completion of the projects described in the applications; and e. The official executing the agreement is authorized by the City.
SECTION 4. The City Council hereby approves Budget Amendment No. 2025-08, attached hereto as Exhibit A, for Fiscal Year 2024-25.
SECTION 5. The City Clerk shall certify to the adoption of this resolution and shall enter the same in the book of original resolutions and it shall become effective immediately.
