Director of Community Development Nick Maricich, Assistant Director Jennifer Alkire, and Property Development Manger Brian League provided background information as outlined in the staff report dated February 3, 2025.

Jeff Seymour and Benjamin Anderson, on behalf of the applicant team, provided background information regarding the location, size, and aesthetic of the proposed static billboard.

Councilmember Meister inquired about the original location and the reason why it was moved, whether the team was aware of the City's gateway project, residential concerns that were sent via written correspondence, and changing out the tree to an evergreen tree. Mr. Anderson responded.

The following speakers provided public testimony:

SAM OKUN, WEST HOLLYWOOD, spoke regarding concerns as a resident adjacent to the proposed billboard with the light pollution from the billboard.

LOUISE KRAKOWER, WEST HOLLYWOOD, spoke regarding various concerns as a resident adjacent to the proposed billboard.

Jeff Seymour provided rebuttal on behalf of the applicant.

The Public Testimony portion of the Public Hearing was closed.

Vice Mayor Heilman inquired why the City Council was considering approval of a static billboard rather than a digital billboard since digital billboards provide significantly more revenue to the City. Mr. League responded, noting that the applicant was awarded the static billboard through the Design Excellence Screening Process. Additionally, Vice Mayor Heilman inquired about a light impact study and the implications. Mr. League responded.

Councilmember Meister noted that in Section 3. 4. 6 of the Development Agreement that Sunset Boulevard was erroneously referred to as Sunset Avenue and asked that it be corrected. She also inquired about Section 6. 1. 1 " Right to Assign". City Attorney Langer responded with the definition of property in the Development Agreement; however, she noted that language could be clarified.

Vice Mayor Heilman indicated that he was open to a two- sided board and wanted staff to negotiate to maximize revenue, provide a lighting analysis by CEQA, define the word " property" in the Development Agreement ( 6. 11), and consider an evergreen tree. City Attorney Langer recommended that the updated billboard go back to the Planning Commission for consideration. The applicant group agreed to renegotiate the billboard and provided background information concerning the reasons as to why this sign was presented as a static billboard.
