JOSHUA CHRISTIAN, WEST HOLLYWOOD, spoke in opposition of renewing the contract with the Flock Group, citing concerns about the company' s practices, cybersecurity issues, and alignment with the City' s values

the City to keep the current cameras operating until a new system is fully approved and implemented if the contract is ended.

LEONARD LANZI, LOS ANGELES, spoke in support of continuing the City's public safety camera program, noting that it has helped recover stolen vehicles and solve crimes while operating with privacy safeguards, and encouraged the City Council to maintain the program while strengthening protections.

YADI, UNKNOWN, spoke in opposition of renewing the agreement with Flock Safety, raising concerns about mass surveillance, potential misuse of data, and the need for technology that better protects privacy and civil liberties.

KYLE BRAZEAL, WEST HOLLYWOOD, spoke in support for the City' s use of security and license plate reader cameras, stating they help deter crime and assist investigations, and encouraged the City Council to continue the program while addressing potential risks through safeguards.

The City Council ensued in a lengthy discussion, which reflected broad agreement that the camera system has real public safety value, but concerns about whether the current vendor and data -sharing structure align with the City' s values around privacy, immigration protections, reproductive freedom, LGBTQ+ safety, and civil liberties. Councilmembers asked detailed questions about alleged data breaches, cybersecurity audits, pending litigation, liability under the City' s contract, past data - sharing with out-of-state and federal agencies, pilot programs involving federal entities, and whether the system could be restructured so West Hollywood' s data is fully siloed and only shared on a one-to-one basis or not at all. Staff and law enforcement explained that the City' s data can be more tightly controlled, that sharing settings have already been narrowed significantly, and that further safeguards, audits, MOUs, and contract revisions are possible. Overall, the discussion centered on how to balance safety benefits with stronger local control, tighter contractual protections, better auditing, and stricter limits on when, how, and whether City data should be shared at all. The City Council voted separately on two matters as follows:

ACTION: 1) Directed Staff to negotiate and amend the Agreement for Services with Flock Safety. Motion by Mayor Heilman, seconded by Councilmember Meister, and approved 3/2, noting Councilmembers Erickson' s and Byers' " no" votes.

Acting Director of Human Services and Rent Stabilization Yvonne Quarker, Social Services Manager Teree Carter, and Social Services Supervisor Derek Murray provided background information as outlined in the staff report dated March 16, 2026.

ALEC WHITE, on behalf of the LGBTQ+ Commission, spoke in support of the item and shared that the LGBTQ+ Commission unanimously supported the Community Health Hub Program, recommending that any location in the Rainbow District be a publicly accessible 24- hour site with no barriers to equity, and expressed appreciation that the staff recommendation reflects that approach.

The City Council discussed the proposed Community Health Hub vending machine pilot program, focusing on how the machines would operate, safeguards to prevent misuse, and the appropriate location for the pilot.

Councilmembers generally supported the harm -reduction approach, providing items such as naloxone and sterile supplies to reduce overdoses and improve public health, while also raising questions about youth access, liability, and balancing accessibility with appropriate safeguards.

After discussing potential locations, including private establishments and public sites, the City Council favored placing the pilot machine in West Hollywood Park near the 24- hour restroom and security ambassador kiosk due to its visibility and accessibility. Overall, the discussion reflected strong support for moving forward with the pilot program while monitoring usage and outcomes to evaluate its effectiveness. The City Council requested staff track program data, including item usage, connections to care, and safe syringe disposal rates to evaluate effectiveness and Docusign Envelope ID: 8187D834- 7D01- 884D- 819A- 27CC3A31C921 City Council Minutes

The City Council discussed the seasonal ice skating rink program, with comments largely focused on the cost, community benefits, and potential adjustments for future years.

One Councilmember raised concerns about the overall cost to the City, and questioned whether moving the rink to the basketball courts could reduce expenses. Lee Doud from JJ- LA indicated that relocating the rink to the courts could save approximately $ 50, 000—$75, 000 by avoiding the need for staging over grass. However, several Councilmembers expressed strong support for continuing the program in its previous locations, highlighting the joy it brought to families, the activation of West Hollywood Park during the holiday season, and the opportunity to grow the event through partnerships, sponsorships, and expanded programming.

While some members remained concerned about cost, the overall sentiment of the Council was supportive of continuing the rink and building on the success of the first year.

Director of Public Works Helen Collins and Facilities and Field Services Manager Phillip Ticun provided background information as outlined in the staff report dated March 16, 2026.

The City Council' s discussion focused mainly on the best location for the smart restroom pilot and whether it would be visible, accessible, and appropriately monitored. Some Councilmembers favored the Crescent Heights parking lot site, arguing it would be less disruptive to nearby neighbors and businesses, while others supported the location adjacent to the Sal Guarriello Veterans' Memorial because it has higher foot traffic, greater visibility, and nearby security ambassador presence, making it a stronger test location for the pilot. There was also broader discussion about whether the restroom would truly address concerns related to public urination and unhoused activity, with some skepticism that it would solve those issues, while others emphasized that public restrooms benefit everyone by making the City more usable and welcoming. The Council ultimately supported moving forward with the smart restroom pilot adjacent to the Sal Guarriello Veterans' Memorial location. Staff was directed to proceed with the pilot and use it as a test of how a public restroom functions in a visible, high -traffic part of the City, with the understanding that the City will evaluate its effectiveness and community impact as the program moves forward.

One Councilmember expressed concern about the significant increase in corporate purchases of singlefamily homes and recommended expanding future tracking to include corporate acquisitions of multi -unit rental buildings, as well as exploring potential policy tools cities could use to discourage corporate ownership.

Other Councilmembers noted that some corporate ownership may reflect smaller investors using LLCs for liability protection and did not view the data as inherently alarming, though they acknowledged the value of monitoring trends and understanding how redevelopment may affect housing supply. Overall, the Council appreciated the information and the importance of continued data tracking, but no motion was made to adopt staff's recommendation for a formal two-year reporting schedule, so the item was received and filed without further direction to staff.

As part of this directive, the City will review how similar programs are organized in other cities, including if such events are organized by the city or external community partners, and provide recommendations on how to move forward in West Hollywood.

The City Council discussed a proposal to explore holding a City - sponsored holiday ceremony, such as a tree lighting or menorah lighting.

The item' s sponsor expressed interest in bringing the community together through a civic celebration similar to those held in other cities. The City Attorney explained that West Hollywood has historically maintained a clear separation between government and religious activities and noted that sponsoring religious ceremonies can raise First Amendment concerns and potential litigation risks, depending on how the event is structured. Several Councilmembers emphasized the City's longstanding tradition of remaining neutral regarding religious observances and expressed concern that sponsoring specific religious celebrations could exclude others or create legal complications. Some Councilmembers suggested continuing to focus on inclusive seasonal programming, such as winter- themed decorations and events, rather than religious ceremonies. The City Council discussed a proposal to implement memorial traffic signs honoring individuals killed in traffic collisions. Several Councilmembers expressed support, noting the program could respectfully honor victims, respond to requests from families, and raise awareness about traffic safety, while also exploring a version that reflects West Hollywood' s character. Others questioned whether such signs would effectively change driver behavior and suggested that traditional traffic safety signage might be more impactful. Ultimately, the City Council approved the item, directing staff to move forward with developing the memorial sign program.
