CAPITAL WORK PLAN, AND STUDY SESSION ON THE PRELIMINARY BUDGET [ J. ROCCO, O. JONES, M. LINDLEY]:

SUBJECT. The City Council will receive the City of West Hollywood 2026- 27 & 2027-28 Operating Budget and Capital Work Plan and conduct a Study Session.

The City Council will receive a presentation about the Two -Year Budget and have the opportunity to discuss it. The item will return at the June 15, 2026 City Council meeting for formal adoption.

City Manager Jackie Rocco, Interim Director of Finance and Technology Onyx Jones, and Budget Officer Melissa Lindley provided background information as outlined in the staff report dated May 18, 2026.

The budget hearing presentation outlined the City' s proposed balanced two- year budget for Fiscal Years 2027 and 2028, highlighting economic challenges including slowing revenue growth, inflation, declining tourism, rising operational and insurance costs, and increased construction expenses. Staff reported that, although the City maintains strong financial reserves and a AAA bond rating, revenue growth has stabilized at approximately 1 % while expenditures continue to rise, potentially resulting in a Fiscal Year 2026 deficit of approximately $ 5 million. The presentation emphasized prioritizing core services, carefully managing capital projects, and identifying alternative funding strategies due to high borrowing costs and limited bond financing opportunities. Departments also presented accomplishments, budget requests, operational goals, and deferred projects, with continued focus on public safety, homelessness response, housing stability, infrastructure improvements, technology modernization, climate and housing initiatives, and implementation of major citywide projects and strategic plans.

At the same time, Councilmembers emphasized the importance of continuing investments in economic development initiatives, including cannabis marketing, Eastside and Rainbow District promotions, tourism, nightlife activation, and signature events that support local businesses and generate City revenue. Councilmembers expressed a range of views regarding implementation of SB 79 and development of a Transit - Oriented Development Alternative Plan ( TODAP), with discussion focused on balancing local control, housing production, transit -oriented growth, neighborhood preservation, infrastructure capacity, wildfire safety, and compliance with state housing law. Several Councilmembers emphasized preserving local planning authority through a locally tailored TODAP that would direct density toward commercial corridors and transit areas while protecting sensitive neighborhoods, historic areas, rent -stabilized housing, and high -fire - hazard zones. Concerns were also raised regarding aging infrastructure, displacement pressures, hillside evacuation risks, and the potential for SB 79 to override years of work completed through the City's Zoning Improvement Program ( ZIP).

Other Councilmembers emphasized the importance of supporting housing production near future transit growth, expanding housing opportunities equitably throughout the City, and avoiding delays that could jeopardize housing production, transit funding, or Housing Element compliance.

Additional discussion focused on uncertainty surrounding the Southern California Association of Government' s ( SCAG) forthcoming methodology and station maps, whether SB 79 would apply to West Hollywood upon the July 1 implementation date, and the timing and feasibility of preparing a TODAP within existing staffing and resource constraints.

Mayor Heilman made a motion, seconded by Councilmember Meister, to direct staff to incorporate a TODAP into the ZIP initiative and to seek clarification regarding whether West Hollywood would be subject to SB 79 based on the status of the K Line Northern Extension Locally Preferred Alternative, including requesting legislative clarification or an extension if applicable. Following further discussion, Mayor Heilman withdrew the motion. No vote was taken, and the item was continued to the June 15, 2026 City Council meeting for further discussion after additional SCAG methodology and mapping information becomes available.
