OBJECTIVE
The purpose of this report is to recognize Chris Ledesma for his 12 years of service on the West Sacramento City Council.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council adopt a proclamation honoring Chris Ledesma for his impactful tenure as a West Sacramento City Council Member from 2010-2022.
BACKGROUND
Chris Ledesma was appointed to the City’s Planning Commission in 2001 where he served until 2010, including five terms as chair. He was elected to the City Council in November 2010, re-elected in 2014, and re-elected for a third term in 2018. During his tenure as a Council member, Chris served as Mayor Pro-Tem and also on multiple outside governing bodies, including the Mayors Commission on Climate Change, Port of West Sacramento District Commission, Riverfront Join Powers Authority, River City Regional Stadium Financing Authority, IFD Public Financing Authority, Streetcar Policy Steering Committee, Yolo County Consolidated Redevelopment Successor Agency Board, and served as an alternate representative on the West Sacramento Area Flood Control Agency and Sacramento Area Council of Governments.
Most significantly, Mr. Ledesma served on the board of the Yolo County Transit District, helping identify more efficient Yolobus routes, while also influencing major transportation projects in West Sacramento including bridges and alternative modes of getting around the City. An innovator, Chris once spearheaded a demonstration of a driverless shuttle in the River Cats stadium parking lot that garnered national media attention.
As a Vice President for Wells Fargo, Chris used his background as a banker to help the City make many wise decisions regarding complex financial matters including identifying new forms of Economic Development opportunity during the transition away from redevelopment agencies. He was a champion of small businesses in our community, and at the forefront of developing financing programs to help small business navigate through the challenges of the pandemic. As co-chair of the Sacramento Metro Chamber of Commerce’s Small Business Team, Chris attended annual missions to Washington D.C. to help secure small business loans for local entrepreneurs.
Chris has also been a leader in the effort to open more parks and recreation areas, such as the Clarksburg Branch Line Trail System, the Deep Water Channel Access Area and the West Sacramento Recreation Center.
During the COVID-19 emergency, Chris deftly overcame the technical challenges of remote council meetings over Zoom and helped guide the City through the many stages of the pandemic.
ANALYSIS
Adoption of this proclamation will honor Chris Ledesma for his many impactful years as a City Council member.
His analytical thinking, solution orientation, and big picture perspective demonstrated his commitment both to the craft of governance, and to applying his skills to improve the quality of life for all West Sacramento residents. Upon his retirement, Mr. Ledesma leaves behind a legacy of good work and accomplishments spanning 21 years that will benefit generations of West Sacramento residents.
