OBJECTIVE
The purpose of this report is to seek City Council approval of modifications to the Authorized Position List (APL) for FY 22/23.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council approve the amended and updated Authorized Position List (APL) for Fiscal Year 2022/23.
BACKGROUND
Each fiscal year, the City Council considers and approves a list of authorized positions as part of the budget process. The APL identifies the number of positions and their respective classification titles by budget unit. Staff must bring an updated APL to the City Council for approval whenever there are changes to the number(s) of positions or budget unit(s).
ANALYSIS
Various departments are requesting personnel-related changes that affect the City’s Authorized Position List, which requires City Council approval. The APL FY 2022/23 reflects the following proposed amendments:
Economic Development & Housing: Add 1.0 FTE Program Manager/Senior to 218-9019 Public Works Operations & Maintenance: Add 1.0 FTE Stationary Engineer to 218-9019 The Program Manager/Senior and Facilities Maintenance Worker/Senior are proposed to be added to coordinate with the City of West Sacramento’s Community Outreach and Support Division and provide additional direct staff support to the City’s Homekey program. Currently, the Homekey program at the former Rodeway Inn site has property management and maintenance services provided through a contract with Yolo County Housing (YCH).
After an October 2020 RFP yielded no response, and because State Homekey Program funds required acquisition of the motel and implementation of the local Homekey Program by December 2020, staff reached out to Yolo County Housing (YCH) to request property management and maintenance services for the Homekey Program. YCH agreed to take on these services for one year in an agreement approved by Council on January 20, 2021 in the amount of $209,220 annually; the contract authorized the City Manager to extend the agreement for an additional 12-month period thru January 31, 2023. YCH has, however, gone through several administrative changes since the award of the contract and the services provided have been inconsistent and deficient, resulting in Community Outreach and Support staff taking on a larger role in day-to-day operations, which has taken them away from providing other services. Because of the inconsistency in services, staff released a second RFP for property management in November 2021, again, yielding zero responses despite staffs’ efforts to reach out to property management service providers. Given the unique nature of the Homekey Program, serving formerly homeless individuals, and the limited contract providers of such services, staff is recommending that property management and property maintenance positions be created to serve the current Homekey Program at the former Rodeway Inn and any future expansion of these services. Having City positions will also allow the Community Outreach and Support Division to have greater oversight and management of both positions to ensure effective implementation of property management and maintenance services.
Capital Projects: Eliminate 1.0 FTE Drafting Services Manager 101-9653 and add 1.0 FTE Information Technology Specialist to 101-9653. Eliminate 1.0 FTE Civil Engineer Series 101-9653 and add 1.0 FTE Project Manager to 101-9652.

Updates To Authorized Position List For Fiscal Year 2022/2023 November 16, 2022
The Capital Projects Department recently conducted a Department Assessment facilitated by a consulting firm which analyzed the effectiveness of the staffing structure and identified how to improve staffing to support the mission of the department. After an analysis of staff duties, the assessment concluded that the Drafting Services Manager position should be eliminated (currently vacant due to a retirement in December 2021), and an Information Technology Specialist (GIS emphasis) position should be added to better support the current and future GIS functions of the Department, which includes maintaining utility (sewer, water, etc.) base maps and record management, among other job duties.
In addition, based on the City’s approved capital projects the analysis derived from the Department Assessment indicated that an additional Engineer position and Project Manager position is warranted to manage the current and future capital project workload for the City. In December 2021, the City Council approved the Bridge District Master Plan (Plan), which included approval of two engineer positions to manage the capital projects outlined in the Plan. After two rounds of recruitment, the City was unable to find a senior-level engineer and pivoted to contracting for project management services. It is staff’s recommendation that one of the two engineer positions added as part of the Plan be retained under the Capital Projects Department to support the Bridge District Master Plan capital projects, among other projects. Staff is requesting that the other engineer position be re-classified to a Project Manager position. This recommendation will better suit the needs for the City’s Capital Project program is supported by the Department Assessment analysis.
Environmental Considerations
Not applicable
Commission Recommendation
Not applicable
Strategic Plan Integration
These recommendations support the City Council’s Mission to provide Quality Municipal Services and a City government that is financially sound with a superior workforce.
Alternatives
The City Council may choose to not approve the Authorized Position List for Fiscal Year 2022/23, however, this option is not recommended as it provides for a higher level of service to have staff directly support the impacted programs.
Coordination and Review
This report has been coordinated between the City Manager's Office, Human Resources Division, Finance Department, and impacted departments.
Budget/Cost Impact
Ongoing costs of $300,000 for the additional Program Manager/Senior and Facility Maintenance Worker/Senior positions will be funded by American Rescue Plan (ARP) – Project Homekey Phase II funding through December 31, 2024 as approved by Council on July 20, 2022 via Resolution 22-64. Following December 31, 2024, funding for the positions is requested to switch to Measure E, Reducing Impact and Incidences of Homelessness category. There is no budget impact with the elimination of the Drafting Services Manager and addition of the Information Technology Specialist position. Funding for the Capital Projects Engineer and Project Manager positions will be a net-zero impact to the General Fund as the hours worked will be billable to and reimbursable by internal work orders and capital project budgets.

CITY COUNCIL AGENDA REPORT

SUBJECT:
CONSIDERATION OF UPDATES TO PUBLICLY AVAILABLE PAY SCHEDULE AND
APPROVAL OF NEW JOB DESCRIPTIONS
INITIATED OR REQUESTED BY: REPORT COORDINATED OR PREPARED BY:
[ ] Council [X ] Staff

City Manager’s Office
ATTACHMENT [ X ] Yes [ ] No [ ] Information [ ] Direction [ X ] Action
OBJECTIVE
The purpose of this report is to seek City Council approval for updates to the publicly available pay schedule FY22/23 and approval of various new job descriptions.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Approve the updated publicly available pay schedule (Classification Plan) for Fiscal Year 2022/23;
2. Approve the new job classification description for Water Meter Technician;
3. Approve the new job classification description for Program Aide;
4. Approve the new job classification description for Program Leader;
5. Approve the new job classification description for Program Site Leader; and
6. Approve the new job classification description for Lead Program Leader.
BACKGROUND
Pursuant to City Personnel Rules, Section 3.4, each position in the City is required to be assigned to an appropriate classification. For each classification, a written description of the classification is required to be prepared by the City Manager and approved by the City Council. The description must include the official title of the classification and the minimum qualifications required for admission in the classification. When new classifications are added or changes in duties and responsibilities or qualifications for existing classifications are required, the City Council must approve such descriptions.
The Publicly Available Pay schedule (Classification Plan) establishes the monthly and annual salary ranges for all regular authorized positions as well as the pay schedule for the Mayor, City Council members, and all extra help positions in the City. CalPERS requires the City bring updated salary ranges (Classification Plan) to the City Council whenever there are changes to the salary ranges or job titles.
ANALYSIS
Job Classification Descriptions: Staff has identified the need to create a separate series of classifications which will be utilized by the After School Education & Safety (ASES) Program in the Parks & Recreation Department to assist with staffing issues, and more closely align with other agencies providing an ASES Program. The ASES Program contains KidZone & Club West which operates throughout the schoolyear providing academic, enrichment, and recreation activities which include provision of a daily supper and snack, disguised learning activities, physical activity, and arts & crafts. This program is in partnership with the Washington Unified School District (WUSD). The creation of the full series is similar to other extra help recreation series with the higherlevel position distinguished by the performance of more complex and difficult tasks requiring greater independence and judgment in completing assigned programs, projects, or activities.
On July 20, 2022, the City Council approved the creation of a classification to assist the Water Distribution Division of the Public Works Operations & Maintenance Department. The position was designed to assist with replacing broken meters, assist with manual meter reads, maintain meters and registers, providing service to utility customers, and increasing revenues to the City's water system to cover operating costs and debt coverage requirements. The new job classification title of Water Meter Technician was created, and the job classification description and salary range were determined after negotiations with Local 39.
Publicly Available Pay Schedule (Classification Plan): The City of West Sacramento’s (City) publicly available pay schedule identifies job classifications that have been approved by the City Council and the rates of pay for 267
Updates To Publicly Available Pay Schedule, and Job Description Approvals.

each classification at each step. The requested change to the publicly available pay schedule is a result of the following:
Addition of the Water Meter Technician classification to Stationary Engineer’s, Local 39; Addition of Program Aide, Program Leader, Program Site Leader, and Lead Program Leader; and Effective January 1, 2023, the minimum wage in California is set to increase from $15.00 per hour to $15.50 per hour.
Environmental Considerations

Commission Recommendation
Not applicable
Strategic Plan Integration
These recommendations support the City Council’s Mission to provide Quality Municipal Services and a City government that is financially sound with a superior workforce.
Alternatives
The City Council may choose to not approve the job descriptions, and publicly available pay schedule (classification plan) for Fiscal Year 2021/22.
Coordination and Review
This report has been coordinated between the City Manager's Office, Human Resources Division, and the Finance Division.
Budget/Cost Impact
The associated cost increases created by the minimum wage changes will be absorbed in the current operating budget. The budget impacts for the proposed addition of the Water Meter Technician classification and salary range have already been approved by Council as part of the FY 2022/23 budget which was adopted by City Council on July 20, 2022. As the WUSD reimburses the City of West Sacramento for expenses of the ASES program, the budget impacts for the proposed creation of the ASES specific classifications will not go into effect until an amendment to the contract with the District and the City is approved, allocating the additional costs associated with the new positions.
