OBJECTIVE
The purpose of this report and proclamation is to celebrate the role that women have played in our history, and specifically recognize the impact that women in history have had on our West Sacramento community.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council adopt a proclamation declaring March 2023 as Women’s History Month.
BACKGROUND
Women’s History Month, held in the month of March, is a recognition and celebration of women’s achievements in history, culture, and society. In 1980, President Jimmy Carter declared March 8 through 14 as National Women’s History Week. A few years later, in 1987, Congress passed a resolution establishing March as Women’s History Month.
March is a time to reflect on the courage of women in past generations and to celebrate how their efforts and bravery afforded women the opportunities and freedoms they have today. We can remember the sacrifices made by women, for women to help make the world, and our country, a more inclusive place.
ANALYSIS
Adoption of this proclamation will further signify the City's commitment to creating the best possible future for all people and underscores the importance for children to learn about the great hurdle’s women have and continue to overcome.

SUBJECT:
CONSIDERATION OF FIRST READING OF ORDINANCE 23-6 AMENDING CHAPTERS
15.12 AND 15.14 OF THE CITY OF WEST SACRAMENTO MUNICIPAL CODE RELATING TO THE 2022 CALIFORNIA BUILDING STANDARDS CODE WITH LOCAL AMENDMENTS INITIATED OR REQUESTED BY: REPORT COORDINATED OR PREPARED BY:

OBJECTIVE
The objective of this report is for City Council to conduct the first reading of Ordinance 23-6 which would amend Chapters 15.12 and 15.14 of the City of West Sacramento Municipal Code, related to the 2022 California Building Standards and local amendments. These amendments would clarify the adoption of appendices and obtain final acceptance by the California Building Standards Commission.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Find that the amendments to the 2022 Building and Fire Codes with local amendments is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15061(b)(3) and 15308;
2. Waive the first reading, and read by title and number only, Ordinance 23-6 amending Chapters 15.12 and 15.14 of the City of West Sacramento Municipal Code relating to the 2022 California Building Standards Code with local amendments; and
3. Inform the audience that the second reading and adoption of Ordinance 23-6 is tentatively scheduled for March 15, 2023.
BACKGROUND
As part of its periodic review of fire, property and building codes, the California Building Standards Commission published the 2022 California Building Standards Code (California Code of Regulations Title 24) on July 1, 2022.
The 2022 California Building Standards Code (CBC) is based on the 2021 International Building Code (IBC), published by the International Code Council (ICC). The 2022 California Building Standards Code automatically becomes effective in California on January 1, 2023, as published, unless local amendments are adopted by Council prior to January 1, 2023.
On November 16, 2022, the Council adopted the 2022 California Building Standards Code with local amendments to make the code more responsive to the unique topographical, geological, and climatic features of West Sacramento. However, changes were discovered which require further amendments to both Chapter
15.12 and Chapter 15.14, adding and removing language in the appendices under the 2022 California Building Code, California Residential Code, and the California Fire Code.
ANALYSIS
2022 California Building Code
Every three years, the Title 24 California Building Standards Codes are revised, updated, and published by the California Building Standards Commission to include new construction practices, promote better building performance, and provide improved fire and life safety in buildings. This code shall be the exclusive source of regulations for any owner or authorized agent who intends to construct, enlarge, alter, repair, move, replace, demolish, or change the equipment, change the use and occupancy, change the location, maintain. Or remove any building, structure or any appurtenances connected or attached to such buildings or structures throughout the City of West Sacramento.
8 First Reading of Ordinance 23-6
March 1, 2023
The 2022 California Building Codes adopted on November 16, 2022, were consistent with previous years.
However, various appendices were found to be redundant/conflicting as they are found in other code sections or in the City’s Municipal Codes. These included the 2022 California Building Code, Appendices F (Rodent Proofing), H (Signs); and 2022 California Residential Code, Appendices AI (Private Sewage Disposal), AJ (Existing Buildings and Structures), and AO (Automatic Vehicular Gates). Appendix D in the California Fire Code was missed in the Findings and required a small edit.
To address these issues, Ordinance 23-6 would amend Chapters 15.12 and 15.14 of the City of West Sacramento Municipal Code, related to the 2022 California Building Standards and local amendments. These amendments would clarify the adoption of appendices and obtain final acceptance by the California Building Standards Commission.
Environmental Considerations
Ordinance 23-6 is exempt from review of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15061(b)(3) and Section 15308 (Class 8). Class 8 involves actions and procedures taken by regulatory agencies for the maintenance, restoration, or protection of the environment.
Commission Recommendation
This update is not under the purview of City commissions and has not been presented to commissions in past updates.
Strategic Plan Integration
Ordinance 23-6 supports the City’s 2022 Strategic Plan Strategies of providing Quality Municipal Services, Quality City Infrastructure and facilities, and helps our residents Feel Safe and Secure, Enjoy Comfortable Living, and Take Pride in Our Community.
Alternatives
The Council’s primary alternatives are summarized below:
1. Find that the amendments to the 2022 Building and Fire Codes with local amendments is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines 15061(b)(3) and 15308, waive the first reading, and read by title and number only, Ordinance 23-6 amending Chapters
15.12 and 15.14 of the City of West Sacramento Municipal Code relating to the 2022 California Building Standards Code with local amendments, and inform the audience that the second reading and adoption of Ordinance 23-6 is tentatively scheduled for March 15, 2023.
2. Direct staff to return at a future date with additional information and/or a modified Ordinance.
3. Decline to move this item, and direct staff to discontinue work on the proposed Municipal Code modification.
Alternative 1 is staff’s recommended action. Staff does not recommend Alternative 2 because it would create confusion with permit applicants with the incorrect appendices and delay permit applications. Staff does not recommend Alternative 3 because if no action is taken, the 2022 California Building Standards Code will not be granted approval by the California Building Standards Commission, thus the adopted ordinances will not become effective.
Coordination and Review
The Fire Department and Community Development Department (Building and Code Enforcement Divisions) have worked together preparing the amendments. The City Attorney's office has reviewed and commented on the amended ordinance.
Budget/Cost Impact
There will be no fiscal impact with the amendments noted above.

Section 4. Findings. The City Council of the City of West Sacramento finds and declares that the additions, modifications, and changes made to these codes are either expressly left to the authority having jurisdiction or necessary for the protection of the public health, safety, and welfare due to climatic, geological, or topographical conditions. These amendments are authorized under Health & Safety Code Section 17958 and are identified as follows:
California Building Code Title 24, Part 2, Volumes 1 of the California Code of Regulations, Section 101.1 amendment is necessary for administrative clarification, and does not modify a Building Standard pursuant to California Health and Safety Code Sections 17958, 17958.5, and 17958.7. These amendments establish administrative standards for the effective enforcement of building standards throughout the City of West Sacramento.
1. Climatic
California Fire Code Sections 503.2.3, 503.2.4, 503.2.7, 503.2.8, 901.6.4, 903.2.22, 903.2.22.1, 913.7, 5003.1.5, 5614, 5615, 5704.2.9.6.1, 5806.2, 6104.2, and Appendix D.
Average yearly rainfall for the city is approximately 18 inches. This rainfall normally occurs from October to April. Low-level fog (tulle-fog) is present throughout the winter months reducing roadway visibility. This reduced visibility increases emergency response times. The city is surrounded by levees and multiple water sources. During large storm events the capacity of the city’s underground storm water drainage system is exceeded in some areas.
The resulting localized flooding and road closures increase emergency response times.
During the summer months, there is generally no measurable precipitation. Temperatures for this dry period range from 70 to 112 degrees Fahrenheit and are frequently accompanied by light to gusty south winds. The relative humidity during summer months ranges from 2-30 millimeters Hg, which is considered arid. The arid condition dries vegetation to a point at which it is exceedingly combustible and easily ignited.
Sections 503.2.3, 503.2.4, 503.2.7, 503.2.8, and Appendix D determine road characteristics that ensure emergency response vehicles have access in all weather conditions. These features are critical when large storm events produce localized flooding or otherwise impact road conditions.
Buildings located in portions of the city where combustible vegetation is present, are at an increased risk of fire. The need for reduced fire area due to climatic conditions within Yolo County warrants a lower sprinkler threshold. Sections 901.6.4, 903.2.22, 903.2.22.1, and 913.7 are amended to address these specific issues by requiring sprinkler and associated systems in buildings that are greater than 4,000 sq. ft. in total floor area. A lower threshold for sprinklers and associated systems will provide more buildings with protection reducing property loss and personal injury.
Section 5003.1.5 has been amended to require vehicles containing hazardous materials in amounts that require placarding to not be left unattended in certain zoned areas. Summertime temperatures from 70 to 112 degrees Fahrenheit are frequently accompanied by light to gusty south winds leading to potentially dangerous fire conditions. The limited amount of hazardous materials stored in residentially zoned areas reduces risk.
Sections 5614 and 5615 limit the storage and transportation of explosives within the city.
Summertime temperatures from 70 to 112 degrees Fahrenheit are frequently accompanied by light to gusty south winds leading to potentially dangerous fire conditions. The limited amount of explosive material stored within the city reduces risk. 17 Ordinance 23-6
Section 5704.2.9.6.1 limits the storage of flammable and combustible liquids in residentially zoned areas. Summertime temperatures from 70 to 112 degrees Fahrenheit are frequently accompanied by light to gusty south winds leading to potentially dangerous fire conditions.
The limited amount of flammable and combustible liquids stored in residentially zoned areas reduces risk.
Section 5806.2 limits the storage of flammable cryogenic fluids in stationary containers outside of buildings in certain zoned areas. Summertime temperatures from 70 to 112 degrees Fahrenheit are frequently accompanied by light to gusty south winds leading to potentially dangerous fire conditions. The limited amount of flammable cryogenic liquids stored in residentially zoned areas reduces risk.
Section 6104.2 limits the maximum size of liquefied petroleum gas containers to 500 gallons in certain zoned areas. Summertime temperatures from 70 to 112 degrees Fahrenheit are frequently accompanied by light to gusty south winds leading to potentially dangerous fire conditions. The limited amount of liquefied petroleum gas stored in residentially zoned areas reduces risk.
2. Topographical
California Fire Code Sections 505.1.1, 505.1.2, C102.2, and C104.2.
Topographical features within and surrounding the city increase emergency response time.
These features include open space, agriculture, bridges, drainage canals, freeways, railroad tracks, and large industrial facilities. Other topographical features include the Sacramento River, the Yolo Flood By-Pass, and the Deep Water Ship Channel. These features require traffic to be either routed around or delayed depending on the topographical feature. Traffic delays caused by railway crossings can be several minutes in length increasing emergency response times. Heavy traffic congestion on city streets acts as a barrier to timely response for fire and emergency vehicles.
Sections 505.1.1 and 505.1.2 have been amended to address the location and visibility of addressing on new and existing buildings. Visible addressing reduces emergency response times for fire and rescue personnel. The ability to quickly locate the proper address is critical when topographical features such as agriculture, bridges, drainage canals, freeways, railroad tracks, and large industrial facilities may delay emergency response personnel.
Sections C102.2 and C104.2 have been amended to ensure an adequate water supply is available when topographical features such as agriculture, bridges, drainage canals, freeways, railroad tracks, and large industrial facilities may delay emergency response personnel.
Section 5. Filing of Ordinance. The City Clerk is hereby directed to file a copy of this Ordinance with the California Building Standards Commission.
Section 6. Severability. If any provision of this chapter, or the application of any such provision to any person or circumstance shall be held invalid, the remainder of this chapter, to the extent it can be given effect, or the application of those provisions to persons or circumstances other than those as to which it is held invalid, shall not be affected thereby, and to this end the provisions of this chapter are severable.
Section 6. Effective Date and Publication. This ordinance shall take effect 30 days after its adoption, and pursuant to Resolution 99-46 was published in summary format prior to adoption, and a summary will be published within 15 days after adoption in a paper of general circulation published and circulated within the City of West Sacramento.

Capital Projects Department
ATTACHMENT [X] Yes [ ] No [ ] Information [ ] Direction [X] Action
OBJECTIVE
The purpose of this report is to provide the City Council (City) with the necessary information to consider approval of an amendment to a professional services contract with CMD West-Maverick Alliance Company for right-of - way acquisition and property management services.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1) Approve the proposed Amendment No. 1 to the on-call contract with CMD West-Maverick Alliance Company for right-of-way acquisition and property management services to increase the total compensation amount by $200,000; and
2) Authorize the City Manager or his designee to execute Amendment No. 1 in substantially the form attached, issue a notice to proceed (NTP), approve minor amendments to the Scope of Services that do not increase the maximum compensation established within the first amendment to the contract and undertake any and all actions necessary to implement the contract.
BACKGROUND
While implementing City infrastructure projects and other initiatives, staff engages in real property transactions which require professional right-of-way acquisition services. These transactions require a vast array of services including but not limited to, acquisition and relocation assistance, appraisal, appraisal review, environmental site assessment reports, escrow and title services, property management, and assorted real property permits. The Federal Uniform Acquisition, Relocation Assistance Advisory Services Act of 1970 (as amended), CFR 49, Part 24 and the State of California, Caltrans, Right of Way Manual defines the procedures required for performing real property acquisition activities. The City, as a local agency, is responsible for assuring that real property activities are performed in accordance with the Federal, State and Local policy guidelines and procedures.
On October 6, 2021, the City released a Request for Qualifications (RFQ) for On-Call Right-of-Way Services.
On November 8, 2021, the RFQ’s submittal deadline, a total of eight Statement of Qualifications (SOQ) were received. SOQs were received from Associated Right of Way Services, Inc. (ARWS); Bender Rosenthal, Inc. (BRI); CMD West-Maverick Alliance Company; Interwest Consulting Group; Monument ROW Inc.; Overland Pacific & Cutler, LLC (OPC); Paragon Partners Consultants, LLC. and Universal Field Services, Inc. On January 19, 2022, City Council approved awarding three contracts total, each with a Not to Exceed (NTE) limit of $100,000 to accommodate the current project needs within the City: CMD West-Maverick Alliance Company, Interwest Consulting Group, and Monument ROW, Inc.
ANALYSIS
Subsequent to City Council approval of three On-Call Right-of-Way (ROW) Contracts on January 19, 2022, staff engaged one of the three approved Contractors. CMD West Maverick Alliance was selected as the best value and lowest responsible bidder to provide an array of On-Call ROW services, including appraisal and property management services.
The Economic Development and Housing Department budgets $30,000 per year for the ongoing operations and management for certain real property assets. These assets are being held for the purpose of either selling the sites to private developers for urban development or preserving and/or redeveloping historic building assets for future publicly accessible uses in the City's infill area (e.g. the Grand Gateway site, the 5th and C St urban farm site, the Stone Lock Facility, etc.). Recently, staff has engaged CMD West’s property management services through their existing on-call contract. Notices to proceed have been issued for the Stone Lock Facility and the 21 Consideration of Amendment No. 1 to CMD West-Maverick On-Call Contract for Right of Way Services March 1, 2023
Club Pheasant properties. Ongoing property management services combined with the previous notices to proceed for right-of-way services has consumed all existing capacity in the CMD West on-call contract.
Additional capacity is needed within the CMD West contract to support the continuation of these property management services until they can be addressed systematically in the upcoming FY budget and the resettlement of a citywide real estate asset management services within the Capital Projects Staff is requesting Council approve Amendment No.1 to the CMD WEST On-Call Right of Way Services Contract to add an additional $200,000 in compensation which will modify the not to exceed amount to $300,000. Details regarding the exact work scope and schedule are not identified in the existing on-call contract and Amendment No. 1 does not modify that on-call contract structure. A notice to proceed will be issued for a one-to-four-month period for the asset management services required for each property. The notice to proceed will outline the exact scope of work and schedule for each project and will include a not to exceed amount for those services in that timeframe. Details regarding the anticipated, scope, dollar amount and schedule for the Stone Lock Facility and Club Pheasant are described in their sections below.
Stone Lock Facility
In the past two months, staff has successfully completed the clean-up activities and is working on finalizing the full scope and budget for the security improvements to be included in the upcoming CIP budget requests. The clean-up activities have reset the property to a condition that is maintaining the current condition which requires services, such as, landscape maintenance, security patrol, security fence repair, graffiti removal, minor building and sign maintenance, and debris removal, until further rehabilitation and security improvements can commence sometime in the future.
On December 23, 2022, staff issued a notice to proceed to CMD West in the amount of $35,930 to cover approximately two months and two weeks of these types of services for the Stone Lock Facility. If Amendment No.1 is approved by the City Council, staff anticipates issuing another notice to proceed for the same services on or around March 2, 2023, in the amount of $63,500 to cover approximately four months of these types of services through this fiscal year ending June 30, 2023. Ongoing property management services will be included in the next FY budget.
Club Pheasant
In November, the City Council authorized the purchase the Club Pheasant Restaurant located at 2525 Jefferson Blvd. and approved budget Resolution 22-138 appropriating $3.4 million from Fund 106, the Community Investment Fund. The City closed escrow on December 20, 2022, after which the department added the property to the list of properties being overseen by the department. The asset management services are required to maintain the property and commercial building in a safe and sightly condition. Property management services include: landscape maintenance, security patrol, security alarm services, graffiti removal, pest control, repair, maintenance, and debris removal.
On December 23, 2022, staff issued a notice to proceed to CMD West in the amount of $23,030 to cover approximately two months and one week of these types of services for the Club Pheasant property. If Amendment No.1 is approved by the City Council, staff anticipates issuing another notice to proceed for the same services on or around March 2, 2023, in the amount of $46,000 to cover approximately four months of these types of services through this fiscal year ending June 30, 2023. Ongoing property management services will be included in the next FY budget.
Environmental Considerations
This action is not subject to CEQA because it is not an activity that may cause either a direct or reasonably foreseeable indirect physical change in the environment. (Pub. Resources Code, § 21065; CEQA Guidelines §§ 15060(c), 15378(a).)
Commission Recommendation

Strategic Plan Integration
This item will advance work related to the City Council’s 2021 Strategic Plan Policy Agenda item, “Bridges: I St.
Replacement/Deck Conversion, Enterprise & Broadway” and Management Agenda items, “Grand Gateway Development” and “Washington Specific Plan Update”. The recommended action is consistent with the City Council’s Strategic Plan goal for “West Sacramento: Preferred place to live, work, learn and play.” The 22 Consideration of Amendment No. 1 to CMD West-Maverick On-Call Contract for Right of Way Services March 1, 2023
recommended action further supports the City’s mission statement: “to provide Quality Municipal Services, Quality City Infrastructure and Facilities, and to Inspire Community Improvements that add value to the lives of our residents”.
Alternatives
The Council’s primary alternative is to defer approval of the contract amendment and request staff return to the Council with additional information at a later date. Staff does not recommend this alternative as it could delay current project schedules and contract services are essential to maintain ongoing property management activities required to preserve and protect City real property assets.
Coordination and Review
The recommended action was coordinated with the City Attorney’s Office, Economic Development and Housing Department, and the Finance Department.
Budget/Cost Impact
The current unencumbered balance in the Stone Lock Maintenance Fund (261-9386) is $358,698. There is sufficient funding in 261-9386 to cover the costs of the Stone Lock Facility’s property management services through the end of the fiscal year. The Community Investment Fund was approved by Council to fund the acquisition and management costs for Club Pheasant. There is sufficient funding in 106-9020-5515 to fund the Club Pheasant property management services through the end of the fiscal year.
Any other property management services or right-of-way services to be performed under the CMD West on-call contract will be billed to existing or future CIP budgets or to the newly formed Real Property/Asset Management Division’s annual allocation for professional or property management services depending on the activity. Until the notices to proceed are issued, there are no cost impacts of approving the attached Contract amendment.

OBJECTIVE
The objective of this report is to provide the City Council with sufficient information to consider adoption of Resolution 23-17 amending the Capital Improvement Program budget for the Riverfront Extension & 5th Street Main Replacement project (CIP 21043) and approval of Amendment No. 1 to the construction contract with Teichert Construction.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1) Adopt Resolution 23-17 amending the Capital Improvement Program budget to add the Riverfront Extension & 5th Street Main Replacement project (CIP 21042) and approving an inter-project transfer of $625,000 from the State Streets Water Rehab & Replacement project (CIP 21021); 2) Approve and authorize the City Manager or his designee to execute Amendment No. 1 to the construction contract with Teichert Construction in the amount of $523,195; and 3) Authorize the City Manager or his designee to execute amendments or change orders up to 10% of the contract amendment amount ($52,319).
BACKGROUND
In February 2017, the City Council approved a professional services contract with Wood Rodgers to prepare environmental documentation, engineering plans, specifications, estimates and necessary right-of-way services for the Riverfront Street Extension Project. During design, additional information was obtained from exploratory assessments of the site conditions and the project team determined it was necessary to revise the project scope to achieve the project goals. In November 2017, the City Council authorized staff to modify the footprint of the project to reduce the extension of Riverfront Street due to a variety of concerns including timeline, budget, structures demolished on the CEMEX site, and uncertainty with the location of the new Broadway Bridge landing.
As part of the modification to the scope, the widening of 5th Street including the construction of bicycle and pedestrian improvements was added to the project. Subsequently, staff worked with SACOG to revise the project scope and secured additional Tier 2 grant funding of $1,746,500 resulting in a total grant award of $3,681,000.
As a result of the revised scope, the project extends Riverfront Street approximately 0.15 mile as a two-lane roadway with sidewalks, lighting, and landscaping, from its terminus just south of Mill Street, underneath the US50 Pioneer Bridge, and terminates with a cul-de-sac. The project also widens 5th Street between Mill Street and 15th Street, constructs a two-way bike path with sidewalk, underground overhead utilities on the east side of 5th Street, installs water and sewer, lighting, and limited landscaping. 5th Street will be restriped between Bridge Street and Mill Street to include the two-way bike path. Traffic signals at the 5th Street/Bridge Street intersection and at the 5th Street/South River Road/15th Street intersection will be modified to accommodate new pedestrian crossings and the bikeway.
On August 18, 2021, a professional services contract for construction management services was awarded to Ghirardelli Associates. Pursuant to the Public Contract Code, the project was publicly advertised for construction on December 8, 2021. The bids were opened on January 6, 2022, in which staff determined Teichert Construction to be the lowest, responsive responsible bidder. On February 2, 2022, Council awarded the construction contract to Teichert Construction in the amount of $7,488,888. Construction for the project started on July 18, 2022.
ANALYSIS
As the construction for the project continues, Teichert Construction has encountered an existing 12” water line approximately 80 years old made of welded steel pipe that runs north-south on 5th St. This existing water line is 28 Riverfront Extension and 5th St Widening - Resolution 23-17 March 1, 2023
in poor condition and has led to multiple field issues that have yet to be addressed, including existing connections that were not installed per standards, finding correct pipe size connections and fittings, and conflicts with new utilities. The replacement of the existing 12” water line was not included in the initial scope and design of the project as it was not anticipated to conflict with the proposed work on 5th St. Additionally, the 2015 Water Master Plan Update identified the existing water line to have a replacement year of 2066 or later. Upon physical inspection, both the scope/design and Master Plan recommendation have proved to be incorrect. Old weldedsteel water pipes have created ongoing problems for operation and maintenance, and they need to be replaced whenever an opportunity presents itself.
Upon further internal discussion and coordination with Public Works Operations & Maintenance, the Finance Department, Wood Rodgers, and Ghirardelli Associates, it has been determined that it would be beneficial for a number of reasons to replace the water line now since construction is still ongoing on 5th St. The water main replacement will be approximately 1,240 feet from approximately 15th St to Mill St. The replacement will include crossings, the reconnection of existing services, fire hydrants, valves, and fittings. This replacement will bring the waterline to current industry and City standards. Additionally, this will provide benefits for future development in the area. Further, the replacement of the waterline would eliminate the need to potentially dig up the road if the old waterline failed and needed to be replaced.
In order to move forward and complete the waterline replacement, an additional $625,000 is requested to account for construction work and additional staff time, as shown on Table 1. Teichert Construction’s original contract compensation will need to be revised. The total compensation for the additional work is $523,195, and the total compensation under the contract, as amended, will be $8,012,083. The remaining $101,805 will be allocated to additional staff, inspection, design, oversight time, and contingency as needed.
Table 1: Breakdown of Costs for 12” Water Main Replacement Funds Needed
Teichert Construction $523,195
Contingency (10%) $52,320
City Staff, Inspection, and Design $49,485
Total Funds Needed $625,000
Environmental Considerations
On November 6, 2019, the City Council adopted an Addendum to the previously certified SEIR for the Bridge District Specific Plan, determining that the SEIR fully analyzed the environmental impacts of the proposed Riverfront Extension Project and 5th Street Widening project does not trigger a need for subsequent environmental review pursuant to Public Resources Code Section 21166 and State CEQA Guidelines Sections 15162 and 15164. As since that time, none of the conditions in Public Resources Code Section 21166 and State CEQA Guidelines Sections 15162 have occurred and no additional environmental review is required under CEQA. On January 16, 2020, Caltrans concluded that the Project qualified for a Categorical Exclusion (CE) in accordance with the Code of Federal Regulations Title 23, Section 771.117. Therefore, the requirement for conformance with the National Environmental Policy Act (NEPA) and other federally environmentally related processes has been met.

Strategic Plan Integration
The Project is consistent with a continuation of the Council adopted “West Sacramento Vision 2029 - Principles to Vibrant Neighborhood” by enhancing the following Principals: Quality Municipal Service, Quality City Infrastructure and Facilities, Inspire Community Improvements, Vibrant Neighborhoods, and Comfortable Lifestyle and Living. Extending Riverfront Street with full underground utility improvements under the US-50 Pioneer Bridge further enables economic development of the Bridge District. Widening of the eastside of 5th Street from 15th Street to Mill Street provides for an important multi-modal north-south connector for bicyclists and pedestrians in addition to autos.
Alternatives
The Council’s primary alternatives are summarized below:
1) Approve the recommended action as described above.
29 Riverfront Extension and 5th St Widening - Resolution 23-17 March 1, 2023
2) Delay or revise the recommended action.
3) Not approve the recommended action.
Alternative 1 is recommended to allow construction to move forward for the Project in compliance with grant milestone requirements.
Coordination and Review
This report was prepared by the Capital Projects Department in coordination with and review by the Public Works Operations & Maintenance Department and Finance Department.
Budget/Cost Impact
Resolution 23-17 is requesting an additional $625,000 for this project. The amount will be provided through an inter-project transfer from the States Streets Water Rehab & Replacement project (CIP 21021) to the Riverfront and 5th Street Main Replacement project (CIP 21043).

OBJECTIVE
The objective of this report is to provide the Council with information needed to consider adoption of Resolution 23-13 approving a funding application to the State Department of Housing and Community Development (HCD) Prohousing Incentive Pilot Program.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Adopt Resolution 23-13 approving the submittal of a funding application to the State Department of Housing and Community Development Prohousing Incentive Pilot Program; and
2. Authorize the City Manager, or his designee, to execute and deliver the Application and Program Documents.
BACKGROUND
In February 2022 the City Council approved a resolution authorizing staff to submit an application to participate in the HCD Prohousing Designation Program (PDP). The PDP was established to provide incentives for jurisdictions that are compliant with existing state housing laws, housing element requirements, and have enacted local prohousing policies that go beyond existing statutory requirements. For example, the city received application points for demonstrating policies and programs such as regular use of Housing Trust Funds to support affordable housing, development incentives including reduced impact fees and parking requirements, neighborhood-level specific plan CEQA streamlining, and more. Staff was notified by HCD in December 2022 that the city was awarded a Prohousing Designation. At that time, West Sacramento was among only seven jurisdictions statewide to achieve the designation. Today, a total of ten jurisdictions have been designated.
As part of the PDP, West Sacramento will receive incentives in the form of additional points and/or other preference in the scoring of competitive housing, community development, and infrastructure funding programs administered by HCD. In addition, the city is eligible to apply for community development funding through the new Prohousing Incentive Pilot (PIP) Program. The PIP Program offers $25.7 million in additional funding statewide to Prohousing cities to help accelerate housing production and preservation. Eligible uses of funds include, but are not limited to:
Predevelopment, development, acquisition, rehabilitation, and preservation of multifamily rental housing that is affordable to extremely low-, very low-, and moderate-income households, including operating subsidies.
Affordable rental and ownership housing that meets the needs of a growing workforce earning up to 120% of area median income.
Assisting persons who are experiencing or at risk of homelessness, including providing rapid rehousing, rental assistance, navigation centers, emergency shelters, and the new construction, rehabilitation, and preservation of permanent and transitional housing.
Homeownership opportunities, including but not limited to, down payment assistance.
ANALYSIS
The PIP Program awards funds based on jurisdiction size and PDP score. Based on the program criteria, West Sacramento is eligible to apply for $970,000 of PIP Program funding. If awarded, staff will enter into a Standard Agreement with HCD for the administration of the program funding. Any project(s) funded by the PIP Program must be completed by the expenditure deadline of June 30, 2025. 36 CONSIDERATION OF RESOLUTION 22-13 AUTHORIZING APPLICATION FOR, AND RECEIPT OF, PROHOUSING INCENTIVE
PILOT PROGRAM FUNDS
March 1, 2023
On November 18, 2020, the Council authorized the acquisition of the 40-unit Rodeway Inn motel as part of its ongoing efforts to assist the homeless amid the COVID-19 pandemic. The acquisition of the Rodeway Inn was made possible with a $3,519,212 Homekey Program award, a CARES-fund subaward of $638,775 from Yolo County and local funds from City’s Community Development Block Grant Program ($1,202,874) and Measure E ($2,274,359) funds. With the City’s award of Homekey Program funds and acquisition of the Rodeway Inn, the City is responsible for operations and supportive services for program participants. The Homekey Program must remain operational for a minimum of five years.
In addition to the State Homekey Program award to acquire the Rodeway Inn, the City was awarded an operational subsidy of $960,000, which was used to pay for Homekey Program operational costs such as utilities, security, minor repair/replacements, property management and supportive services, among others. Staff has been successful in securing additional funding to cover the cost of supportive services (case management, housing navigation, food distribution and limited laundry services) for program participants, including a $108,029 subaward of Yolo County Community Development Block Grant-Coronavirus (CDBG-CV) funds and a $396,000 subaward from Yolo County Emergency Solutions Grant-Coronavirus Round 2 (ESGCV2) funds. Additionally, in August 2022 the Council approved an allocation of $85,571 of local CDBG funds and $86,588 in local CDBGCV funds for supportive services. Lastly, in December 2022 the City Council authorized an additional Measure E allocation of $430,000 to cover operational expenses through 2023. Staff recommends that PIP Program funds be allocated towards the continued operations of the Homekey Program at 817 West Capitol Avenue. The PIP award would cover approximately 11 months of operations of the program, through end of 2024.
Environmental Considerations
This action is not a project subject to CEQA because it is not an activity that may cause either a direct or reasonably foreseeable indirect physical change in the environment. (Pub. Resources Code, § 21065; CEQA Guidelines §§ 15060(c), 15378(a).)
Commission Recommendation
Due to application deadlines, no commission recommendation was solicited for this funding application.
Strategic Plan Integration
The application supports efforts to achieve the Council’s Strategic Plan Goals of facilitating housing production and housing options for everyone including the most vulnerable members of society.
Alternatives
The following alternatives are submitted for the Council’s consideration:
1. Direct staff to submit an application for a project other than the Homekey Program; and
2. Do not authorize submittal of a funding application to the PIP Program.
Alternative 1 is not recommended because a different source of funds would need to be identified for the Homekey Program operations. Alternative 2 is not recommended because the City would not receive PIP Program funding.
Coordination and Review
This report was coordinated with the City Manager’s Office, Police Department, and Community Development Department.
Budget/Cost Impact
If funded, the PIP Program application will generate up to $970,000 to support the Homekey Program. The PIP Program funds do not require any local funds match.

OBJECTIVE
The purpose of this report is to provide the City Council with the treasurer’s quarterly report on the City’s investment portfolio for the quarter ending December 31, 2022 as outlined by the Government Code 53646(b) (1).
RECOMMENDED ACTION
Staff respectfully recommends that the City Council receive and file the Treasurer’s Quarterly Financial Report on the City’s investment portfolio for the period ending December 31, 2022.
BACKGROUND
All local agencies are required to file regular financial reports with their legislative body on the status of their investment portfolio. One of the roles of the City’s Finance Department is to manage investments of the City to ensure that cash flow needs are met while maximizing the investment portfolio.
The funds invested in the City’s treasury are made up of pooled cash from all Funds in the City’s General Ledger, including funds held in Trust for other agencies (i.e., the Yolo-Sacramento Port District and West Sacramento Flood Control Agency (WSAFCA) JPA). City staff structure investment maturities in such a way to optimize return while ensuring enough liquid funds are available to meet the operating and capital needs of the City and agencies for which the City acts as Treasurer. The pooled cash also includes impact fee revenues collected from developers and set aside until sufficient funds are available to implement the capital projects for which they were collected, and reserve funds for budget stabilization to ensure fiscal stability of the City and its various services to the community.
It should be noted that the majority of the funds held in the City’s treasury are legally restricted and may only be used for the purposes for which they are collected. Moreover, the funds may only be invested in investments permitted by California Government Code 53600 (Code) et. al, and the City’s investment policy.
Under section 53646(b)(1) of the Government Code, the City Treasurer may prepare and transmit a quarterly financial report to the City Council on the City’s investment portfolio. This report includes:
1. The type of investment, issuer, date of maturity, and par and dollar amount invested on all securities, investments and funds held by the City;
2. A current market value as of the date of the report;
3. A stated compliance of the portfolio to the statement of the City’s adopted investment policy, or manner in which the portfolio is not in compliance; and
4. A statement denoting the ability of the local agency to meet its pool’s expenditure requirements for the next six months, or provide an explanation as to why sufficient money shall or may not be available. Once a year, the statement of investment policy is included in the report.
This quarterly report is produced in a format designed to provide stakeholders a broad profile of the City’s Investment Portfolio. While staff is only transmitting portions of the report with key investment results, a full report with additional detail is available upon request.

For the quarter-end, the City’s treasury investments comprised investments with a book value of $259,211,421.70, and a market value of $ 252,976,243.00. These figures do not include accrued interest of $982,582.98, which represents interest income the City has earned but not yet received. The Book Value represents the carrying value of the securities and is based on what the City paid for the security, net of amortization of premiums or accretion of discounts to date, whereas Market Value is a constantly changing amount based on how the securities markets value our portfolio. Market values fluctuate with changes in interest rates, and price has an inverse relationship to interest rates.
The City continues to maintain sufficient liquidity to meet its expenditure requirements for the next six months.
Local Agency Investment Fund (LAIF), which is the California State Treasurer’s investment pool, and California Asset Management Program (CAMP), a local government investment pool, comprised the City’s most liquid funds, and totaled 41.8% of the investment portfolio. These funds are available to the City within one day.
Additionally, the City held $26.9 million in its operating bank account, which fluctuates depending on cash needs to meet City obligations. Those funds not held in the short-duration investment pools or cash are invested in a diversified portfolio of securities as allowed by Code and the City’s investment policy. The portfolio’s duration, sector allocation, and maturity structure are actively managed throughout the quarter. In total, the City’s consolidated investments maintain an average maturity of 515 days.
The City’s portfolio is designed to provide safety and liquidity and continues to meet its goals. City staff and the City’s investment adviser continue to focus on any market dynamics that pose risks to the portfolio.

City of West Sacramento Consolidated Maturity Distribution 40 Quarterly Treasurer’s Report
March 1, 2023
The City’s portfolio of securities (excluding cash, LAIF, and CAMP) maintains its duration in line with its performance-measuring benchmark. Duration is a risk measure indicating the portfolio’s fair value sensitivity to changes in interest rates. As of December 31, 2022, portfolio duration was 2.37 years, which is 96% of its duration target, as measured by the portfolio’s risk and performance-measuring benchmark (which had a duration of 2.48 years). The portfolio continues maintain strong diversification in sectors, issuers, and maturities.
Economic Outlook
Market volatility has intensified as global central banks pursue monetary policies to combat persistently high inflation. Although the pace of job growth is moderating, the strength of the labor market has sustained economic growth. Inflation metrics are trending downward but remain significantly higher than the Fed’s target. While evidence of slower economic conditions has begun to mount, it is expected the Federal Reserve will continue to raise rates to battle inflation, albeit at a less aggressive pace. Over the near-term, financial market volatility is expected to remain intensified with persistent inflation, geopolitical risk, and the Fed's hawkish monetary policy.
As expected at the December 14th meeting, the Federal Open Market Committee (FOMC) raised the fed funds target rate by 50 basis points to a range of 4.25 – 4.50%, in a downshift from four consecutive 75 basis point hikes. The decision was unanimous, and there was no change to the November statement. The sentiment was hawkish, indicating that “ongoing increases” in the fed funds rate are likely appropriate and citing continued labor market imbalances. FOMC members forecasted a higher fed funds rate, slower GDP growth, higher inflation, and higher unemployment in 2023 than in the September projections. The FOMC will likely continue to implement tighter monetary policy at a slower pace and hold rates at restrictive levels for some time until inflationary pressures subside and remain in the Fed’s target range.
In December, yields rose, and the curve became less inverted. The 2-year Treasury yield increased 12 basis points to 4.43%, the 5-year Treasury yield rose 27 basis points to 4.01%, and the 10-year Treasury yield climbed 27 basis points to 3.88%. The inversion between the 2-year Treasury yield and 10-year Treasury yield narrowed to -55 basis points at December month end versus -71 basis points at November month-end. The spread was a positive 78 basis points one year ago. The inversion between 3-month and 10-year treasuries narrowed to -50 basis points in December from -74 basis points in November. The year 2022 saw a dramatic shift in the Federal Reserve’s policy from highly accommodative to aggressive tightening, resulting in significantly higher rates and an inverted yield curve. The shape of the yield curve indicates that the probability of recession is increasing.
Discussion of Performance
The following is a summary of the City’s holdings by investment type, including each sector’s yield to maturity.

OBJECTIVE
The report objective is to present adequate information for the City Council to consider and approve Resolution 23-20 authorizing the City Manager or the City Manager’s designee to enter into and grant temporary access and control agreements over City owned/controlled property with the West Sacramento Area Flood Control Agency necessary for levee investigations, engineering, design, and construction of the federal West Sacramento Project.
RECOMMENDED ACTION
It is respectfully recommended that the City Council:
1. Find that the approval of Resolution 23-20 authorizing the City Manager or the City Manager’s designee to enter into and grant temporary access and control agreements over City owned/controlled property with the West Sacramento Area Flood Control Agency necessary for levee investigations, engineering, design, and construction of the federal West Sacramento Project is within the scope of the federal West Sacramento Project’s Programmatic Environmental Impact Statement/Report (SCH #2009072055) and is also exempt from CEQA pursuant to the Categorical Exemptions under California Code of Regulations, Title 14, Division 6, Chapter 3 (“CEQA Guidelines”), Section 15061(b)(3), and find that the determination represents the independent judgment of the City; and
2. Approve Resolution 23-20, Attachment 1, authorizing the City Manager or the City Manager’s designee to enter into temporary access and control agreements over City owned/controlled property with the West Sacramento Area Flood Control Agency necessary for levee investigations, engineering, design, and construction of the federal West Sacramento Project.
BACKGROUND
The West Sacramento Area Flood Control Agency (WSAFCA, Agency) is a joint powers authority charged with financing and constructing improvements to the West Sacramento levee system. The Agency’s three-member Board is comprised of representatives from the City of West Sacramento, Reclamation District 900, and Reclamation District 537. To date, the Agency has constructed five levee improvement projects in partnership with the State of California Central Valley Flood Protection Board (CVFPB) acting through the Department of Water Resources. Additionally, through the Design Agreement with the U.S. Dept. of the Army (Army, 2019-04- 05) and Local Design Agreement (CVFPB, 2019-03-29) the Agency led and completed design of the first increment of the Project, the Yolo Bypass East Levee Project (YBEL).
The Army, CVFPB, and the Agency entered into a Project Partnership Agreement (PPA) on September 7, 2022.
The Agency entered into a Local Project Participation Agreement with the CVFPB on June 4, 2022. At this time, the Army, acting through the US Army Corps of Engineers has received approximately $101.5M in federal funding to continue design and construction of the Project. YBEL South construction is planned for 2023 with YBEL North construction to follow shortly thereafter. Preliminary engineering and design for the Sacramento River West North Levee is underway.
ANALYSIS
Resolution 23-20 authorizes the City Manager or City Manager’s designee, by either signature, to execute rights of entry, license agreements, temporary construction easements and other temporary rights that allow the 68 Resolutions 23-20, Delegation of Authority for Temporary Use Rights March 1, 2023
Agency to conduct work on property held or controlled by the City. Any such rights shall be of limited duration.
Under the temporary rights, the work will typically consist of geotechnical investigations, including borings, various types of survey work and mapping, environmental surveys, vehicle access, and construction and material staging needed for design and/or construction. The Agency’s standard insurance and indemnification requirements are typically part of the agreement conditions. Authority delegation to the City Manager removes delay and redundancy in the agreement process and facilitates field work thereby facilitating planning and construction of the Project.
The initial use of the requested authority will be a temporary work area easement (TWAE) over a portion of the City’s new corporation yard on West Capitol Avenue for construction staging activities such as parking, temporary offices, inventory, etc. A draft of the TWAE is included as Attachment 2 to the staff report.
Environmental Considerations
The use of temporary rights anticipated in the recommended action and accompanying resolution are contemplated in the Project’s Programmatic Environmental Impact Statement/Report (SCH #2009072055). The Project will be divided into construction packages based on length, improvement type, and overall strategy.
Temporary rights specific to a construction package are considered in the supplemental environmental review for each incremental design of the Project, e.g., SCH 20211110114 for the YBEL project. In addition to project level environmental review of any proposed uses, the uses will be consistent with the existing approved land uses, e.g., parking on City owned parking facilities, driving on City owned access roads. As such, the requested action lies within the “common sense” CEQA exemption set forth in CEQA Guidelines Section 15061(b)(3) “where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” The requested action would not cause any significant impacts to the approved land use of City owned property.
Requests for temporary use related to construction will be submitted after environmental review for the project increment. Incidental uses, e.g. parking on City property, pedestrian and land surveys, and other planning activities will be submitted on an as-needed basis.
Commission Recommendation
Not applicable.
Strategic Plan Integration
The recommended action supports the Council policy to increase the community’s flood protection through the nimble and strategic actions to support construction of the federal West Sacramento Project.
Alternatives
Staff recommends approval of Resolution 23-20. The Council can decline approval of Resolution 23-20 which would then require that temporary rights be approved on an individual basis as the Project progresses. This approach is not recommended since it adds considerable processing time to complex project schedules reliant on federal, state, and local administrative and approval systems. Since the temporary uses and the City’s interests are managed at the staff level, approval of Resolution 23-20 allows agility and flexibility.
Coordination and Review
This report was coordinated with Community Development planning staff and reviewed by City Counsel.
Budget/Cost Impact
There is no budgetary or cost impact associated with adopting the recommended action.

OBJECTIVE
The purpose of this report is to request Council consideration of an application to the AARP Community Challenge Grant Program (Community Challenge Grant) and approval of an appropriation of $40,000 in Measure E funds to provide the local match for the grant.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Authorize the City Manager or his designee to apply to the AARP Community Challenge Grant Program, and subsequently to take any actions necessary to effectuate the grant-related work described in this report, and to implement a smaller version of the subject program in the event the City does not receive an award from the AARP Community Challenge Grant; and
2. Adopt Resolution 23-23 authorizing the submittal of an AARP Community Challenge grant application and approving a budget appropriation of $40,000 to partner with Rebuilding Together Sacramento for home modifications to aid West Sacramento seniors to safely age in place.
BACKGROUND
The Community Challenge Grant program is an AARP initiative designed to help local jurisdictions throughout the United States create new programs and projects that benefit older adults, and by extension, entire communities. Grant awards are small (usually less than $15,000), and the selection process tends to favor pilot projects that offer the potential to scale into larger initiatives.
As a member of the AARP Network of Age-Friendly Communities, the City is well-situated to apply for AARP Community Challenge grants. The City previously received awards from this program on three occasions: in 2017 to conduct an intersection makeover, in 2018 to create an incentive program promoting Via ridership, and in 2019 to implement a free smoke alarm program.
The AARP Community Challenge Grant program is an excellent opportunity for the City to produce quick, impactful projects that improve the quality of life for older residents while laying the groundwork for expansions of beneficial programs. AARP has been a valued partner on previous grants, making this program an especially attractive opportunity to help effectuate the City’s Age-Friendly goals.
Under the proposed 2023 Community Challenge application, the City would partner with Rebuilding Together, a local non-profit, to make home modifications that allow more West Sacramento seniors to safely age in place.
Applications for the 2023 Community Challenge Grant program are due on March 15, 2023, and winning applicants will be notified by mid-May.
ANALYSIS
According to the statistically-valid survey AARP conducted in West Sacramento in 2016, over 90% of the City’s older adults would prefer to stay in their current homes as long as possible. Despite this preference, since most homes are not designed to accommodate the physical and cognitive changes that come with age, it can be difficult for seniors to continue living in their residences (otherwise known as aging in place). Under the proposed partnership with AARP and Rebuilding Together, the City would help fund and provide simple home repairs or modifications to improve accessibility, reduce falls, and increase independence. The type of repairs can include, but are not limited to, grab bars and handrails, threshold ramps, toilet and shower assist units, energy-efficient lighting, modified steps, and transfer poles, as well as smoke, fire, and carbon monoxide detectors. 78 2023 AARP Community Challenge Grant
March 1, 2023
Rebuilding Together has a strong track record of coordinating home improvements for eligible households in the Sacramento region, partnering with the Sacramento Housing and Redevelopment Agency (SHRA), the City of Rancho Cordova, and the City of Citrus Heights, among other collaborations. Since its founding in the early 2000s, Rebuilding Together has completed well over 1,000 small residential rehabilitation projects similar to the ones being proposed under this grant. Their experience is important because the City’s Economic Development and Housing (EDH) staff are quite busy at present and are not in a position to undertake client screening or other work in support of this grant. The program to be implemented under the proposal described in this report would be co-designed by Rebuilding Together and the City Manager’s Office staff, and implemented by Rebuilding Together, so would not affect the timing of any EDH projects currently in the pipeline.
Within parameters set by the City, Rebuilding Together Sacramento will determine if a given resident meets basic eligibility requirements such as income, location, and age. At that point, they will verify that the home is a good candidate for the services. Once an applicant is selected, Rebuilding Together Sacramento would coordinate the home improvement activities, manage skilled trades volunteers, and report back to the City during the process. Staff plans to make the proposed program available to any household in the City with a senior resident, with priority given to low- and moderate-income households. The proposed program would be available for owner-occupants only.
The older homeowners who are the primary target of this grant are notably challenging to reach with City messaging. Therefore, a thoughtful marketing approach will be integral to the successful and equitable implementation of the grant. Staff plans to utilize newspaper advertisements, utility bill inserts, direct mail, door hangers, and other non-digital means to publicize this program to residents who may not be active on social media or the Internet. These materials will be made available in English, Spanish, and Russian. Additionally, the program will be advertised on all City social media channels, with the intent to reach either eligible seniors themselves or family members who can contact potential applicants and put them in touch with program staff.
Lessons learned from this outreach effort will be applicable to other City marketing efforts.
Outcomes for projects of this type are difficult to measure because when successful they involve something not happening, such as an injury-producing fall, as opposed to something happening. Therefore, the success of the proposed project will be measured primarily in terms of outputs such as the number of homes and residents impacted by home repairs and modifications.
Staff is planning to apply for $15,000 from AARP. Resolution 23-23 authorizes the application for the activities described above and appropriates an additional $40,000 in matching funds from the Measure E Smart Cities fund, yielding a total program budget of $55,000. The local match represents a relatively modest expenditure of local funds but will materially enhance the competitiveness of the City’s application. The analysis required by the Measure E policy document is included as Attachment 2.
As noted in Resolution 23-23, the requested $40,000 appropriation is primarily intended as match for the proposed grant; however, in the event that the City’s grant application is not successful, Resolution 23-23 would authorize the use of these funds for the City to directly partner with Rebuilding Together Sacramento to implement a smaller pilot program, fulfilling a substantial part of the intent of the grant, and furthering the City’s existing commitment to help its older residents age in place safely and gracefully.
Environmental Considerations
This action is not a project that is subject to CEQA because it is not an activity that may cause either a direct or reasonably foreseeable indirect physical change in the environment. (Pub. Resources Code, § 21065; CEQA Guidelines §§ 15060(c), 15378(a).)
Commission Recommendation
N/A
Strategic Plan Integration
This grant proposal and the resulting new program would directly support the “Housing & Homelessness” item from the 2022 Strategic Plan. This item also supports Goal 14 from the City’s Age-Friendly Action Plan, “Seek Outside Funding for a Targeted Grant Program for Age in Place Home Improvements.” Alternatives
The Council’s primary alternatives are summarized below:
1. Approve Resolution 23-23.
79 2023 AARP Community Challenge Grant
March 1, 2023
2. Approve Resolution 23-23, subject to specific Council-directed changes.
3. Direct staff to modify Resolution 23-23 and return at a future Council meeting.
4. Decline to approve Resolution 23-23 and direct staff not to return at a future Council meeting.
Alternative 1 is staff’s recommendation. Staff is prepared to effectuate Alternative 2 at the Council’s direction.
Staff does not recommend Alternative 3, because the Community Challenge grant submission deadline is March 15, which does not leave enough time to return to the Council at a future date. While it may be possible to submit a Community Challenge grant application without formal approval of the matching funds in place, this is not a best practice and may make the application less competitive. Staff also does not recommend Alternative 4 as this grant proposal presents an opportunity to meaningfully improve West Sacramento seniors' quality of life.
Coordination and Review
This report was prepared by the City Manager’s Office, in collaboration with the Finance Department.
Budget/Cost Impact
Resolution 23-23 would authorize an appropriation of $40,000 from the Measure E Smart Cities Fund (110- 9018). If the grant is awarded, Finance Department staff will update the appropriation administratively to include the additional funds from AARP as well as the expected revenue reimbursement from the grant.

Measure E Analysis
Project Description
This requested expenditure is to provide matching funds for an AARP Challenge Grant to fund a contract with Rebuilding Together to facilitate a pilot program providing age-in-place home improvements to eligible West Sacramento Households.
Policy Context
This AARP Challenge Grant proposal and the resulting new program would directly support the “Housing & Homelessness” item from the 2022 Strategic Plan. This item also supports Goal 14 from the City’s Age-Friendly Action Plan, “Seek Outside Funding for a Targeted Grant Program for Age in Place Home Improvements.”
Supplementary Funds
The proposed expenditure of Measure E funds would leverage AARP Community Challenge Grant funds on a 2.67:1 basis. The Measure E funds would provide the bulk of the funding for the proposed program, but the AARP grant would allow for enhanced marketing outreach, and at least three additional implementation projects based on anticipated project costs.
Staff Costs
The proposed Measure E expenditure will not be used to cover any City staff costs. The funds will be used to pay for marketing the proposed program, and to allow the City and Rebuilding Together to serve more households than would be possible without the assistance of AARP.
Desired Outcomes
This proposed expenditure is designed to effectuate the following key outcomes:
1. Allow more homeowners to age in their homes by installing safety and accessibility equipment suited to their needs.
2. Test and refine the City’s ability to effectively outreach to older residents, including those whose first language is not English, and those who are not active on social media or the Internet.
3. Create a pilot project that will lay the foundation for other efforts to serve the City’s older residents.
Theory of Change
This proposal is based on the well-established premise that older residents are more likely to be able to age in place when their homes include accessibility and safety adaptations specifically suited to their changing needs as they age.
Key underlying assumptions include:
1. Residents who are able to age in place, rather than being forced by circumstance into some form of assisted living environment, can continue to participate more fully in the community, giving them greater happiness and extending the benefit of their wisdom and experience to all whom they encounter. Therefore, helping residents age in place has both an individual and a community-wide benefit.
2. Rebuilding Together can deliver successful small rehabilitation projects, on-time and onbudget. 83 Attachment 1
Staff is confident that all of the assumptions underlying this application are sound. Unlike some iterations of the AARP Community Challenge Grant, where the point of the exercise is to attempt the previously un-attempted, this year’s application reflects an effort to implement a time-tested model in West Sacramento for the first time. The idea that safety and accessibility improvements facilitate aging in place is unassailable. And, as noted in the body of the staff report, Rebuilding Together has a solid record conducting precisely the type of work contemplated by this grant.
Project Budget
The total proposed Measure E expenditure is $40,000, which would be leveraged by an additional $15,000 in AARP Community Challenge Grant funds if the City receives the proposed grant.
Performance Metrics
As noted in the staff report, several of the key outcomes of this project will be manifested in terms of events that don’t occur, such as residents who aren’t forced to move because they can’t live safely in their homes, or household accidents or falls that don’t happen because grant-funded safety or accessibility improvements were in place. Since staff cannot prove a negative, performance metrics for this program will focus on outputs, rather than outcomes. These include the following:
1. The number of residents or households served
2. The geographic distribution of households served
3. The demographics and income of residents receiving grants under the program Additionally, staff will collect qualitative data from participants, including stories from their lived experiences before and after the grant-funded improvements. This narrative data will help provide context to the numerical data summarized above, along with insights that can be used to improve future iterations of this program should the City choose to continue funding this activity. 84 CITY COUNCIL AGENDA REPORT

SUBJECT:
CONSIDERATION OF TAKING A SUPPORT POSITION ON ASSEMBLY BILL 350 (AGUIAR-CURRY) RELATING TO THE SACRAMENTO AREA COUNCIL OF
GOVERNMENTS' SUSTAINABLE COMMUNITIES STRATEGY

OBJECTIVE
The objective of this item is to provide the Council with sufficient information to consider taking a support position on Assembly Bill 350 (Aguiar-Curry) which would provide an extension on the Sacramento Area Council of Governments' Sustainable Communities.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council take a support position on Assembly Bill 350 (Aguiar-Curry) which would provide an extension on the Sacramento Area Council of Governments' Sustainable Communities Strategy.
BACKGROUND
West Sacramento is a member of the Sacramento Area Council of Governments (SACOG), which is the region’s Metropolitan Planning Organization (MPO). Among other responsibilities, state law requires MPOs to adopt Sustainable Communities Strategies (SCSs) as part of their long‐range regional transportation plans to align transportation investments and land use planning to achieve state greenhouse gas emissions reduction targets.
SACOG has sponsored Assembly Bill (AB) 350 (Aguiar-Curry) which would provide a two‐year extension on its next SCS update. SACOG states that this extension will improve megaregional alignment with the Metropolitan Transportation Commission (MTC) and the San Joaquin Council of Governments (SJCOG) while providing additional opportunities for community engagement in this important regional planning process.
SACOG, MTC and SJCOG comprise the Northern California Megaregion, which includes 16 counties and 136 cities with a total population of nearly 11 million. Over the past several years, the MPOs have been collaborating to advance interregional projects that will benefit Northern California’s quality of life, transportation, and commerce. As such, it is critical that all three MPOs align their SCSs to the greatest extent possible.
ANALYSIS
As mentioned above, the SCS is a wide-ranging planning document that has a significant impact on the City’s housing, transportation, and land-use plans. It also influences funding decisions that are essential to the City’s achievement of its goals and implementation of priority projects. Hence, it is vital to the City’s success that SACOG produce a deliberate SCS that maximizes opportunities for interregional cooperation while avoiding any potential conflicting efforts. Additional time will also ensure that the City is able to fully vet and help shape this plan before it is finalized. For these reasons, staff is recommending that the City Council adopt a support position on AB 350 (Aguiar-Curry).
Environmental Considerations
Approval of this position falls within the “common sense” CEQA exemption set forth in CEQA Guidelines Section 15061(b)(3), excluding projects where “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” Commission Recommendation
N/A
Strategic Plan Integration
Due to the wide-ranging and impactful nature of SACOG’s SCS, this item has a direct positive nexus to a number of the Council’s 2022 Strategic Plan and Policy Agenda items, including “Climate & Energy”, “Housing & Homelessness”, “Mobility & Connectivity”, “Light Rail Extension/Transit Expansion”, “Climate Action Plan Update/Energy Service Reliability”, “I St Bridge Replacement/Deck Conversion”, and “Southport Framework Plan Implementation”.
85 Support Position on AB 350
March 1, 2023
Alternatives
Staff has summarized the Council’s primary alternatives below:
1. Adopt a support position on AB 350 (Aguiar-Curry), authorize the Mayor to sign and transmit the attached letter of support, and authorize the City Manager, or his designee, to take all actions necessary to support the legislation.
2. Adopt a support position on AB 350 (Aguiar-Curry), authorize the Mayor to sign and transmit the attached letter of support with directed revisions, and authorize the City Manager, or his designee, to take all actions necessary to support the legislation.
3. Decline to adopt a support position on AB 350 (Aguiar-Curry).
Alternative 1 is staff’s recommended action. Staff is prepared to implement any changes per Alternative 2. Staff does not recommend Alternative 3, as SACOG’s SCS is a planning document of particular import to the City, and thus SACOGs ability to complete a comprehensive and effective SCS is critical.
Coordination and Review
City Manager’s Office staff prepared this item in consultation with the Community Development Department’s Transportation Division.
Budget/Cost Impact
There is no budget/cost impact associated with this item.

RE: AB 350 (Aguiar-Curry): Regional transportation plans: Sacramento Area Council of Governments
Notice of Support
Dear Assemblymember Aguiar-Curry:
The City of West Sacramento supports your Assembly Bill (AB) 350, which would facilitate greater interregional collaboration by more closely aligning the Sacramento Area Council of Government’s (SACOG) sustainable communities strategy update with those of its regional partners, the Metropolitan Transportation Commission (MTC) and the San Joaquin Council of Governments (SJCOG), both for SACOG’s current plan update and into the future.
MTC, SJCOG and SACOG collectively make up the Northern California Megaregion, which includes 16 counties and 136 cities with a total population of nearly 11 million. Among other joint efforts, the regions have been collaborating to advance interregional projects that will benefit quality of life, transportation, and commerce throughout Northern California. By more closely aligning the timing of SACOG’s next sustainable communities strategy update with those of the MTC and the SJCOG, AB 350 will facilitate better interregional planning and encourage the development of shared priorities across the Megaregion.
AB 350 will also allow SACOG more time to meaningfully collaborate and iterate with its partner agencies and it will provide the opportunity for additional robust outreach and engagement of underresourced communities well beyond what is required by law. This additional time will ensure that the technical work of the plan does not diminish the important work of engaging member jurisdictions like West Sacramento as well as regional partners, community-based organizations, and the public on what this plan means for the future of the region and how we can implement it together.
SACOGs planning work, including its sustainable communities strategy, is critical to West Sacramento reaching our transportation, housing, climate change, and equity goals. As such, it is essential that SACOG have the necessary time to complete this coordination and outreach. 87 AB 350 (Aguiar-Curry) SUPPORT
March 2, 2023
For these reasons, we support your AB 350. If you need additional information about our position, please contact the City’s Legislative Advocate, Amy Brown, at [email protected] or (916) 341- 0808.
