In 2021, City staff and operators recommended exposing the buried pipes and installing a vault to provide operators with a clear view and access to the mechanical assembly of its HSPS housing 16 pumps and valves.
This approach will help operators and contractors perform maintenance, replace parts, and diagnose the assembly. For functionality, the vault is expected to be open and meet standard access, security and safety requirements, including lighting, a stairway, a guard rail, and a sump and process drain to remove ground water.
On May 17, 2023, the City entered into a professional services contract with Black & Veatch Corporation to address the design of a suction manifold vault that provides clear view and access to the mechanical assembly, as well as security and safety requirements, including lighting, a stairway, and a guard rail. Additionally, the project will include the design of a new insertion flow meter and vault for the buried 54-inch diameter HSPS discharge piping.
On June 12, 2024, Amendment No. 1 to the contract was executed to extend the contract term and include additional compensation for additional engineering design services. These services included alternative evaluation of up to 3 alternative vault layouts.
On August 21, 2024, Amendment No. 2 to the contract was executed to further extend the contract term and include additional compensation for engineering services including bid phase support, final design of a temporary pump station, and other supplemental services.
On April 10, 2025, the bid results were unexpectedly high in cost. On June 4, 2025, City Council approved the staff recommendation of rejecting all bids. Staff then met with the design team to develop strategies for reducing costs while still meeting the project’s primary objectives.
ANALYSIS
Staff developed a phased scope for the project. Phase 1 includes constructing the new water meter vault and complete bypass hookups the High Service Manifold. Phase 2 includes the repair/replacement of the High Service Manifold Vault. On January 21, 2026, Black & Veatch submitted a request to amend the contract to design the phased project approach and add scope for design services during construction in the amount of $457,432.
Environmental Considerations
This action is not a “project” for the purposes of the California Environmental Quality Act, a Public Resources Code Section 21000 et seq. (“CEQA”), because it is not an activity that may cause either a direct or reasonably foreseeable indirect physical change in the environment and, therefore, pursuant to Public Resources Code, § 21065; CEQA Guidelines §§ 15060(c), 15378(a), it is not subject to environmental review. Environmental documentation required for the project will be conducted during the project development.
Commission Recommendation
Not applicable.
Strategic Plan Integration
Not applicable.
Alternatives
The City Council may decide to:
1) Approve the recommended actions as stated above.
2) Make changes to recommended actions; or
3) Defer the project to a later date or cancel the project.
Staff recommends Alternative 1, as completing the updates now will be more cost-effective for the City due to inflation and rising costs of materials and services. Alternatives 2 and 3 are not recommended to avoid delays to this very important project.
Coordination and Review

OBJECTIVE
The objective of this report is to provide City Council with information to consider approving a Reimbursement Agreement with River City Stadium Management, LLC, for perimeter fencing improvements at Sutter Health Park and related actions to improve public and player safety, as well as provide public access for wayfinding, public art and future transit improvements.
RECOMMENDED ACTION
It is respectfully recommended that the City Council:
1. Find that the Sutter Health Park perimeter fencing improvements and public access dedication is exempt from review under California Environmental Quality Act (CEQA) pursuant to the Class 1, Class 2 and Class 3 (Minor Alterations, Replacement of Existing Facilities and/or Small Structures) Categorical Exemptions under California Code of Regulations, Title 14, Division 6 Chapter 3 (“CEQA Guidelines”), Sections 15301, 15302 and 15303 and find that the determination represents the independent judgement of the City;

3. Adopt Resolution 26-15, appropriating $850,000 from Fund 106 Community Investment Fund unencumbered balances.
BACKGROUND
Sutter Health Park is an approximately 14,000-seat stadium that opened its gates as Raley Field on May 15, 2000. The River City Stadium Financing Authority was formed as a result of a joint public/private partnership between the City of West Sacramento, Sacramento County and Yolo County to provide bond issuance and oversight for construction and operation of the stadium. The stadium is home to the Sacramento River Cats, a Minor League Baseball team of the Pacific Coast League (PCL) and the Triple-A affiliate of the San Francisco Giants.
In April 2024, it was announced that the Athletics of Major League Baseball (MLB) will play at Sutter Health Park from 2025 through 2027, with an option for a fourth year pending the team's move to Las Vegas. At the same time, the Sacramento River Cats announced that they will remain at Sutter Health Park as well, playing on days when the Athletics are not playing there. When combined, both teams will play approximately 160 homes games at Sutter Health Park from March through October each year, with the potential to bring over 2 million visitors to West Sacramento each season.
ANALYSIS
Providing safe and enjoyable experiences for game players and patrons is a top priority for the City. Millions of dollars of improvements were completed at Sutter Health Park to accommodate the addition of the Athletics, as well as updated MLB stadium/player standards, including items to ensure safety for players and patrons. One such improvement is replacement of the perimeter fencing, which is required to be completed in 2026. With the potential for over 2 million patrons coming to West Sacramento to attend games and visit our local businesses annually for the next several years, replacing the perimeter fence provides an opportunity to create an enhanced street-level experience through fencing and frontage improvements that help visitors navigate around Sutter Health Park successfully and safely. Sutter Health Park’s current perimeter fencing is a chain link fence with razor wire, vinyl banners and tarp screens to provide privacy and security for the players. Sutter Health Park fencing is one of the first things visitors see when they enter the City along Cabaldon Parkway and/or the stadium.
Partnering with River City Stadium Management, LLC, to replace the fencing primarily along Riverfront Street 164 Resolution 26-15 Sutter Health Park Reimbursement Agreement February 18, 2026
and Cabaldon Parkway will not only provide the screening and security required by MLB, but it better meets the City’s design standards and provides a safer and enhanced experience for visitors.
Additionally, select properties located adjacent to Sutter Health Park and owned by River City Parking LLC, an affiliate of River City Stadium Management, LLC, are needed to support monument and wayfinding signage that will serve as placemaking elements in the Bridge District, as well as the future Streetcar Light Rail Extension Project. River City Stadium Management, LLC, has committed to work with the City on these real estate transactions and has offered to provide the City with a credit towards acquisition costs, as well as marketing opportunities, at a value equal to the cost of the new fence. This not only reduces costs for future planned City projects but helps to accelerate the schedule for real estate transactions required to meet grant requirements and leverage current City marketing efforts.
City staff proposes advancing funds for the replacement of the perimeter fencing through a Reimbursement Agreement with River City Stadium Management, LLC, so that the fencing design and installation can be completed prior to Opening Day in March. The new fencing would consist of concrete masonry and iron materials that mirror and compliment the current stadium design, and enhance player privacy. It is anticipated that revenues generated from recent ballpark improvements and ongoing baseball games, including property tax, sales tax and parking revenues, as well as the value of credit offered towards property acquisitions, will far exceed the cost of the fence replacement. The proposed Term Sheet for the Reimbursement Agreement, as well as exhibits identifying the location of perimeter fencing improvements and anticipated property and/or easement acquisitions needed to support monument/wayfinding elements and the Streetcar Light Rail Extension Project, is included as Attachment 3.
Environmental Considerations
The proposed actions are exempt from review under California Environmental Quality Act (CEQA) pursuant to Class 1, Class 2 and Class 3 Categorical Exemptions under California Code of Regulations, Title 14, Division 6 Chapter 3 (“CEQA Guidelines”), Sections 15301, 15302 and 15303. Class 1 consists of operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Class 3 consists of construction, location, or conversion of limited numbers of small new facilities, structures, and equipment, including fences. The proposed action facilitates the replacement of an existing barbed wire-topped chain link security fence along the Sutter Health Park perimeter with an 8’ tall wrought iron fence with concrete masonry unit columns that is more uniform with the ballpark’s design and provides a safer and enhanced experience for players and visitors.

Strategic Plan Integration
Sutter Health Park frontage and fencing improvements and related future real estate transactions, help to implement the “Triangle Development Strategy” and “Urban Development Standards and Evaluation” Strategic Objectives in the Council’s 2007 policy agenda. Sutter Health Park, as part of The Bridge District, Entertainment District and riverfront is incorporated within the City of West Sacramento Strategic Plan Goal 4, Riverfront Alive, as well as the joint Riverfront Master Plan and streetcar feasibility study.
Alternatives
The Council’s primary alternatives are summarized below:
1. Propose modifications to the Reimbursement Agreement terms and direct staff to return at a future date with additional information and/or a modified terms; or
2. Decline action at this time.
Alternatives 1 and 2 are not recommended as fencing improvements are needed prior to the River Cats/Athletics Opening Day events in March. Additionally, including terms in the Reimbursement Agreement that support future property and/or easement acquisition needed for public improvements, including the Streetcar Light Rail Extension Project, is critical to ensure the city can implement projects that meet grant performance requirements. 165
Resolution 26-15 Sutter Health Park Reimbursement Agreement February 18, 2026
Coordination and Review
This report was prepared jointly by the Economic Development and Housing Department and City Manager’s Office in coordination with the Community Development Department, Finance Department, and the City Attorney.
Budget/Cost Impact
The total estimated cost of the fence replacement is $850,000. Funding for the design, fabrication and installation of the fence is proposed to be funded with Fund 106-9020 (Community Investment Fund). The purpose of the fund is to leverage private investment for projects that provide community benefit. Replacement of the fence leverages millions of dollars of private funding already invested into Sutter Health Park improvements and provides significant public safety, access and wayfinding improvements that benefit residents and visitors.

OBJECTIVE
The purpose of this report is to provide the City Council with the treasurer’s quarterly report on the City’s investment portfolio for the quarter ending December 31, 2025 as outlined by the Government Code 53646(b) (1).
RECOMMENDED ACTION
Staff respectfully recommends that the City Council receive and file the Treasurer’s Quarterly Financial Report on the City’s investment portfolio for the period ending December 31, 2025.
BACKGROUND
All local agencies are required to file regular financial reports with their legislative body on the status of their investment portfolio. One of the roles of the City’s Finance Department is to manage investments of the City to ensure that cash flow needs are met while maximizing the investment portfolio.
The funds invested in the City’s treasury comprise pooled cash from all Funds in the City’s General Ledger, including funds held in Trust for other agencies (i.e., the Yolo-Sacramento Port District and West Sacramento Flood Control Agency (WSAFCA) JPA). City staff structure investment maturities in such a way to optimize return while ensuring enough liquid funds are available to meet the operating and capital needs of the City and agencies for which the City acts as Treasurer. The pooled cash also includes impact fee revenues collected from developers and set aside until sufficient funds are available to implement the capital projects for which they were collected, and reserve funds for budget stabilization to ensure fiscal stability of the City and its various services to the community.
It should be noted that the majority of the funds held in the City’s treasury are legally restricted and may only be used for the purposes for which they are collected. Moreover, the funds may only be invested in investments permitted by California Government Code 53600 (Code) et. al, and the City’s investment policy.
Under section 53646(b)(1) of the Government Code, the City Treasurer may prepare and transmit a quarterly financial report to the City Council on the City’s investment portfolio. This report includes:
1. The type of investment, issuer, date of maturity, and par and dollar amount invested on all securities, investments and funds held by the City;
2. A current market value as of the date of the report;
3. A stated compliance of the portfolio to the statement of the City’s adopted investment policy, or manner in which the portfolio is not in compliance; and
4. A statement denoting the ability of the local agency to meet its pool’s expenditure requirements for the next six months, or provide an explanation as to why sufficient money shall or may not be available. Once a year, the statement of investment policy is included in the report.
This quarterly report is produced in a format designed to provide stakeholders a broad profile of the City’s Investment Portfolio. While staff is only transmitting portions of the report with key investment results, a full report with additional detail is available upon request.
ANALYSIS
This quarterly financial update gives a snapshot of how the City’s pooled investment funds were doing as of December 31, 2025. At the end of the quarter, the City’s investments had a book value of approximately $312.2 million in invested funds and the market value of those investments was about $315.0 million. This difference 173
Quarterly Treasurer’s Report Ending December 31, 2025
February 18, 2026
means that if the City were to sell those investments on the open market as of December 31, the City would receive $2.8 million more than the cost basis for these funds. On top of that, the City has earned around $1.8 million in interest that hasn’t yet been paid out. Book Value is what was paid for the investments, adjusted over time. Market Value is what the funds are worth today based on current interest rates and market demand. When interest rates go up, the market value of existing investments usually goes down, and vice versa.
Importantly, the City has cash available to pay its bills for the next six months and beyond. Two of the most flexible investment accounts in the City’s portfolio are LAIF (a State-run pool) and CAMP (another local government pool). These two accounts make up approximately 17.4% of the investment portfolio and can be accessed in just one day if needed. The City also had approximately $19.7 million in cash in its regular bank account as of December 31, which fluctuates based on day-to-day expenses.
The rest of the funds is invested in a mix of safe, longer-term investments that follow strict rules set by state law and the City’s own policies. City staff and consultant keep a close eye on how these investments are spread out (by type, maturity date, and issuer), and make adjustments regularly to respond to changes in the market. On average, investments are set to mature in about 765 days which is slightly over two years.
The overall goal of the City’s investment approach is to keep tax dollars safe, accessible, and earning a reasonable return. City staff, together with the City’s investment adviser, keep a close watch on market trends and risks to make sure the portfolio stays strong.

Quarterly Treasurer’s Report Ending December 31, 2025
February 18, 2026
As of December 31, 2025, the City’s main investment portfolio (not including cash, LAIF, or CAMP) had a duration of 2.62 years which is a measure of how sensitive the portfolio is to interest rate changes. This is right in line with the City’s performance and risk-measuring benchmark. The City has also continued to maintain a healthy balance by diversifying across different sectors, issuers, and timelines.
Discussion of Performance
The following is a summary of the City’s holdings by investment type, including each sector’s yield to maturity.
Yield to maturity measures the interest income the City is expected to earn for the coming 12 months, assuming nothing in the portfolio changes. As of December 31, 2025, the weighted average yield to maturity of the City’s consolidated investments was 3.92%:

Interest income continues to be robust (the investment portfolio of securities is expected to earn was also 4.17% (purchase yield) for the next year (up from
4.10% last quarter; when LAIF, CAMP and cash are included the expected earnings are 3.92%). The City’s reinvestment yield (market yield) has been hovering in the 3.78% range as rates in the market have moved slightly lower. Staff continues to work closely with the City’s investment adviser to diversify the portfolio in order to improve safety, liquidity, and return. In the current quarter, staff will continue to evaluate liquidity needs and, where possible, continue the investment in longer-duration securities.
Economic Outlook
The near-term economic picture is still a bit uncertain, largely because recent government shutdowns delayed key economic data. Much of the information now being released reflects conditions from two to three months ago. Based on this older data, inflation remains slightly higher than the Federal Reserve’s long-term goal, while the job market has continued to cool.
As more current data becomes available, economists expect long-term interest rates to move higher relative to short-term rates as the Federal Reserve gradually brings interest rates closer to a more “normal” level. At the same time, uncertainty around federal trade and budget policies continues to add volatility to financial markets.
In December, the Federal Reserve lowered interest rates for the third time in 2025, reducing its target range to
3.50%–3.75%. However, there is no clear consensus on what comes next. Some policymakers expect another small rate cut, others anticipate no further changes, and a few believe rates could rise. The Federal Reserve Chair indicated that the Fed might be able to now pause and wait for clearer signs on inflation and employment before making additional changes.

Strategic Plan Integration
The City’s mission includes a City Government that is Financially Sound, and the Council’s goal for achieving a Financially Sound City Government is furthered by investing the City treasury in a manner that ensures safety and liquidity first, and where possible a yield on “excess cash”. The preparation of regular quarterly reports on the City’s investments supports the mission and this goal.
Alternatives
Since this agenda report transmits a quarterly financial report pursuant to Government Code section 53646(b) (1), alternatives have not been presented.
Coordination and Review

Budget/Cost Impact
The investment portfolio, as a whole, earned returns at least consistent with the revenue estimates contained in the budget.

CITY COUNCIL AGENDA REPORT
MEETING DATE: February 18, 2026 ITEM # 9
SUBJECT:
CONSIDERATION OF APPROVING A SUPPORT POSITION ON SENATE BILL 417 (CABALDON), THE AFFORDABLE HOUSING BOND ACT OF 2026
INITIATED OR REQUESTED BY: REPORT COORDINATED OR PREPARED BY:
[ ] Council [ X ] Staff
[ ] Other
Doug Drozd, Deputy City Manager
City Manager’s Office
ATTACHMENT [ X ] Yes [ ] No [ ] Information [ ] Direction [ X ] Action
OBJECTIVE
The objective of this item is to provide the Council with sufficient information to approve a support position on Senate Bill (SB) 417, the Affordable Housing Bond Act of 2026.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Adopt a support position on SB 417;
2. Authorize the Mayor to sign and transmit the attached letter of support; and,
3. Authorize the City Manager, or his designee, to take all actions necessary to support the legislation.
BACKGROUND
If approved by the Legislature and signed by the Governor, SB 417 would place a measure on the November 2026 statewide ballot authorizing $10 billion in general obligation bond funds to support the construction, rehabilitation, and preservation of affordable housing and permanent supportive housing.
Earlier this year, SB 417 was approved by the State Senate and is anticipated to be considered by the Assembly in the coming weeks.
ANALYSIS
The City of West Sacramento has a long-standing and successful record of facilitating the development of affordable and supportive housing, with multiple projects recently completed or currently under construction.
These developments require substantial and often complex funding packages that combine private capital with multiple public funding sources.
As a designated Prohousing Jurisdiction recognized by the California Department of Housing and Community Development, the City has taken an active role in supporting affordable housing development. This includes direct financial participation through the City’s Housing Trust Fund, as well as the strategic pursuit of competitive state and federal grant funding. While these efforts have yielded positive results, the demand for affordable housing continues to outpace available funding resources.
If approved by voters, SB 417 would provide an additional, flexible funding source that could be leveraged with existing local, state, and federal resources to advance new affordable and supportive housing projects. For these reasons, staff recommends that the City Council adopt a support position on SB 417.
Environmental Considerations
The proposed actions contained in this report fall within the “common sense” CEQA exemption set forth in CEQA Guidelines Section 15061(b)(3), excluding projects where “it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment.” Commission Recommendation
N/A
Strategic Plan Integration
If approved by voters, SB 417 would give the City more options and flexibility in pursuing funding for affordable and supportive housing projects to support the 2025 Strategic Plan Principle item, “Housing & Homelessness” and the associated management agenda item, “Homeless & Communitywide Impact Management.” Alternatives
Staff has summarized the Council’s primary alternatives below: 196 Support Position on SB 417 (Cabaldon)
February 18, 2026
1. Approve a support position on SB 417 (Cabaldon), authorize the Mayor to sign and transmit the attached letter of support, and authorize the City Manager, or his designee, to take all actions necessary to support the legislation.
2. Approve a support position on SB 417 (Cabaldon), authorize the Mayor to sign and transmit the attached letter of support, and authorize the City Manager, or his designee, to take all actions necessary to support the legislation with directed modifications.
3. Decline to approve a support position on SB 417 (Cabaldon).
Alternative 1 is staff’s recommended action. Staff is prepared to implement Alternative 2. Staff is not recommending Alternative 3 because SB 417 presents an opportunity to expand the City’s affordable and supportive housing stock.
Coordination and Review
City Manager’s Office staff prepared this item in consultation with the City’s contract advocates at Arc Strategies.
Budget/Cost Impact
There is no direct budget or cost impact associated with this item.

The Honorable Christopher Cabaldon
Member, California State Senate
1021 O Street, Suite 7320
Sacramento, CA 95814
RE: SB 417 (Cabaldon) The Affordable Housing Bond Act of 2026 Notice of SUPPORT Dear Senator Cabaldon,
The City of West Sacramento is pleased to support SB 417, which would place a $10 billion bond measure on the June 2026 ballot to spur the production of affordable and supportive housing.
As you know, housing affordability and homelessness are among the most critical issues facing Californians today, and local governments are on the front lines of delivering solutions. While West Sacramento is a designated prohousing jurisdiction with a long and successful track record of supporting the development of affordable and supportive housing, the availability of sufficient and flexible funding continues to be a primary constraint. SB 417 would provide critical resources to advance new projects, while allowing cities like West Sacramento to better leverage existing state, federal, and local investments to maximize housing production.
Thank you for your leadership on this important issue and for your continued, steadfast representation of the City of West Sacramento in the Legislature. If you have any questions or if we can be of further assistance, please contact the City’s Deputy City Manager Doug Drozd at (916) 617-5326 or [email protected] and our representative Amy Brown at (916) 341-0808 or [email protected].
Sincerely,
Martha Guerrero
Mayor
City of West Sacramento

legislative counsel’s digest
SB 417, as amended, Cabaldon. The Affordable Housing Bond Act of 2026.
Under existing law, there are programs providing assistance for, among other things, emergency housing, multifamily housing, farmworker housing, home ownership for very low and low-income households, and downpayment assistance for first-time home buyers.
Existing law also authorizes the issuance of bonds in specified amounts pursuant to the State General Obligation Bond Law and requires that proceeds from the sale of these bonds be used to finance various existing
98 199
housing programs, capital outlay related to infill development, brownfield cleanup that promotes infill development, and housing-related parks.
This bill would enact the Affordable Housing Bond Act of 2026, which, if adopted, would authorize the issuance of bonds in the amount of $10,000,000,000 pursuant to the State General Obligation Bond Law.
Proceeds from the sale of these bonds would be used to finance programs to fund affordable rental housing and home ownership programs, including, among others, the Multifamily Housing Program, the CalHome Program, and the Joe Serna, Jr. Farmworker Housing Grant Program.
This bill would provide for submission of the bond act to the voters at the June 2, November 3, 2026, statewide primary general election, in accordance with specified law.
This bill would declare that it is to take effect immediately as an urgency statute.

CITY COUNCIL AGENDA REPORT
MEETING DATE: February 18, 2026 ITEM # 10
SUBJECT:
CONSIDERATION OF UPDATES TO THE PUBLICLY AVAILABLE PAY SCHEDULE FOR FISCAL YEAR 2025/26, UPDATES TO BENEFIT SUMMARY, AND RESOLUTION 26-20
APPROVING RELATED BUDGET APPROPRIATIONS

ATTACHMENT [X ] Yes [ ] No [ ] Information [ ] Direction [X] Action
OBJECTIVE
The purpose of this report is to provide sufficient information for the City Council to consider updates to the publicly available pay schedule (Classification Plan) for FY 2025/26, approval of updated Benefit Summary and approval of Resolution 26-20 allocating budget for the proposed changes and updates.
RECOMMENDED ACTION
Staff respectfully recommends that the City Council:
1. Approve the amended and updated publicly available pay schedule (Classification Plan) for Fiscal Year 2025/26;
2. Approve the updated Benefit Summary for the Executive Management Group; and
3. Approve Resolution 26-20 authorizing budget appropriations to fund the changes proposed in the revised Classification Plan.
BACKGROUND
The Publicly Available Pay schedule (Classification Plan) establishes the monthly and annual salary ranges for all regular authorized positions and all extra help positions in the City. CalPERS requires the City bring updated salary ranges (Classification Plan) to the City Council whenever there are changes to the salary ranges or job titles. In addition, Benefit Summaries are created each employee group as a quick reference guide to the salary and benefits available to those employee groups. When such benefits are changed, the Benefit Summaries are updated.
ANALYSIS
Over the last two years, the City has made significant strides in increasing salary and benefits for public safety staff with approval of successor MOUs for POA, PMA, FFA, and BCA. This investment in the rank and file, as well as corresponding salary adjustments to the Deputy Chiefs, however, was not directly reflected in the compensation for the City’s public safety executive leadership, resulting in base salary compaction. In addition, a recent review of regional comparable agency base salaries for Police Chief and Fire Chief also supported a proposed adjustment to the base salaries for the City’s public safety Chiefs. As such, proposed five percent (5%) base salary increases to Police Chief and Fire Chief are reflected in the attached Classification Plan and Benefit Summary for Executive Management.
Environmental Considerations
Not applicable.
Commission Recommendation
Not applicable.
Strategic Plan Integration
These recommendations support the City Council’s Mission to provide Quality Municipal Services and a City government that is financially sound with a superior workforce.
Alternatives
The City Council may choose not to approve or to delay consideration of the proposed Classification Plan changes and Benefit Summary.
