OLD BUSINESS (continued):

Mr. Forbes stated that two separate ordinances will be prepared: one for leaf blowers and one for other landscape equipment. Staff anticipated bringing the leaf blower ordinance to City Council this summer with the ordinance taking effect in January 2023 and the other landscape equipment ordinance this winter with the ordinance taking effect in July 2023. This will allow for public outreach and education as the second ordinance will affect the landscaping industry and property owners.

Mr. Forbes noted that staff will be working with the American Green Zone Alliance related to public outreach and education on zero-emission landscape equipment.

Twelve outreach meetings will be conducted, with one meeting planned each quarter for the various audience groups, starting now and continuing through the first quarter of 2023. Additional outreach will also be conducted via the website, social media, and newsletter to ensure the public and landscapers are aware of these changes.

Dan Mabe, American Green Zone Alliance, addressed City Council questions on the landscaping industry moving to zero-emission equipment, federal/state funding to assist with moving to zero-emission equipment. Mr. Mabe stated that Assembly Bill 1346 provides some funding for landscaping businesses to transition to zeroemission equipment; however, determination is pending on whether the air quality districts will be the agencies that receive the funding and process the grants.

The Council expressed concerns on the enforcement provision that will have a fiscal impact on the City. The Council's preference was to provide more incentives to encourage residents and property owners to make this change and encouraged staff to consider how the City might provide some form of assistance in this transition.

Councilmember Honig moved to direct staff to proceed with the preparation of ordinances requiring use of zero-emissions landscaping equipment including public outreach and education as recommended by staff. Councilmember Davis seconded the motion.
