COUNCIL COMMENTS (continued):
3 Mayor Halpern reported reading a Los Angeles Times article about other cities conducting pedestrian safety projects like Westlake Village.
Mayor Halpern stated Westlake Village recently lost four very involved volunteers, who all made a huge impact on the City and will be missed:
• Don Meyer was the 2020 Westlake Village Senior Citizen of the Year, in addition to being on the Community Fund Advisory Committee (2013 and 2014) and the Cultural Recreation Advisory Board (2018-2020) and very involved with the Yacht Club.
• Joyce Prouty was the volunteer City Historian since April 1988 where she oversaw the City's Historical Preservation Program.
• Suzanne Gallant was a member of the Cultural Recreation Advisory Board for 17 years (2005-2021 ). She is best known for participating and knitting at meetings. • Doris Rufner was the first City Historian (1984-1987) starting the City's historical program. Doris was also a 'First Lady' of Westlake Village when her husband served as Mayor.
Mayor Halpern thanked the residents and staff for their participation in the July 4th parade and fireworks event.
CITY COUNCIL COMMITTEE REPORTS:
1. ENVIRONMENTAL COMMITTEE REPORT
Engineer Hughes reported that the Environmental Committee (Councilmembers Mcsweeney and Davis) met on June 28, 2022 to discuss the Citywide Landscape Contractor Request for Proposal (RFP) and the initial sidewalk design along Lindero Canyon Road from Whim Drive to Hedgewall and from Baronsgate Road to Agoura Road. The Environmental Committee recommended bringing the items to City Council for approval of the RFP and input on the sidewalk design.
For Citywide Landscape (RFP), staff is proposing the same standard of care and adding in the requirements for elimination of gas powered leaf blowers and twostroke gas engines, following the American Green Zone Alliance (AGZA) recommendations for Level 1 and Level 2 certification. Achieving AGZA Level 1 certification is key to achieving City Council sustainability goal. The RFP will address the certification in each of the years of the contract:

1. COVID-19 TEMPORARY OUTDOOR DINING AND BUSINESS OPERATIONS PERMITS: RESOLUTION NO. 2265-22
Planning Director Forbes reported on consideration for a fifth permit extension.
Temporary outdoor dining and business operation permits were issued due to COVID by the City Manager in May 2020 and ratified by City Council. City Council has issued four extensions, with the current Resolution set to expire August 31, 2022.
Staff reported that currently seven restaurants and breweries, 1 private club and 1 dance studio still operate under temporary permit. Staff presented options for possible extension dates and advised that the Land Use Committee (Mayor Pro Tern Pearl and Councilmember Honig) recommended extending through January 2, 2023 and directing staff to develop a permit program to allow for outdoor dining to continue indefinitely where appropriate and that the permit program would address safety and aesthetic issues.
Council discussion on the extension date and it was determined that February 1, 2023 would be the new date to allow staff time to develop a new program and develop all procedures associated.
Councilmember Mcsweeney moved to Adopt Resolution No. 2265-22 titled, 'A Resolution of the City Council of the City of Westlake Village Extending COVID-19 Temporary Outdoor Dining and Business Operations Permits to February 1, 2022' and that the City Council direct staff to return with recommendations for a program to allow outdoor dining on an ongoing basis. Councilmember Honig seconded the motion.
