The planter refurbishment project at Berniece Bennett Park was completed, the City-wide Landscape Maintenance Request for Proposal was issued and staff reviewed and presented responses to the Environmental Committee for consideration. On August 31, Los Angeles County Fire Department, along with staff and Community Emergency Response Team volunteers, distributed National Oceanic and Atmospheric Administration radios along with emergency preparedness information to over 200 residents. The radios will function when there is no power to hear information distributed by the weather service.

Lastly, City Manager de Geus reported that there were a few burglaries this summer, both residential and commercial. Mr. de Geus stated that while we have a very safe community with a low crime rate, any occurrence is concerning. The City has invested in additional Sheriff patrols in response to the burglaries and is developing improvements to enhance the City's prevention and responses to crime. On September 28, Captain Seetoo, Lost Hills Sheriff's Station, will discuss these burglary concerns, along with prevention and response tools. Mr. de Geus reminded the community to remain vigilant about crime and report any concerns to the Sheriff.

CITY COUNCIL COMMITTEE REPORTS:

1. Administrative Committee Report
City Manager de Geus introduced the Community Survey stating that in 2019 City Council approved a Community Survey with True North Research. Historically, since 2009, the survey was conducted approximately every five years. With the onset of COVlD-19, the survey was postponed, and staff resumed work on the survey in 2022. On May 31, 2022, the Administrative Committee (Mayor Halpern and Mayor Pro Tern Pearl) reviewed the survey and recommended that staff reinstate the community survey. Mr. de Geus stated that the community survey budget has been added to the continued budget appropriations agenda item this evening for City Council approval.

Timothy Mclarney, President of True North Research, presented an overview of the Community Survey, including a timeline and survey topics.

City Council inquired whether COVID-19 will affect survey results and the possibility of additional survey questions or modifying existing survey questions to include perceptions related to law enforcement/crime, drought and schools in the survey. The City Manager stated that the survey is already very long, but he will work the Timothy Mclarney to explore how to incorporate these topics further into the survey.

No formal action taken by City Council on this agenda item. l

2. ZERO EMISSIONS LEAF BLOWER ORDINANCE; ORDINANCE NO. 296-22 Planning Director Forbes introduced the Zero Emissions Leaf Blower Ordinance highlighting that City Council requested staff to proceed with parallel efforts to transition city maintenance contracts to zero emissions and to prohibit gasoline powered equipment in 2023.

Planning Director Forbes stated the proposed ordinance will prohibit all leaf blowers powered by gasoline or combustion engines as of January 1, 2023, thus reducing air pollution, noise pollution, and the health effects of using gasoline blowers. Planning Director Forbes noted public outreach and education will ensure residents and those working in the City are aware of the Zero Emission ordinance, noting that future outreach will include a bilingual flyer/postcard that homeowners and Homeowner Associations can share with gardeners. Lastly, grant and equipment exchange programs will be shared as the State releases these opportunities.

The second ordinance prohibiting additional gas-powered landscape equipment will be presented later this year to City Council for approval.

NEW BUSINESS (continued):

City Council Minutes
September 14, 2022 9
LVMWD Board Director, Leonard Polan, provided an overview of the JPA and the operation of the Tapia Water Reclamation Facility, treating wastewater to produce recycled water. Mr. Polan explained that due to changes in water regulations, surplus recycled water will no longer be able to be discharged into Malibu Creek unless it is cleaned to a point that exceeds drinking water standards. Rather than discharging this water, the JPA is proposing to treat and reuse the water through the Pure Water potable reuse project.

Oliver Slosser, LVMWD Engineering Program Manager, reviewed how the Pure Water project will take surplus recycled water from the Tapia facility and deliver it to a new Advanced Water Purification Facility (AWPF) for further treatment. Mr.

Slosser said the facility will use advanced technologies to purify the recycled water to meet or exceed State drinking water standards. The purified water will then be piped to the Las Virgenes Reservoir in Westlake Village where it will be blended with the existing reservoir water and become part of the potable water supply.

The Pure Water project is anticipated to begin construction in late 2025, complete construction by the end of 2027, and be fully operational by 2030. Mr. Slosser discussed the two possible site locations for the new AWPF that are under review in the Draft Environmental Impact Report, which allows for public comments until October 7, 2022 (online at www.ourpureh2o.com).

City Council discussed the two proposed AWPF site locations and expressed supporting a site that has the least environmental impact, inquired on the chemicals and processes used in the purification process, and thanked L VMWD for the project that will result in a new local water source.

City staff will provide a status update on the drafting of the City of Westlake Village comment letter regarding the Draft Environmental Impact Report at the City Council meeting on September 28, 2022.
