On June 8, 2022, the Planning Department received notification from the Westlake Island Homeowners Association (HOA) that a single-family residence was demolished at 4008 Whitesail Circle without approval from the HOA, the City, or Los Angeles County Building and Safety. MONTHLY IN-HOUSE DEPARTMENTAL REPORTS (continued):
2. Planning Department Report
Planning Director Forbes provided an update on the status of the City's comment letter for Pure Water Project Environmental Impact Report (EIR) proposed by the Las Virgenes-Triunfo Joint Powers Authority (JPA). The comment letter will address impacts to Westlake Village related to construction (noise, air quality, traffic) and operational impacts (aesthetics, biological, recreation) with constructing the Advanced Water Purification Facility (AWPF) at alternative site 1 in Agoura Hills.
Alternative site 2, located near the Westlake Village reservoir, would result in additional environmental impacts with the construction of a vehicle access road, laying additional water pipelines and electrical lines, while impacting recreational, biological, and aesthetic impacts due to trail closure, tree removals, and habitat disruption. Therefore, the City is supporting AWPF site 1, in Agoura Hills, as the environmentally superior location.
Staff will submit the comment letter by the October 7th deadline and review the JPA comments and final EIR once published.
3. Cultural Recreation Report
Community Services Specialist Roush provided details on the City Celebration event to be held October 15, 2022 from 3:00 p.m. - 8:00 p.m., at City Hall, noting the 20th anniversary.
