CITY COUNCIL COMMITTEE REPORTS:

1. ADMINISTRATIVE COMMITTEE REPORT
City Manager de Geus reported that at the request of the City Council the Administrative Committee (Halpern/Pearl) met on September 21, 2022 to review the proposed Los Angeles County Charter Amendment related to the removal of an elected Sheriff that is on the November 8, 2022 ballot.

Deputy City Manager Eskandar discussed the process the Los Angeles County Board of Supervisors (BOS) took to add the Measure to the November 8, 2022 ballot and shared Measure A wording related to the Charter Amendment. If approved, the BOS will have the authority to remove an elected Sheriff from office, for cause, with a four-fifths vote.

The Administrative Committee (Halpern/Pearl) while not supportive of the proposed Charter amendment, desired not to engage on this topic with the BOS since Measure A will be on the November 8, 2022 ballot for Los Angeles County, allowing the voters to decide if this Measure should pass. The Administrative Committee expressed that City Council has historically refrained from taking formal written positions on legislative actions of other elected bodies and that this issue, since it will be decided by the voters, does not call for a deviation from this historical practice.

Councilmember Honig expressed concerns that Measure A will allow an elected body to vote and remove another elected official, ultimately removing the voting rights of those that elected the Sheriff. Councilmember Honig encouraged the City Council Minutes
