CITY COUNCIL COMMITTEE REPORTS (continued):
Reckless Driving Reporting Program
3 Deputy City Manager Eskandar reported on the Sheriff's Teen Traffic Offender Program (STTOP) which was developed in the early 2000's to help curb dangerous driving behavior by teenagers. The theory behind the program was that the presence of a uniformed Deputy showing up to have a conversation with an individual and their parents would be a strong deterrent and that dangerous behavior would be corrected. The program ended in 2015.
The Pedestrian Safety Study, adopted by the City Council on January 12, 2022, recommended launching a program, building on the previous successes of STTOP, and aimed to prevent reckless driving.
The new pilot program, Reckless Driving Reporting Program (RDRP), will function to reach drivers of all ages. This program starts with reporting the reckless driving through the City's website. The observations provided through the City's website will not directly result in a citation being issued as the violation must be observed by a Deputy for a citation. However, the Deputy will review the data submitted and send a letter to the registered owner of the vehicle. As a pilot program, staff will monitor the impact on law enforcement. Reckless driving emergencies should continue to be reported to 911 immediately.
The Public Safety Committee supported the launch of the RDRP. Additionally, the RDRP was presented to and supported by the City's Public Safety Advisory Board at their November 14, 2022 meeting. Mr. Eskandar stated that if the City Council is supportive, staff will proceed with launching and advertising the RDRP at the start of 2023 through the various communications channels typically used such as the City's mailed newsletter, video newsletter, and social media.
No motion was required for the pilot Reckless Driving Reporting Program. Staff will report back to City Council on the progress of the program.
Volunteers on Patrol Vehicle
Administrative Analyst Mott introduced the item addressing the need to replace the current 2009 Ford Escape Volunteers on Patrol vehicle as the cost of repairs exceeds the value of the vehicle. In 2019, staff applied for and was awarded a $70,000 grant from the Santa Monica Mountains Conservancy for the purchase of a new Volunteers on Patrol vehicle that will also serve as an Arson/Fire Watch Patrol vehicle. This grant is expected to cover the purchase cost of a new vehicle as well as the outfitting of the vehicle with lights, sirens, and technology estimated at an additional $14,000-$16,000 for equipment and labor.
Staff presented two vehicle options for City Council consideration: Ford Explorer XL T, a standard patrol vehicle for the Sheriff's Department at the cost of $38,760, City of Westlake Village

On July 22, 2022 City Council moved to have the Cultural Recreation Committee review America Supporting Americans (ASA) and consider supporting them. While preparing for the October 25 meeting, staff discovered that City Council adopted Resolution 1914-17 which supports ASA. The Cultural Recreation Committee reconfirmed the City support for ASA and requested that staff work more proactively with ASA to continue the support.
No motion was required for the current support for America Supporting Americans as stated in Resolution 1914-17.

Administrative Services Director Wilson reviewed the Fiscal Year (FY) 2021-22 adopted budget stating that staff has reconciled all revenue and expenditures as of June 30, 2022. Revenues received ($15,693,163) exceeded the budget amount ($12,222,818), by an additional $3.47 million in revenue primarily due to increased Transient Occupancy, Property and Sales Tax receipts. Expenditures budgeted, as amended ($13,279,695) were higher than actual expenditures ($10,841,250), resulting in expenditures coming in under budget by $2.438 million.
