STAFF COMMENTS (continued):

Mr. de Geus provided an update on the White Oak Elementary School Fence stating the fence will be six feet in height with multiple access gates, 20% setbacks around all sides to allow residents to use the fields as greenspace, that a joint use agreement to allow use of the fields during non-school hours is in the development stages, and the earliest the fence construction will begin is during Spring Break 2024. Currently, the White Oak Fence working group has not yet scheduled a meeting in 2024.

City Manager de Geus provided a brief report on the year in review for 2023 including the status of nine City Council Goals, highlighted 2023 achievements, and noted projects slated for 2024.

COUNCIL COMMENTS:

City Council discussed the Holiday Sing-Along event and thanked staff for hosting a charming and festive occasion. Councilmembers requested that in 2024, the event be held on a Sunday afternoon but not on the same day as the Rotary Event. With the Rotary Event intended to be held in another City, City Council did not recommend a joint event as in a prior year.

CITY COUNCIL COMMITTEE REPORT:

1. CULTURAL RECREATION COMMITTEE REPORT - COMMUNITY PARK

SIGNAGE AND TRASH ENCLOSURE, AND SHADE STRUCTURE AT CANYON

OAKS PARK
City Engineer Hughes reported the Cultural Recreation Committee (Davis/McSweeney) met on November 6, 2023 to discuss the Community Park Signage, Community Park Trash Enclosures, and the Canyon Oaks Park Shade Structure.

Ms. Hughes presented initial concepts for adding Community Park entry signage on Thousand Oaks Boulevard as presented to the Committee along with modifications provided by the Committee for direction from City Council.

City Council was in favor of the design of concept one, with the sailboat and "y" on the pillars, not floating. City Council preferred the location proposed by staff and not the location proposed by the Committee.

Staff will use this input and return to Committee with new designs for their approval before coming back to City Council.

CITY COUNCIL COMMITTEE REPORT (continued):

Ms. Hughes presented initial concepts for adding a trash enclosure adjacent to the skate park driveway, northeast of the new pickleball courts site noting the Committee provided input on materials for the enclosure and the required retaining wall that will be the back wall of the structure.

City Council inquired about the location, the new trash truck flow once the pickleball courts are completed, and how the gates will be locked.

Lastly, City Engineer Hughes presented concepts for adding shade structures over the playground equipment at Canyon Oaks Park (single post concept and a multi- post concept) stating the larger multi-post concept was preferred by the Committee. The Committee requested staff to see if additional shade length can be added such that all equipment will be fully shaded when the sun is overhead.

City Council liked the idea of more shade for the equipment but were concerned about the number of posts and how that will look.

Ms. Hughes stated that staff will continue to work on these projects and obtain updated costs. For the Community Park items, staff will present them to the Committee before returning to the City Council for action at a future Council meeting. For the Shade structures, staff will return to City Council for approval in 2024.

PUBLIC HEARINGS:

1. CONDITIONAL USE PERMIT NO. 95-003, MODIFICATION NO. 3; RESOLUTION NO. 2328-23
Mayor Pearl opened the Public Hearing. Senior Planner Sinkula presented a request to authorize the continued operation and modification of an existing rooftop wireless telecommunications facility located at 5706 Corsa Avenue.

Providing background, Ms. Sinkula stated the operation of the facility was originally authorized on June 14, 1995, and time extensions of the Conditional Use Permit (CUP) term were approved on January 23, 2008 and March 28, 2018. The applicant is requesting a time extension to authorize the continued operation of the facility, as well as modifications to the facility that include the removal of 12 existing antennas and three existing remote radio units and the installation of 15 new antennas and six new remote radio units. All new and existing equipment is proposed to be fully screened within an existing enclosure.

PUBLIC HEARINGS (continued):

Ms. Sinkula noted that the screening enclosure for the rooftop facility requires maintenance to fully enclose the equipment and screen all views of the equipment from below. Accordingly, staff is recommending a condition of approval to require this needed maintenance to be completed by the end of March 2024, and on an ongoing basis as needed
On November 1, 2023, the Land Use Committee (Davis/Honig) reviewed the CUP time extension and modification and recommended that the request move forward to a public hearing.

The Applicant did not address City Council.

City of Westlake Village December 6. 2023 6
PUBLIC HEARINGS (continued):

Providing background, Ms. Sinkula stated the site is in the La Baya Zoning District in which the operation of a restaurant is permitted by right and the sale of alcohol for onsite and offsite consumption requires the approval of a Conditional Use Permit (CUP). The combined square footage of all three suites is 5,280 square feet, and the applicant is proposing to provide indoor seating for 76 patrons and outdoor seating for an additional 24 patrons on an existing 638 square-foot outdoor patio that faces Via Colinas. The applicant is proposing to utilize the third suite to expand the existing kitchen.

Staff recommend carrying forward all conditions of approval for the subject CUP.

Specifically, the recommended conditions of approval carry forward a provision granting the City Council the authority to modify or revoke the CUP at its sole discretion throughout the duration of the permit term and a provision granting the Planning Director the authority to require valet parking and/or an offsite shared use parking agreement if needed. Staff also recommend carrying forward the condition of approval that was added during the public hearing on September 13, 2023 that requires restaurant staff to park on the western side of the building to ensure availability of parking immediately in front of the restaurant for use by patrons.

Lastly, staff recommend approval of the proposed modification to the CUP with a revised expiration date of December 6, 2028.

On July 19, 2023, the Land Use Committee (Davis/Honig) reviewed the CUP request and recommended that the request move forward to a public hearing. The Committee recommended that conditions of approval include provisions to require valet parking and other parking management strategies if determined to be necessary once the business has had time to begin operations.

On November 1, 2023, the Land Use Committee (Davis/Honig) reviewed the modification request, expressed their support for the expansion into the third suite, and recommended that the request be moved forward to a public hearing.

The Applicant did not address City Council.
