CALL TO ORDER:
This Annual Reorganization Meeting of the Westlake Village City Council was called to order by Mayor Pearl on Wednesday, December 13, 2023, at 6:34 p.m., at 31200 Oak Crest Drive, Westlake Village.
PLEDGE OF ALLEGIANCE:
Mayor Pearl led the Pledge of Allegiance.

PRESENT: Councilmembers Halpern, McSweeney, Honig, Mayor Pro Tem Davis, and Mayor Pearl

WELCOME AND INTRODUCTIONS BY MAYOR PEARL
Mayor Pearl introduced and welcomed the following dignitaries in the audience: Judge H. Jay Ford; Assemblymember Jacqui Irwin; Los Angeles County Board of Supervisor Lindsey Horvath's representative Deputy Director of Community Affairs Austin Cyr; Congresswoman Julia Brownley's representative Anthony Avila; City of Malibu Councilmember Paul Grisanti; Las Virgenes Unified School District Board Members, President Angela Cutbill and Boardmember Linda Menges; Greater Conejo Valley Chamber of Commerce President/Chief Executive Officer Danielle Borja; Los Angeles County Sheriff's Department Captain Jen Seetoo, Sergeant Sean Wax and Deputy Brian Knott; Los Angeles County Fire Department Battalion Chief Michael Velazquez; Las Virgenes-Malibu Council of Governments Executive Director Terry Dipple; City of Thousand Oaks Councilmember Bob Engler; Former Westlake Village Councilmembers Bob Slavin and Mark Rutherford, and Former City of Thousand Oaks Councilmember Chuck Cohen.

Councilmember Halpern moved to approve the Agenda as presented. Councilmember McSweeney seconded the motion.

Mayor Pearl declared the motion passed 5-0.
SPECIAL PRESENTATIONS TO OUTGOING MAYOR PEARL:
1. PUBLIC PRESENTATIONS
Assemblymember Jacqui Irwin; Los Angeles County Sheriff's Department Captain Jen Seetoo and Deputy Brian Knott; Los Angeles County Board of Supervisor Lindsey Horvath's representative Deputy Director of Community Affairs Austin Cyr; Las Virgenes Unified School District Board Members, President Angela Cutbill and Boardmember Linda Menges; Greater Conejo Valley Chamber of Commerce President/Chief Executive Officer Danielle Borja; Los Angeles County Fire Department Battalion Chief Michael Velazquez; Congresswoman Julia Brownley's representative Anthony Avila; City of Thousand Oaks Councilmember Bob Engler all made presentations to Mayor Pearl commemorating his term as Mayor.
2. CITY PRESENTATION
Mayor Pro Tem Davis and City Council presented Mayor Pearl with a plaque from the City commemorating his term as Mayor.
COMMENTS BY MAYOR PEARL
Mayor Pearl made his closing comments and reported on the accomplishments of the City during his term as Mayor.
COMMENTS BY FELLOW COUNCILMEMBERS
Councilmembers Halpern, McSweeney, Honig, and Mayor Pro Tem Davis made comments and thanked Mayor Pearl for his leadership while serving as Mayor.

CITY COUNCIL REORGANIZATION
A. Election of Mayor
City Clerk Mann announced that nominations were open for the Office of Mayor pursuant to the Westlake Village Municipal Code.
Mayor Pearl moved to nominate Mayor Pro Tem Davis for the Office of Mayor.
Councilmember Halpern seconded the motion. City Clerk Mann closed the nominations.
YES: Councilmembers Halpern, McSweeney, Honig, Mayor
Pro Tem Davis, and Mayor Pearl

ABSENT: None

City Clerk Mann declared the motion passed 5-0 and congratulated Mr. Davis.
B. Election of Mayor Pro Tem
City Clerk Mann announced that nominations were open for the Office of Mayor Pro Tem pursuant to the Westlake Village Municipal Code.
Councilmember McSweeney moved to nominate Councilmember Honig for the Office of Mayor Pro Tem. Davis seconded the motion. City Clerk Mann closed the nominations.

City Clerk Mann declared the motion passed 5-0 and congratulated Ms. Honig.
C. Oath of Office Administered by Judge H. Jay Ford
Judge H. Jay Ford administered the Oath of Office to Mayor Davis and Mayor Pro Tem Honig for their new offices.

Mayor Davis and Mayor Pro Tem Honig gave acceptance speeches.
Councilmembers McSweeney, Halpern, and Pearl added their congratulations.

Councilmember Halpern moved to approve the Consent Calendar. Councilmember McSweeney seconded the motion.

Mayor Davis declared the motion passed 5-0.
GENERAL BUSINESS:
ANNUAL FINANCIAL RESOLUTION NO. 2330-23 - Council adopted Resolution No 2330-23 establishing annual financial authorizations and policies.

Mayor Davis invited all attendees to join City Council in the Community Room for a reception following the meeting.
Mayor Davis, on behalf of City Council, wished all City of Westlake Village residents Happy Holidays and a Happy New Year. Mayor Davis announced the next City Council meeting will be held on January 10, 2024. Meeting adjourned at 7:32 p.m.
