APPROVAL OF WARRANTS: Warrants effective April 15, 2024 in the amount of $15,555,464.75
GENERAL BUSINESS:
1. AMENDMENT NO. 3 TO THE PROFESSIONAL SERVICES AGREEMENT
WITH WILLDAN ENGINEERING FOR CONTINUED ENGINEERING
SERVICES FOR THE CITY - Approve Amendment No. 3 to the Professional Services Agreement with Willdan Engineering, for a two-year extension expiring June 30, 2026 and a revised annual retainer and fee schedule, and that the City Manager be authorized to execute the amendment on behalf of the City.
2. AGREEMENT WITH FINALSITE (FORMERLY BLACKBOARD
CONNECT) FOR ALERT AND WARNING NOTIFICATION SYSTEMS -
Approve a Professional Services Agreement with Finalsite for alert and warning notification systems and authorize the Mayor to sign and execute the agreement on behalf of the City

3. APPROVAL OF AMENDMENT NO. 1 WITH MUNICIPAL RESOURCES
GROUP FOR EMERGENCY OPERATIONS PLAN SERVICES AND
TRAININGS - Approve Amendment Number 1 to the Professional Services Agreement with Municipal Resource Group for Emergency Operations Plan services and authorize the Mayor to sign and execute the amendment on behalf of the City.
4. AMENDMENT NO. 2 TO THE PROFESSIONAL SERVICES AGREEMENT
WITH SABERDOME (DBA LANSPEED) FOR INFORMATION
TECHNOLOGY SERVICES AND SUPPORT - Approve Amendment No. 2 to the Professional Services Agreement with SaberDome Corporation, doing business as Lanspeed, to provide information technology services and authorize the Mayor to sign and execute the agreement on behalf of the City.
5. CULTURAL RECREATION ADVISORY BOARD APPOINTMENTS -
Appoint Finleigh Williams and Daniel Torres as Student Members with the term ending December 31, 2025 to the Cultural Recreation Advisory Board.
OLD BUSINESS:
1. DRAFT WESTLAKE VILLAGE STREET MEDIAN LANDSCAPE
TRANSFORMATION PLAN - There is no action required from Council, however, Staff are requesting further input from the Council on the draft Plan.
2. CONSIDERATION OF AWARD OF CONTRACT FOR ANNUAL STREET RESURFACING FOR FISCAL YEAR 2023-24 - Approve a $769,412 budget amendment for the Annual Street Improvement Program; award a construction contract for the Annual Street Resurfacing Project for the Fiscal Year 2023-24 to J&H Engineering General Contractors Inc. in the amount of $1,789,411.30; authorize the City Manager to approve change orders up to the contingency amount and authorize the Mayor to sign and execute the construction contract on behalf of the City.
