DRAFT WESTLAKE VILLAGE STREET MEDIAN LANDSCAPE

TRANSFORMATION PLAN
City Landscape Architecture Withers introduced the draft plan for the short and long- term planning strategies for replacing existing turf in the City's landscaped street medians with low water use plantings while protecting the City's urban tree forest to meet California's ban on nonfunctional turf. The plan includes an approach to future tree planting and the options available for protecting the higher water using trees as the City transitions to more drought tolerant, sustainable appropriate plantings.

City Manager de Geus presented the next steps for the plan and project.

City Council discussion included whether lanes will be closed when the maintenance is done, what a demonstration project will encompass, and changes to potential median maintenance costs. The City Council provided input on the plan, indicating support for the approach and the plan overall.

OLD BUSINESS (continued):

2. CONSIDERATION OF AWARD OF CONTRACT FOR ANNUAL STREET RESURFACING FOR FISCAL YEAR 2023-24
City Engineer Hughes provided an overview of the public bidding for the Annual Street Resurfacing for Fiscal Year (FY) 2023-24, a pavement rehabilitation program designed to repair the useful life of the City's public streets.

Ms. Hughes reviewed this year's program highlighting streets selected for repair and discussed current conditions, preservation slurry seals, street overlays, and related costs of rehabilitation postponement.

City Engineer Hughes reported the City bid the project twice with rejecting all bids received on the March 12, 2024 bid opening. All bids exceeded the engineer's $1,525,350 estimate. The project was restructured with a base bid and three additive alternatives, re-advertised on March 26, 2024, and opened on April 11, 2024, with the engineer's construction cost estimate of $1,786,400. The low bidder was J&H Engineering, a local contractor based in Camarillo that is fully qualified to perform the proposed scope of work. J&H Engineering was recommended for award of contract for the Annual Street Resurfacing FY 2023-24 project, in the amount of $1,789,411.30. Ms. Hughes stated the Annual Street Improvement Project is budgeted at $1,300,000 (FY 2023-24); $852, 124 of the street work funding is from restricted revenue sources. This project, as programmed at full build to include the base bid and all additive alternates, is over budget and will require a budget adjustment of $769,412 to move forward to construction.

City Council discussion included more accurate budget projections in the future as construction costs continue to rise, and that saving money now can result in more expense costs in the future.

Councilmember Halpern moved that the City Council approve a $769,412 budget amendment for the Annual Street Improvement Program; award a construction contract for the Annual Street Resurfacing Project for the Fiscal Year 2023-24 to J&H Engineering General Contractors Inc. in the amount of $1,789,411.30; authorize the City Manager to approve change orders up to the contingency amoun and authorize the Mavor to sian and execute the construction contract on behalf o the City.
