CONDITIONAL USE PERMIT NO. 14-003; RESOLUTION NO. 2355-24 - Adopt Resolution No. 2355-24, determining Modification No. 1 of Conditional Use Permit No. 14-003 is exempt from CEQA and authorizing the sale of alcohol for offsite consumption in conjunction with the operation of an existing Target located at 30740 Russell Ranch Road.
RESOLUTION NO. 2355-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WESTLAKE VILLAGE APPROVING MODIFICATION NO. 1 OF CONDITIONAL USE PERMIT NO. 14-003 TO AUTHORIZE THE CONTINUED SALE OF ALCOHOL FOR OFFSITE CONSUMPTION AT TARGET LOCATED AT 30740 RUSSELL RANCH ROAD

SIGN MODIFICATION PERMIT NO. 18-012, MODIFICATION NO. 1; RESOLUTION NO. 2356-24 - Adopt Resolution No. 2356-24, determining Sign Modification Permit No. 18-012, Modification No. 1 is exempt from CEQA and authorize revisions to the existing sign program for the County Line Shopping Center to ensure that all new and replacement signage is consistent with the design of the approved exterior remodel of the shopping center located at 4601 to 4711 Lakeview Canyon Road and 32111 Agoura Road.

GENERAL BUSINESS:
1. CONTRACT WITH COBRA PROFESSIONAL INC. TO ACT AS THE CITY’S
THIRD-PARTY FLEXIBLE SPENDING ACCOUNT PROGRAM
ADMINISTRATOR - Approve the contract with Cobra Professional Inc. to act as the City’s Third-Party Administrator for the Flexible Spending Account Benefit Program and authorize the Mayor to execute the contract on behalf of the City.
2. ADOPTING THE UPDATED ANNUAL INVESTMENT POLICY FOR
FISCAL YEAR 2024-25 AND DELEGATING AUTHORITY TO THE CITY TREASURER TO INVEST AND REINVEST CITY FUNDS; RESOLUTION NO. 2357-24 - Adopt Resolution 2357-24 Updating the Annual Investment Policy for Fiscal Year 2024-25 and Delegating Authority to the City Treasurer to Invest and Reinvest City Funds.

4. ACCEPTANCE OF BUS SHELTER IMPROVEMENT PROJECT; FILE NOTICE OF COMPLETION - Accept the Bus Shelter Improvement Project and authorize the City Clerk to execute and record a “Notice of Completion” on behalf of the City.
5. PROFESSIONAL SERVICES AGREEMENT WITH CIVIC SOLUTIONS, INC.
FOR PLANNING SERVICES - Approve the Professional Services Agreement with Civic Solutions, Inc., authorize the Mayor to execute the agreement, and find that the agreement is exempt from the California Environmental Quality Act.
