1. PUBLIC SAFETY COMMITTEE REPORT – RUSSELL RANCH ROAD TRAFFIC COLLISION PATTERN - Consider the raised median concept recommended by the Public Safety Committee and direct staff to proceed with further concept development and discussion with Costco and the Marketplace.
PUBLIC HEARINGS:
1. CONTINUED PUBLIC HEARING FROM JUNE 26, 2024: SIGN MODIFICATION PERMIT NO. 18-012, MODIFICATION NO. 1; RESOLUTION NO. 2356-24 – Adopt Resolution No. 2356-24, determining Sign Modification Permit No. 18-012, Modification No. 1 is exempt from CEQA and authorize revisions to the existing sign program for the County Line Shopping Center to ensure that all new and replacement signage is consistent with the design of the approved exterior remodel of the shopping center located at 4601 to 4711 Lakeview Canyon Road and 32111 Agoura Road.

CONSENT CALENDAR: Matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion and one vote. Unless otherwise requested by a Councilmember, there will be no separate discussion of these items. If discussion is desired, that item will be removed from the Consent Calendar and will be considered separately.

GENERAL BUSINESS:
1. AMENDMENT TO CITY MANAGER EMPLOYMENT AGREEMENT -
Approve Amendment No. 4 to the Employment Agreement between the City of Westlake Village and Robert de Geus and that the Mayor be authorized to execute the amendment.
OLD BUSINESS:
1. APPROVAL OF GUIDELINES FOR EXTERIOR PAINT COLORS FOR RESIDENTIAL AND NON-RESIDENTIAL BUILDINGS CITYWIDE;
RESOLUTION NO. 2359-24 - Adopt Resolution No. 2359-24 approving the Exterior Building Color Guide to assist staff in the review of exterior paint colors for residential and non-residential buildings.

CITY COUNCIL CHAMBERS AND COMMUNITY ROOM AUDIO VISUAL AND TECHNOLOGY UPGRADES - CAPITAL IMPROVEMENT PROJECTS - Award an Audio-Visual System Purchase Agreement with Western AV & Security in the amount of $251,207 for the City Council Chambers and Community Room Audio Visual and Technology Enhancements capital improvement projects and authorize the Mayor to execute the agreement on behalf of the City.
