PUBLIC SAFETY COMMITTEE REPORT - RUSSELL RANCH ROAD TRAFFIC

COLLISION PATTERN
City Traffic Engineer Wessel presented an overview of the traffic collision pattern on Russell Ranch Road involving traffic crossing Russell Ranch Road between the Costco and Westlake Marketplace driveways. In 2015 various raised median concepts to physically prevent the through movements between driveways were developed, but it was decided that first an attempt would be made to prohibit the through movements with signing and striping which was completed on August 21, 2016. Mr. Wessel noted that the through movement collision rate decreased 33% in the period since the changes were completed.

City Traffic Engineer Wessel reviewed alternative solutions including the current signing and striping, closure of the Costco west driveway, building a median worm, building a median with Marketplace left turn access, building a roundabout, or building a median with Costco left turn access. He explained the pros and cons of each alternative.

On April 30, 2024, the Public Safety Committee (Pearl/McSweeney) found the collision reduction to be less than satisfactory, believes additional measures are warranted, and recommended a raised median concept.

Mr. Wessel noted that initial steps have been taken to reach out to Costco and the Marketplace, but further discussions are necessary. At present, the raised median configuration recommended by the Public Safety Committee is only a concept, with details yet to be determined. Staff sought direction to proceed with further concept development and discussion with Costco and the Marketplace.

Staff was directed to work with Costco and the Marketplace and to go back to the Public Safety Committee for further discussion.

PUBLIC HEARINGS:

1. CONTINUED PUBLIC HEARING FROM JUNE 26, 2024: SIGN MODIFICATION PERMIT NO. 18-012, MODIFICATION NO. 1; RESOLUTION NO. 2356-24 Mayor Davis opened the continued Public Hearing. Senior Planner Sinkula presented a Sign Modification Permit - Modification No. 1 request to authorize revisions to the existing sign program for the County Line Shopping Center to ensure that all new and replacement signage is consistent with the design of the approved exterior remodel of the shopping center located at 4601 to 4711 Lakeview Canyon Road and 32111 Agoura Road.

Providing background, Ms. Sinkula noted this public hearing was continued from June 26, 2024. On February 13, 2019, the City Council approved a sign program for the County Line Shopping Center. On March 22, 2023, the City Council approved Planned Development Permit (PDP) No. 22-001 to authorize the conversion of the existing movie theater to two new restaurant suites and one new retail suite, the installation of a new outdoor dining area, and an exterior remodel of the shopping center. To ensure that all new and replacement signage at the shopping center is consistent with the design of the approved exterior remodel, Condition of Approval No. 6 for the PDP requires the applicant to prepare a sign program for City Council consideration that is consistent with the requirements of Section 9.18.070 of the City's Municipal Code.

PUBLIC HEARINGS (continued):

The applicant submitted a revised sign program to replace the existing sign program and allow for upgrades to the existing signage that are consistent with the design of the approved exterior remodel of the shopping center. The existing sign program colors will not complement the approved brown and beige color palette of the exterior remodel.

Ms. Sinkula reviewed the proposed revisions to the sign program including Tenant Cabinet Signs for the Freestanding Building, Tenant Blade Signs for the Inline Building, Monument Signs, Vinyl Window Graphics and Rear Door Signage, and Additional Provisions of the Modified Sign Program.

On June 5, 2024, the Land Use Committee (Davis/Pearl) discussed concerns about allowing non-earthen tone colors on the lettering and logos for the monument sign and cabinet signage on the freestanding building because the freestanding building is highly visible from Lakeview Canyon Road and Agoura Road. While Councilmember Pearl indicated that he would be supportive of the modified sign program as proposed, Mayor Davis suggested that the modified sign program allow for non-earthen tone colors only on the Trademarked logos and all lettering on the tenant panel signs and cabinet signage on the freestanding building be required to be white. Councilmember Pearl was supportive of this compromise.

On June 5, 2024, the Land Use Committee (Davis/Pearl) reviewed the sign modification permit request and recommended that the request move forward to a Public Hearing if revised as discussed.

On June 13, 2024, the applicant submitted a revised sign program that was consistent with the direction received from the Committee.

On June 26, 2024, City Council discussion focused primarily on the possible inclusion of colors on the monument sign and on the free-standing building signs.

Consensus was not reached and City Manager de Geus recommended the item be continued to July 10, 2024..

Applicant Marshall Gross and Bruce Rokos addressed the City Council.

Mayor Davis closed the Public Hearing.

City Council discussion included logo colors on the tenant panel and cabinet signs, a request that color be limited to earthen tones, and clarification that the program applies to the entire shopping center.

APPROVAL OF GUIDELINES FOR EXTERIOR PAINT COLORS FOR
RESIDENTIAL AND NON-RESIDENTIAL BUILDINGS CITYWIDE;
RESOLUTION NO. 2359-24
Senior Planner Sinkula presented an Exterior Building Color Guide to assist staff in the review of exterior paint colors for residential and non-residential buildings.

Ms. Sinkula reviewed the Zoning Ordinance Section 9.15.030(A) of the Municipal Code regarding earthtone building colors and discussed Ordinance 113 that amended provisions to allow deviations if approved by the City Council. She discussed houses and non-residential building design trends, approved colors through the Planned Development Permit process for new construction or additions, administrative approval in conjunction with remodels, and others with no City review because no Zoning Clearance or other approval is required for exterior house painting. Ms. Sinkula noted that while approval from a homeowner's association (HOA) is typically required for exterior painting, many HOA's in Westlake Village include shades of white, gray, and other non-earthen tone colors in their approved color palettes.

On January 25, 2023, City Council established a 2023 goal to "enforce city earthtone paint color palette for residential and commercial structures" as specified in the Zoning Ordinance of brown, beige, tan, and off-white. At the meeting on June 28, 2023, the City Council provided direction as to what should be considered earthtone colors and the scope of the City's regulation of exterior paint colors. On September 13, 2023, the City Council conducted a study session to review a proposed objective method of regulating exterior paint color using the light reflectivity value ("LRV") to identify a range of acceptable brightness for colors. The City Council also provided direction that earthtone colors can be site-specific (e.g., blue exterior paint for a residence on the lake) and expressed a consensus for what colors are prohibited. Based upon this direction, staff prepared an Exterior Building Color Guide that is intended to implement Westlake Village Municipal City Council Minutes

CITY COUNCIL CHAMBERS AND COMMUNITY ROOM AUDIO VISUAL AND

TECHNOLOGY UPGRADES - CAPITAL IMPROVEMENT PROJECTS
City Clerk Mann requested City Council approval to award an audio-visual (AV) system purchase agreement with Western Audio Visual and Security for the City Council Chambers and Community Room Audio Visual Equipment and Technology Enhancements projects.

Providing background, Ms. Mann stated that the City Council Chambers were constructed in 2002. Most of the AV equipment was installed during the construction, is over 20 years old, and has begun to fail. The Community Rooms are designated overflow rooms for City Council Chambers and currently do not City Council Minutes

OLD BUSINESS (continued):
have AV equipment, making it difficult when using the space as an overflow room.

Furthermore, without AV equipment, the Community Room has limited functionality and use by City Staff and Community Groups.

To improve City Council meetings, support business operations and enhance customer service for residents, staff recommended new AV technology/equipment and a new room control system. Ms. Mann noted that additionally, to ensure Americans with Disability Act (ADA) compliance, a new ADA accessible podium will replace the current public podium and Assisted Listening Systems (ALS) will be added to both rooms.

The Request for Proposal (RFP) for this project was approved by City Council on May 22, 2024. Utilizing PlanetBids, the RFP was posted on May 23, 2024, with a mandatory Pre-Bid Meeting held on June 6, 2024, and responses due June 20, 2024. Eight companies attended the Pre-Bid meeting which included an overview of the project and a site tour. Three responses were received for the project.

Ms. Mann reviewed the Council Chambers' equipment upgrades and explained the new system technology which will include microphones, automatic mixing, individual speakers, and various new connection and distribution points for computers/input sources for presentation materials. A new control system will be added to control multiple functions utilized during public meetings. Adding AV equipment to the Large Community Room will increase the type of meetings that can be held in the room, including the ability to conduct City Council Study Sessions and Committee Meetings.

On June 27, 2024, Western AV & Security and EIDIM Group were interviewed by City Staff (City Manager Rob de Geus, Public Works Manager Tim Iverson, City Clerk/Assistant to the City Manager Antoinette Mann) and the City's AV Consultant, Darren Doerschel.

The Council Chambers Upgrade RFP results were presented to the Telecommunications/ Connectivity/IT Committee (Halpern/McSweeney) on July 1, 2024 and received full support to move forward to City Council for approval and contract award.

Staff recommended Western AV & Security as they can complete the Scope of Services, meet the project timeline as listed in the RPF, have 34 years of experience working on similar projects for Cities and Counties, and received excellent customer references.
