PROJECT

STUDY SESSION (continued):

City Engineer Hughes reviewed the design budget line-item costs and ten potential additional items for City Council consideration to create a full design project.

City Clerk/Assistant to the City Manager Mann reported that in 2022, the Cultural Recreation Committee (Honig/McSweeney) recommended that a Veterans Ad- Hoc Committee be created to provide feedback on the Veterans Honor art piece, consisting of three to five City of Westlake Village residents, Councilmember Pearl as a Veteran, City Manager de Geus, and City Clerk Mann. Ms. Mann sought direction on an additional Councilmember appointee, outreach for the recruitment, and noted that staff would conduct informal interviews and select the committee members.

City Council directed staff to add Councilmember Halpern to the Veterans Ad-Hoc Committee and to begin the committee outreach in August. For the art piece, the exact height with story poles, metal and pedestal components would be determined with input from the ad-hoc committee, and recommendations going back to the City Council. For the full project design, all elements were to be included in the final plans, with a recommendation to replace the decomposed granite in the back courtyard with pavers or other solid surfaces. Full design may be completed in phases. The Council was also open to the consideration of placing a Peace Pole at the Community Park. It was also recommended that demolition costs of the inoperable fountains should not be charged to this project and another funding source be utilized.

2. CONSIDERATION OF LAKEVIEW CANYON ROAD CORRIDOR COMPLETE

STREET CONCEPT
City Traffic Engineer Wessel presented an overview of the Lakeview Canyon Road complete street concept, stating that the 2022 Citywide Pedestrian Safety Study identified the potential of building this sidewalk in conjunction with a road diet that would reduce the number of travel lanes from four to two. This subsequently evolved into a complete street project, an approach to plan, design, and build a street that enables safe access for all users, including pedestrians, bicyclists, motorists, and transit riders of all ages and abilities.

Mr. Wessel provided a rendering of Lakeview Canyon Road's current conditions and noted that the corridor can be divided into four segments: Lakeview North of Agoura Road, Lakeview from Agoura Road to Watergate, Lakeview from Watergate to Lake Harbor (north), and Lakeview from Lake Harbor (north) to Lindero Canyon Road. He discussed concept elements such as raised islands and medians, bike and center medians, potential traffic signal modifications, and compared initial cross section alternatives with revised cross-section alternatives for each segment. Through a series of Public Safety Committee meetings and meetings with the Fire Department, many concepts and variations were identified and explored.

Wessel touched on potential options including landscape concepts, street parking, planter/mountable islands, meandering walkways, and crosswalk in-roadway warning lights.

City Engineer Hughes discussed the project costs including concept development costs, conceptual construction costs and discussed options for utilizing Measure M funding.

City Council directed staff to continue the development of this project with searching for other sources for funding, and to begin outreach to the Community.
