APPROVING THE 2024 LAS VIRGENES-MALIBU COUNCIL OF
GOVERNMENT MULTI-JURISDICTIONAL HAZARD MITIGATION PLAN:
RESOLUTION NO. 2364-24
Assistant to the City Manager Mott presented a request for approval of the 2024 Las Virgenes-Malibu Council of Government Multi-Jurisdictional Hazard Mitigation Plan.
After passage of the Federal Disaster Mitigation Act of 2000, local governments became required to develop and submit a hazard mitigation plan (HMP) to the Federal Emergency Management Agency (FEMA) every five years. Westlake Village has historically completed its HMP through a multi-jurisdictional plan completed by the Las Virgenes-Malibu Council of Governments (LVMCOG).. For the 2024 update, LVMCOG hired MLC & Associates to compile and update the plan and handle the submission of the plan to FEMA. City staff updated the plan by identifying new hazards such as pandemics and adding new mitigation projects including improving cellular communication for residents, the Civic Center solar power/battery back-up project, and a mobile Emergency Operations Center, all of which are intended to reduce the impact that a disaster could have in Westlake Village.
Mr. Mott stated that if the Resolution is approved, a signed copy will be provided to MLC to submit to FEMA. Staff will bring an amendment of the General Plan Safety Element to the City Council at a future date to comply with State law. He noted that having an approved HMP allows local governments to apply for funding for identified projects after a disaster and for mitigation grants before disasters strike.
