Public speakers are limited to three minutes unless the presiding officer sets a different limit for meeting management purposes. CITY COUNCIL COMMITTEE REPORTS: Reports on City Council Committee meetings held.
1. ADMINISTRATIVE COMMITTEE REPORT – REVIEW OF LIGHTING ASSESSMENT DISTRICT 1 – Receive the information regarding Lighting Assessment District 1 and provide comments and guidance to staff.
2. ADMINISTRATIVE COMMITTEE REPORT – REVIEW OF INDUSTRIAL WASTE PERMIT FEES - Direct staff to send a letter to the County of Los Angeles requesting to begin using the 1.5 multiplier, as allowed by current ordinance, with an effective date of January 1, 2026 for all Industrial Waste Pemit Fees.
PUBLIC HEARINGS:
1. CONDITIONAL USE PERMIT NO. 07-004, MODIFICATION NO. 5; RESOLUTION NO. 2412-25 - Adopt Resolution No. 2412-25, determining Modification No. 5 of Conditional Use Permit No. 07-004 is exempt from CEQA and authorizing a time extension for the continued operation of an indoor baseball training facility located at 31285 Via Colinas (Hitting Zone).
RESOLUTION NO. 2412-25: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WESTLAKE VILLAGE APPROVING MODIFICATION NO. 5 OF CONDITIONAL USE PERMIT NO. 07-005 TO AUTHORIZE THE CONTINUED OPERATION OF AN INDOOR BASEBALL TRAINING FACILITY LOCATED AT 31285 VIA COLINAS (HITTING ZONE)
2. CLARIFICATION OF NORTH BUSINESS PARK SPECIFIC PLAN PROHIBITED LAND USES; ADOPTION OF RESOLUTION NO. 2413-25 APPROVING NORTH BUSINESS PARK SPECIFIC PLAN AMENDMENT NO. 25-001 AND
APPROVING A CEQA EXEMPTION DETERMINATION - Adopt Resolution No. 2413-25 approving a CEQA exemption determination and adopting North Business Park Specific Plan Amendment No. 25-001 to amend Chapters 3 and 4 of the Specific Plan to clarify prohibited land uses.

OF WESTLAKE VILLAGE ADOPTING NORTH BUSINESS PARK SPECIFIC PLAN AMENDMENT NO. 25-001 AND APPROVING A CEQA EXEMPTION DETERMINATION CONSENT CALENDAR: Matters listed under the Consent Calendar are considered to be routine and will be enacted by one motion and one vote. Unless otherwise requested by a Councilmember, there will be no separate discussion of these items. If discussion is desired, that item will be removed from the Consent Calendar and will be considered separately.
APPROVAL OF WARRANTS: Warrants effective August 1, 2025 in the amount of $840,877.05; Warrants effective August 15, 2025 in the amount of $383,803.13; and Warrants effective September 1, 2024 in the amount of $606,886.25.
GENERAL BUSINESS:
1. RIGHT OF ENTRY AND ACCESS AGREEMENTS; WEED ABATEMENT ON VARIOUS PROPERTIES - Approve a Right of Entry and Access Agreement with Bicky Rippe and Jonathon Brewster and authorize the Mayor sign and execute the agreements on behalf of the City.
2. ADJUSTMENT OF MEDICAL PREMIUM RATES AND EMPLOYER
CONTRIBUTIONS FOR ACTIVE EMPLOYEES EFFECTIVE JANUARY 1, 2026; RESOLUTION 2414-25 - Adopt Resolution No. 2414-25, to Amend Resolution No. 1564-11 to Increase the Insurance Coverage Benefit for Full-Time Active Employees.

OLD BUSINESS:
1. AWARD OF CONTRACT FOR THE WESTLAKE VILLAGE CIVIC CENTER COURTYARD FOUNTAINS DEMOLITION PROJECT - Award a construction contract for the Courtyard Fountains Demolition Project to Cerco Engineering Inc. in the amount of $48,500.00 with contingency of $10,000 and $7,500 in project management costs, authorize the Mayor to execute the construction contract on behalf of the City, and authorize the City Manager to execute any necessary change orders within the contingency amount.
