CITY COUNCIL COMMITTEE REPORTS:
1. ADMINISTRATIVE COMMITTEE REPORT - REVIEW OF LANDSCAPE ASSESSMENT DISTRICT 1
City Engineer Hughes provided an update on the review of Landscape Assessment District 1 following the October 13, 2025 Administrative Committee (Honig/McSweeney) meeting.
The District was formed to fund landscape maintenance after Proposition 13 limited property tax increases. She said the original County Landscape Maintenance District transitioned to the City in 1991 and consolidated into Landscape Assessment District 1 and divided into Zones: 1) Arterial streets (medians and parkways), 2) First Neighborhood, 3) Lakeshore, and 4) Three Springs. The district funds services such as landscape and irrigation maintenance, tree trimming, pest control, and debris removal, which enhance community aesthetics and safety.
City Engineer Hughes presented a financial analysis stating that for Fiscal Year (FY) 2025-26, the estimated cost to maintain the district is $1,200,875, with Zone 1 accounting for the largest share. Funding will come from a combination of sources: $505,694 from reserves, $778,739 from ad valorem taxes and interest, $193,617 in annual assessments, and a $102, 150 General Fund contribution. She noted that despite these sources, annual costs exceed annual revenues, resulting in a projected ending fund balance of $426,325. Projections for FY 2026-27 show continued reliance on reserves and increased General Fund contributions, with costs rising to $1,267,437 and an ending balance of $338,865.

CITY COUNCIL COMMITTEE REPORTS (continued):
The assessment method is based on Equivalent Dwelling Units (EDUs), with single-family homes as the baseline and commercial and recreational parcels assessed proportionally. Current rates vary by zone, with Zone 2 (First Neighborhood) paying the highest per EDU.
Costs have increased since 1993 with the annual revenue less than annual expenses. The district can remain solvent for two to three years under current conditions; however, reserves will continue to decline. The City has implemented cost-saving measures such as competitive bidding, recycled water use, smart irrigation, and drought-tolerant landscaping. However, additional strategies are needed to close the gap. Options include expanding drought-tolerant landscaping, reducing maintenance frequency or area, improving water management, increasing General Fund contributions, or pursuing a Proposition 218 ballot measure to raise assessment rates.
City Engineer Hughes stated that no immediate budget adjustments are required, but the City Council was asked to review the information and provide guidance on long-term strategies to ensure financial sustainability.
City Manager de Geus stated that the City has temporarily paused the Proposition 218 process. However, as part of reviewing its 10-year fiscal forecast, there are concerns about future financial stability. The City is conducting a comprehensive budget review with key committees, Administrative, Environmental, and Economic Development, to evaluate all revenues and expenses, including Assessment Districts. Proposition 218 will be revisited during broader budget discussions for the next decade.
City Council received the report.
ENVIRONMENTAL COMMITTEE REPORT - PURE WATER PROJECT
UPDATE
City Engineer Hughes provided an update on the Pure Water potable reuse project by the Las Virgenes-Triunfo Joint Powers Authority (JPA) following the October 15, 2025 Environmental Committee (Davis/Pearl) meeting.
Ms. Hughes stated that the Las Virgenes-Triunfo Joint Powers Authority is advancing the Pure Water Project which aims to enhance water supply reliability, drought resilience, and eliminate discharges to Malibu Creek. Ms. Hughes said that the design work is progressing, with pipeline construction along Agoura Road scheduled to begin in 2026 and Lindero Canyon Road in 2027. She noted that while temporary traffic and construction impacts are expected, the project will provide a sustainable, high-quality water source and eliminate discharges to Malibu Creek.

Public Outreach efforts were reviewed. Mr. Slosser stated the program is $466 million, discussed funding and financing, and stated the average customer bill is estimated to increase by $13 between 2026 and 2030, not solely due to this Pure Water Project.

PUBLIC HEARINGS:
PLANNED DEVELOPMENT PERMIT NO. 88-001, MODIFICATION NO. 1; RESOLUTION NO. 2419-25
Mayor Honig opened the Public Hearing. Associate Planner Orr presented a request to approve a modification to Planned Development Permit No. 88-001 for The Landing, a commercial center located at 32107-32133 Lindero Canyon Road.
The proposal seeks to update the exterior building colors of the 18,000-square- foot center, originally approved in 1988, to refresh its appearance and align with current design standards.
Mr. Orr stated that the existing color palette (brown, beige, off-white, and green) City's Exterior Building Color Guide requires earthen tones and Light Reflective Values (LRV) between 22 and 79 for primary colors. The applicant's initial preferred scheme was non-compliant due to excessive LRV, leading to revised proposals: Scheme 17 and Scheme 18, both featuring Rice Bowl (LRV 75) as the primary color, complemented by Black Bean for trim and either Bungalow Taupe or Tuscan Mosaic for accents. These alternatives comply with City standards and harmonize with recent improvements at Boccaccio's Restaurant within the same center.

A parking study confirmed that the existing 142 spaces in the center are sufficient to meet projected demand, with operational limits recommended: minimum one- hour gaps between events, no more than three weekend events, and a cap of 30 children per party. Staff concluded the project complies with zoning, will not adversely impact traffic or parking, and is consistent with the City's General Plan.

PUBLIC HEARINGS (continued):
SIGN MODIFICATION PERMIT NO. 25-008; RESOLUTION NO. 2421-25 Mayor Honig opened the Public Hearing. Associate Planner Orr presented a request for approval of Sign Modification Permit No. 25-008 to install a new sign on an existing monument at 31111 Agoura Road (Conejo Health). The proposed sign measures 6.83 feet by 2.50 feet, is externally illuminated, and features acrylic graphics in custom colors aligned with Conejo Health's branding.
The City's Sign Ordinance requires signage colors to reflect subdued, "earthen" tones consistent with the surrounding environment, prohibiting bright or pastel colors. The applicant's original design included pastel blue and orange, which staff determined to be non-compliant. In response, Conejo Health submitted three alternative color schemes:
• Option 1: Blue-gray lettering with darker blue and orange insignia (similar to original design).
• Option 2: Greige lettering with insignia in greige, dark brown, and rustic red. • Option 3: Burnt orange lettering with insignia in brown and burnt orange.
Color Options 2 and 3 are consistent with the Municipal Code and staff recommended City Council approval of the permit subject to conditions in Resolution No. 2421-25, selecting one of these compliant alternatives. Mr. Orr noted that the applicant prefers the original design but is willing to accept any approved alternative.
Mr. Orr stated that the project poses no significant fiscal impact beyond the permit fee and that approval will allow Conejo Health to maintain visibility for patients while preserving the City's aesthetic standards. Staff recommended adoption of Resolution No. 2421-25, to approve Sign Modification Permit No. 25-008, and authorize installation of the monument sign with an approved color option, selected by City Council.
Applicant Matthew Paul on behalf of Conejo Health addressed the City Council.
Mayor Honig closed the Public Hearing.
City Council discussion on sign color alternatives.
Councilmember Halpern moved that the City Council adopt Resolution No. 2421- 25 determining Sign Modification Permit No. 25-008 is exempt from CEQA and authorizing the installation of a monument sign at 31111 Agoura Road (Conejo Health) and the approval of alternative number three. Mayor Honig declared the motion passed 3-Yes; 2-No (Councilmembers Davis and Pearl) RESOLUTION NO. 2421-25: A RESOLUTION OF THE CITY COUNCIL OF THE CITY EXISTING MONUMENT SIGN AT 31111 AGOURA ROAD (CONEJO HEALTH) SIGN MODIFICATION PERMIT NO. 25-009; RESOLUTION NO. 2422-25 Mayor Honig opened the Public Hearing. Associate Planner Orr presented a request for approval of a Sign Modification Permit for a building located at 4360 Park Terrace Drive (Caldera Medical).
The applicant seeks approval to install a 15-foot by 3.6-foot halo-illuminated channel letter wall sign. He said that while the sign's size and illumination comply with city standards, the color scheme (dark and light green) prompted review because the Municipal Code requires signage to use "earthen" tones such as browns and beiges. Staff determined that dark green aligns with the natural surroundings, but light green does not, leading to the initial denial. Caldera Medical appealed, arguing that both greens fit the intent of the code and cited other varied sign colors in the city. Two revised alternatives were submitted: one with a vivid green/teal for "Caldera" and another with a darker forest green. Both replaced the light green originally used for "Medical" with a neutral green. Staff found both alternatives compatible with the hillside backdrop and consistent with the city's visual standards, noting that Alternative B's darker green is closest to traditional earthen tones.
The proposed signage is high-quality, appropriately located, and visually unobtrusive. It will not create fiscal or environmental impacts and staff recommended that the City Council approve the permit through Resolution No. 2422-25, authorizing installation of the sign and supporting either alternative design selected by City Council.
Applicant Linda Beisswanger on behalf of Caldera Medical addressed the City Council.
Mayor Honig closed the Public Hearing.

The Project includes approximately 3 miles of street segments in the Lakeshore Neighborhood, Southridge Trails Neighborhood, and Via Rocas.

DETERMINATION AND AUTHORIZATION TO ADVERTISE BIDS FOR THE CITY HALL RESTROOM REHABILITATION PROJECT, PHASE 1
City Engineer Hughes presented a request to adopt the plans and specifications for the City Hall Restroom Rehabilitation Project and authorize staff to advertise bids for the Civic Center Restroom Rehabilitation Proiect - Phase 1.
The Civic Center, which opened in 2002, serves as a hub for city operations, community events, and public programs, but its restrooms have not been updated since construction. A recent Americans with Disabilities Act (ADA) compliance review revealed numerous accessibility issues, prompting the need for modernization.
The proposed design, developed by Shalena Smith Interior & Designs, features a classic aesthetic with natural tones and commercial-grade materials. All fixtures will be replaced to meet current ADA standards, and lighting will be improved.
The approved budget for the project is $178,448.65, with estimated costs totaling $176,000, covering design, materials, fixtures, and labor. The bid process will begin December 1, 2025, with construction scheduled from February to April 2026.
