CALL TO ORDER:
This Study Session meeting of the Westlake Village City Council was called to order by Mayor McSweeney on Wednesday, January 28, 2026 at 4:33 p.m., at 31200 Oak Crest Drive, Westlake Village.
Mayor McSweeney led the Pledge of Allegiance.
ROLL CALL:
PRESENT: Councilmembers Honig, Davis, Pearl, Mayor Pro Tem Halpern, and Mayor McSweeney
ABSENT: None
Also Present: City Manager de Geus, City Attorney Boga, Assistant City Manager Wilson, City Clerk Mann, Planning Director Asp, City Engineer Hughes, Assistant to the City Manager Mott, Administrative Analyst Hamilton, and Deputy City Clerk Kramer.

STUDY SESSION:
REVIEW OF CALENDAR YEAR 2025 CITY COUNCIL GOALS AND
CONSIDERATION OF 2026 CITY COUNCIL GOALS
City Manager de Geus provided an update and status for 2025 goals. As the City prepares its 2026 goals, staff recommended focusing on priorities that build on the 2025 accomplishments while remaining mindful of resources and long-term strategic plans.

City Council identified the following Strategic Plan Goals for the 2026 workplan:

stability.
City Setting and Managing development interest in the NBPSP Balance of Land Uses Including Mixed Use Lindero and Mixed Use Corsa.
Review and clarify policy on the approval of color for
signs and sign programs across the City
Civic Involvement and Recognize hometown heroes for local service and Collaboration accomplishments.
Consider a new or alternative Spring special event
such as a Street Fair.
Consider a Movie Night Event focused on classic
movies at Pierce Brothers Cemetery, akin to the
Hollywood Forever venue.
Accessible and Review service levels of LA County Building and Effective Government | Safety.
Information Fiber Last Mile - with fiber coming to main streets, Technology search for new technology advances that could facilitate last mile fiber for our city.

Anthony Lampe, Pierce Brothers Valley Oaks-Griffin Memorial Park, addressed the City Council related to the proposed moving night at Pierce Brothers Cemetery.
