ANGELES COUNTY SALES TAX MEASURE AND RELATED ASSEMBLY BILL 1768, REQUEST FOR COUNCIL DIRECTION ON THE CITY'S POSITION FOR THE COG's VOTE
City Manager de Geus reported that Los Angeles County is proposing a five-year, half-cent sales-tax increasethe Essential Services Restoration Act-to offset projected Medicaid funding cuts. If approved by voters in June 2026, the County sales tax rate would rise to 10.25%, generating about $1 billion annually for health-related services. Companion legislation Assembly Bill (AB) 1768 would allow the County to exceed the State's sales-tax cap.
Many cities, along with the California Contract Cities Association, oppose the measure, arguing it would disproportionately burden residents, push some cities above an 11% tax rate, and reduce local fiscal flexibility. The COG also indicated opposition.
Mr. de Geus stated that at the February 17, 2026 meeting of the Las Virgenes- Malibu Council of Governments (COG), the Board received an update on the proposed countywide sales-tax increase and is expected to take an official position on the measure in March. The City Council was asked to give directions to its COG representative, Councilmember Pearl, on whether to support or oppose the ballot measure and AB 1768 so he can cast the City's informed vote at the March 17, 2026 COG meeting.
