CITY COUNCIL COMMITTEE REPORTS:
4 1. 2035 STRATEGIC PLAN ADVISORY COMMITTEE REPORT - UPDATE ON THE 2035 STRATEGIC PLAN PROCESS
City Manager de Geus presented an update on the development of the 2035 Strategic Plan. He reported that the Strategic Plan Advisory Committee has met seven times since May 2025 to review the existing 2025 Strategic Plan, assess community feedback, and develop updated draft values, mission, and vision statements. Mr. de Geus noted that the Committee also considered results from the October 2025 Community Survey, which showed strong resident satisfaction with Westlake Village and a consistent desire to preserve the community's character. Committee members reviewed stakeholder input, partner agency perspectives, and Strengths/Weaknesses/Opportunities/Threats (SWOT) analyses and have drafted six proposed goals along with preliminary objectives and strategies.

City Manager de Geus stated that the Committee reached consensus on the draft foundational statements at its March 2026 meeting and continues to refine goal-related programs.
