PUBLIC COMMENT/SPEAKERS
Members of the public may express comments to the City Council in person at the meeting or may submit written comments before or at the meeting. Submit a Public Speaker card or Written Comment card to the City Clerk prior to the public comment portion of that item. Public speakers are limited to three minutes unless the presiding officer sets a different limit for meeting management purposes. An oral summary of written comments may be given at the discretion of the presiding officer.

STUDY SESSION:
1. FISCAL YEAR 2026-27 BUDGET STUDY SESSION - REVIEW OF CAPITAL
IMPROVEMENT PROGRAM (CIP) PROJECTS, CIP FUND POLICY AND FINANCIAL RESERVE POLICY - City Council to:
1) Discuss and approve the FY 2026-27 CIP projects to be incorporated into the preliminary citywide budget; and,
2) Discuss and provide direction on the Financial Reserve and CIP funding policies.
