RESOLUTION ADDRESSING NOVEMBER 3, 2026 GENERAL MUNICIPAL

ELECTION WITH NO MORE CANDIDATES THAN OFFICES TO BE ELECTED PURSUANT TO ELECTIONS CODE SECTION 10229; RESOLUTION NO. 2467- 26 City Clerk Mann reported that on June 10, 2026 the City Council adopted the Resolutions Calling the General Municipal Election on November 3, 2026 for three City Council seats. A Notice of Election was published on July 10, 2026 which advised of the nomination period (July 13 to August 7, 2026). Throughout the nomination period "Candidates with Status" document was posted on the city's website. Nomination period concluded with three qualified candidates for the three seats to be elected: Susan McSweeney, Brad Halpern and Ray Pearl. A Statement of Facts was issued to the City Council following the close of the nomination period stating there were not more qualified candidates than seats and published on August 14, 2026.

Pursuant to California Elections Code Section 10229, the Council is authorized to appoint the qualified candidates and cancel the election. Individuals' appointments will start their term on December 9, 2026 as if they were voted into office and will hold their four-year term in the same manner and authority as if they were elected.

The Council considered and moved to formally appoint three unopposed candidates to City Council seats and cancel the November 2026 municipal election, thereby avoiding the cost and administration of an uncontested election.
