CALL TO ORDER
Mayor Nguyen called the Special Meeting Closed Session of the City Council/Successor Agency to the Westminster Redevelopment Agency Meeting to order at 5:33 p.m., on Wednesday, September 24, 2025, via In-Person, at the Rose Center Theater, 14140 All American Way, Westminster, California.

The following individual spoke under oral communications:
1. Terry Rains expressed concern regarding the repeated absences and tardiness of District 1 Council Member Phan West and District 4 Council Member N. Nguyen, commented on the agenda noting surprise that only one potential litigation item was listed and that the original agenda did not include a Closed Session, requested
