The City Council of the City of Westmorland met in Regular Meeting in City Hall on Wednesday, June 15, 2022 at 6:00PM. Mayor Xavier Mendez called the meeting in order at 6:00PM and Council Woman Ana Beltran led the invocation.
Present at time of roll call:

− Council Woman Justina Cruz
− City Attorney Mitch Driskill
− City Clerk Christine Pisch.
Absent:
− Council Woman Judith Rivera.
Oral Communication:
• Mayor Xavier Mendez, received news from representative at the IID by the name of Suzie, that the City of Westmorland has been donated $5,000 to the Summer Swimming Program and is scheduled to meet Tuesday June 21, 2022 at 1:00PM to receive donation.
As well to mention he and Ray Gutierrez are still in prosses for the Grand Opening of the Summer Community Pool.
• Council Woman Ana Beltran meet with Edgar from the USDA about Grant opportunities for all city department needs. While other cities received 50%, the City of Westmorland got a 75% Grant Opportunity.
• Council Members, discussed about the passing of Westmorland School Measure W & Z.
Council, Staff & Consultants - Discussion/Action:
I. Discussion/Action: Approval of Budget 2022-2023, by Teri Nava (Treasure).
Tabled till next Regular Scheduled Meeting of July 6, 2022.
II. Discussion/Action: Budget Approval for City Council League of Cities Annual Conference by, Xavier Mendez (Mayor). Discussed the Annual Conference of the
League of Cities, including the City Attorney and City Clerk. Motioned by Council Woman Ana Beltran and seconded by Council Man Ray Gutierrez. Approved 3-0.
III. Discussion/Action: Approval of SCBA Tank Purchase, by Sergio Cruz (Fire Chief).
Fire Chief mentioned he was looking into other companies for his SCBA Tanks, recommend to council MSA is the best fit for his First Responders. Council and Fire Chief discussed the compresence and differences between DREGER and MSA.
Motioned by Council Woman Ana Beltran and Second by Ray Gutierrez. Approved 4-0.
IV. Discussion/Action: Approval of Stipend Increase for City Clerk, Fire Chief, Battalion Chief & City Treasure. By Xavier Mendez (Mayor). The Council approved a percentage of 50% - 60% Increase in Stipends. City Clerk- $400.00, Fire Chief- $600.00, Battalion Chief- $250.00, City Treasurer- $400.00. Motioned by Council Woman Ana Beltran, seconded by Council Woman Justina Cruz. Approved 4-0.
V. Discussion/Action: Approval of First Net Services to First Responders, City Staff and City Council, by Perry Monita (Police Chief). Discussed options and price of the new network, as well as alternatives. Motioned by, Council Woman Ana Beltran, Second by Ray Gutierrez. Approved 4-0.
VI. Discussion/Action: Discussion of Paying Fire Inspector, by Sergio Cruz (Fire Chief).
Fire Chief and Council discussed about finding City Ordnance for Business License to figure out what’s included in Licenses agreement. Mayor Xavier Mendez Motioned to Table Discussion till next Regular Scheduled Meeting July 6, 2022.

Closed Session:
1. Discussion of Wages for Police Department Personnel – Police Chief. (Gov.t Code §54957(b)(1).) Public Employee Compensation (Government Code 54957.6) Council adjourned for Closed Session at 6:40PM adjourned back into regular meeting at 6:50PM. Nothing to Report After Closed Session.
