JULY 6, 2022

The City Council of the City of Westmorland met in City Hall Council Chambers on Wednesday, July 6, 2022 at 6:00 PM. Mayor Xavier Mendez called the meeting in order at 6:00 PM and invocation was led by Teresa Nava (Treasurer) during meeting.
Present at time of Roll Call: Mayor Xavier Mendez, Mayor Pro-Tem Ana Beltran, Councilwoman Justina Cruz, and Councilwoman Judy Rivera and, City Clerk Christine Pisch.
Absent 1: Councilman Ray Gutierrez.
Oral Communication:
• Stela Mata had concerns about the Fire Departments Staff. Made statement in concern about Fire Department employees staying at the Department due to the past roof having issues, then proceeds to know knowledge of a Fire Fighter allegedly bring significant other, as well as mentions if Mrs. Cruz is Fire Chief, then makes suggestion of looking into new Fire Chief. Continues to question about how Mayor is elected, then proceeds to ask why can’t the citizens vote for the City Mayor. She states that she wants to have the citizens of the city be more involved with the upcoming city elections.
Council, Staff & Consultants - Discussion/Action:
I. Discussion/Action: Approval of Budget 2022-2023, by Teri Nava (Treasurer). Mrs.
Nava gave brief presentation on the 2022-2023 City Budget, explaining to the council that this year we have a safe and healthy budget in all city departments. Mayor Xavier Mendez ruled to table approval of City Budget for all Council Members to have till next regular meeting on July 20, 2022 to look over the budget.
II. Discussion/Action: Approve Resolution No. 22-15 CDBG PI Application by, Teri Nava (Treasurer) Mayor Xavier Mendez Table Resolution 22-15 till Next Regular meeting on July 6.
III. Discussion/Action: Approval on Emergency Repair of Broken Water Main Line, by Ramiro Barajas (Public Works) Mr. Barajas is requesting approval in Purchase of new valve due to broken line Hydrant. Motion Mrs. Rivera second by Mrs. Cruz. Approved 4-
0. IV. Discussion/Action: Approval to Replace Water Main Valves by, Ramiro Barajas (Public Works) Mr. Barajas Mr. Barajas requested to council to relocate hydrant to across the street and to purchase. Mrs. Rivera Motion to not to Exceed $13,000 out of the Capital Improvement Fund, second by Beltran. Approved 4-0.
V. Discussion/Action: Approve to Hire WTP / WWTP, by, Ramiro Barajas (Public Works) Requested to move to Closed Section.
VI. Discussion/Action: Approve Capital Improvement Fund to Fire Department, by Sergio Cruz (Fire Chief) Mayor Xavier Mendez Tabled Agenda Item to Next Regular meeting.
VII. Discussion/Action: Approve to add Teri Nava & Xavier Mendez to Union Bank Acct. & Sun Community Acct., by Xavier Mendez (Mayor). Mayor Mendez Requesting a reapproval of action due to Minutes not being able to be located. Motion by Mrs. Rivera second Mrs. Cruz Approved 4-0
VIII. Discussion/Action: Approval to Have City Council on Insurance Plan, Xavier Mendez (Mayor) Mayor Xavier Mendez Requested to move to Closed Session.
Old Business - Discussion/Action:
I. Discussion/Action: Paying of Fire Inspector- Sergio Cruz (Fire Chief) Mayor Xavier Mendez Tabled Item.
Staff Reports Non-Action Items:
□ City Clerk: Christine Pisch - Noting to report.
□ Police Department: Chief Perry Monita, mentions to council that he and the Westmorland PD are now receiving Lexipol Daily training bulletins through the PREMA Insurance. □ Fire Department: Chief Sergio Cruz - Absent
□ Public Works: Ramiro Barajas, Explains to Council that he received a Citizens Complaint and he had resolved the problem with the employee, and will be having a follow up with whom made the statement. Mr. Barajas then motions the Youth Hall door not being assessable at the moment, along with the leakage of the AC Unit. Council discusses to having a meeting with the Probation Department about
□ City Hall Supervisor Tami Castro - Noting to Report
□ City Treasurer Teresa Nava, mentions that the city should possibly look into overlooking over fees for rentals. As well to looking at other cities fees for examples.
Consent Agenda:
I. Approval/Action: Approval of June 15 & June 22, 2022 Meeting Minutes, and City Warrants. Motion passed by Mrs. Beltran, second Mrs. Cruz. Approved 4-0.
Closed Session:
• Approve to Hire WTP / WWTP, by, Ramiro Barajas (Public Works) Motion to Approve to Hire WTP/ WWTP by Mrs. Rivera second Mrs. Beltran. Approved 4-0. • Discussion/Action: Approval to Have City Council on Insurance Plan, Xavier Mendez (Mayor) Council Motion to Drop item.
Council adjourned for Closed Session at 7:00PMPM adjourned back into regular meeting at 7:38PM.
