The City Council of the City of Westmorland met in City Hall Council Chambers on Wednesday, January 18, 2022 at 6:00 PM. Mayor Judith Rivera, called the meeting in order at 6:00 PM and City Treasurer Teri Nava led the invocation during meeting.
Present at time of Roll Call: Mayor Judith Rivera, Councilwoman Justina Cruz, Christine Pisch City Clerk, City Treasurer Teri Nava and City Attorney Mitch Driskill.
Via Phone: Mayor Pro-Tem Ana Beltran.
Absent: Mayor Xavior Mendez and Councilman Julian Villalon Council, Staff & Consultants – Discussion/Action:
1. Discussion/ Action: Cost of Living Raise for Employees. - Public Works Supervisor Ramiro Barajas. Moved to After Closed Session.
2. Discussion/ Action: Requesting Update on letter to CR&R (Annual Rate Adjustment for Solid Waste Services – 2022). – Mayor Judith Rivera. Moved to After Closed Session.
3. Discussion/ Action: Discussion/ Approval on Resuming Water Shut-off. – City Clerk Christine Pisch. Moved to After Closed Session.
4. Discussion/ Action: Assistance to Firefighters Grant Program. - City Treasurer Teri Nava. Mrs. Nava spoke to council about the Assistance to Firefighters Grant Program.
She briefly stated this grant will be for things needed by the fire department. She requested for council to direct fire chief to provide the information she’s needing. Mrs.
Rivera directed to fire chief Cruz if he can provide the information to Mrs. Nava.
5. Discussion/ Action: Budget 2022/2023 Update. - City Treasurer Teri Nava.
Tabled to February 1, 2023 Meeting.
6. Discussion/ Action: USDA Program Update. - City Treasurer Teri Nava. Mrs. Nava updated to council that the USDA grant has only 75% allocated. That the departments who received the grants should be sending all purchases made with them to her to keep track to report back to USDA.
Old Business:
1. Discussion/Action: Discussion of ARPA Funding. - City Treasurer Teri Nava. Mrs.
Nava previously spoke to the city attorney about the ARPA funding. She proceeded to mention that she found funding for the fire truck Mr. Cruz has been in need of purchase.
She began to ask for direction to proceed to find funding for the Public Works whose in need of new filter. As well as wanting to inform Mrs. Rivera on the Prop 68 question that we did not receive any funding for the prop 68. Tabled to February 1, 2023 Meeting.
Staff Reports Non-Action Items:
o Police Department Perry Monita Police Chief – Mr. Monita mentioned January 19 he will be attending a funeral and afterwards he will be attending a local meeting for a type of grant for the public.
o Fire Department Sergio Cruz Fire Chief – N/A
o Public Works Ramiro Barajas – Mr. Barajas reported stating he will be checking in with the swear issue with the Imperial Hay Sales.
o City Hall Supervisor Tami Castro – Absent.
o City Treasurer Terri Nava – N/A
o City Clerk Christine Pisch – N/A
Closed Session: Pending Litigation (Government Code § 54956.9) – City Attorney Public Employee Compensation (Government Code 54957.6) - Public Service Employees Job descriptions and salary scales, as well as Appointment, Employment, or evaluation and possible management position (Gov’t. Code §54957(b)(1).) - City Council
1. Discussion/ Action: Cost of Living Raise for Employees. - Public Works Supervisor Ramiro Barajas. Tabled to February 1, 2023 Meeting.
2. Discussion/ Action: Requesting Update on letter to CR&R (Annual Rate Adjustment for Solid Waste Services – 2022). – Mayor Judith Rivera. Mrs. Rivera reported back to tabled item “Annual Rate Adjustment for Solid Waste Services – 2022” for approval next meeting, February 1, 2023.
3. Discussion/ Action: Discussion/ Approval on Resuming Water Shut-off. – City Clerk Christine Pisch. Mrs. Rivera Reported back stating Approval on resuming to red tag all delinquent accounts.
Consent Agenda:
1. Approval/Action: Approval of December 7th, 13th, 21st 2022 & January 4th 2023 Meeting Minutes, and City Warrants. Motion to Approve only Warrant list by Mrs. Cruz Second Mrs. Beltran. 4-0 approved.
