The City Council of the City of Westmorland met in City Hall Council Chambers on Wednesday, October 4, 2023 at 6:00 PM. Mayor Judith Rivera, called the meeting in order at 6:00 PM.

Present at time of Roll Call, Mayor Judith Rivera, Mayor Pro-Tem Ana Beltran, Councilwoman Justina Cruz, Councilman Xavier Mendez & City Attorney Mitch Driskill.
Absent: City Clerk Christine Pisch & City Treasurer Teri Nava Planning Commission Meeting- Discussion & Action:
1. Discussion/Action: Jose Ramos- 254 E Main Street Converting home into multi-units.
Mrs. Rivera Requested to table till receiving more information. Tabled till October 18, 2023 Meeting.
Regular City Council Meeting:
Old Business:
1. Discussion/Action: Discussion on the CR&R Trash Increase – Tami Castro City Hall Supervisor.
CR&R representative Victor Carrillo represented on behalf of CR&R. Mrs. Rivera brought to the council’s attention that there is a contract extension with CR&R from back in 2019 recommending to approve the increase. M- Mrs. Cruz motioned to approve the mandatory 3.4% increase S- Mrs. Beltran. M/C 4-0.
Council, Staff & Consultants – Discussion/Action:
1. Discussion/Action: Review letters of interest and appoint City Council Seat for October 18, 2023 meeting- City Council. Mrs. Rivera requests to speak and revive applicants during closed session.
2. Discussion/Action: Approval in additive item No. 1 in the Dudek Proposal to design a permanent Mesh enclosure for the water filters – Joel Hamby Streets Director. Mr. Barajas Public Works Director represented the mesh encloser of the water filters on Mr. Hamby’s
behalf. Stating the cost will be from the funding grant they have received coming out to a total of $20,569.00 M-Mrs. Beltran to approve the mesh encloser of the water filters SMrs. Cruz. M/C 4-0.
3. Discussion: in regarding IID offer to pipeline the open “spill/drain” channel at the west edge of 5th and 6th street on Loves Property- Joel Hamby Streets Director. Mr. Barajas mentioned to city council this was an informational item on the “spill/drain” channel on the Loves Property. the total cost will come out to roughly $175,000.00 the cost will be split between the city $200,000.00 and IID $500,000.00. he recommends to hold off on the “spill/drain” channel for the time being.
4. Discussion/Action: Blue Sheild insurance renewal – Christine Pisch City Clerk. Tabled Due to absents October 18, 2023.

Closed Session:
City Council into Close session: 6:20pm
Came back from closed session at 7:26pm.
City Council reported back for item “Discussion/Action: Review letters of interest and appoint City Council Seat for October 18, 2023 meeting” council came to a vote for the council position for Ray Guterrez M- Ana Beltran S- Justina Cruz. M/C 4-0.
