2.0 PUBLIC COMMENT
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Council MAY discuss and/or act on items not appearing on the agenda are contained in Government Code §54954.2(b) (1) (2) (3)
3.0 CONSENT CALENDAR
3.1 Approve Minutes from the Regular City Council Meeting on November 28, 2023.
3.2 Adoption of Ordinance Approving Proposed Amendment No. 3 to Third Amended and Restated Development Agreement Concerning Caliterra Ranch Subdivision and Dale Investments.
3.3 Authorize the Purchase of Three Body Worn Cameras and Tasers from Axon Enterprise, Inc. for the Wheatland Police Department.
3.4 Resolution of the City of Wheatland Cancelling The Regular City Council Meeting Of December 26, 2023.

4.0 PUBLIC HEARINGS
4.1 Introduction and First Reading of an Ordinance Amending Title 15 of the Wheatland Municipal Code Relating to Buildings and Construction (City Manager, Bill Zenoni) Staff recommendation:
Staff recommends that the City Council conduct a public hearing on proposed amendments to Title 15 of the Wheatland Municipal Code relating to buildings and construction, and upon closing the public hearing, introduce and waive the first reading of an ordinance amending Title 15 of the Wheatland Municipal Code. A notice of this public hearing has been published in the local newspaper and has been posted on the City website.
5.0 REGULAR CALENDAR
5.1 Mitigation Fee Act (AB 1600) Report for Fiscal Year 2023 (Steve Wong, Finance Director) Staff recommendation:
Staff recommends the City Council receive and file the Mitigation Fee Act (AB 1600) Report on Development Impact Fees for the fiscal year ending June 30, 2023.
Staff recommends the City Council adopt Resolution 45-23 regarding Fees Collected for Public Facilities Related to Development and Remaining Unexpended After Five Years.
6.0 Adjournment to Regular Meeting of the City of Wheatland Financing Corporation Annual Meeting
6.1 Wheatland Financing Corporation Annual Meeting (Steve Wong, Finance Director) Staff recommendation:
Staff recommends that the Council designate the Mayor as President of the Corporation, the Vice Mayor as Vice President of the Corporation, the City Clerk as Secretary/Treasurer of the Corporation, and the Senior Account Clerk as Assistant Secretary/Treasurer of the Corporation. Staff recommends that Council adopt the minutes from January 10, 2023, meeting.
