At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Council MAY discuss and/or act on items not appearing on the agenda are contained in Government Code §54954.2(b) (1) (2) (3)

5.1 Yuba-Sutter Economic Development District CEDS Appendices I, IV, V updates and 2023 CEDS Annual Performance and Evaluation (Brynda Stranix, District Director, Yuba-Sutter Economic Development District) Staff recommendation:
Adopt Resolution No. 11-24 Approving the 2023 Comprehensive Economic Development Strategy Annual Performance Reports and Updates to Appendices I, IV & V Prepared and Recommended by Yuba-Sutter Economic Development Corporation and the Comprehensive Economic Development Strategy Committee.
5.2 Consideration and Adoption of Resolution Directing Preparation of Engineer’s Report for Wheatland-Premier Grove Landscape and Lighting Assessment District (Steve Wong, Finance Director)
Staff recommendation:
Staff recommends that the City Council consider adoption of a resolution directing preparation of an engineer’s report for the Wheatland-Premier Grove Landscape and Lighting Assessment District (the “District”).
5.3 Status Report on Wheatland 150th Anniversary Celebration Activities (Bill Zenoni, City Manager)
Staff recommendation:
Staff recommends that the Wheatland City Council receive and provide comments on the information presented regarding the status of the City’s 150th Anniversary Celebration activities.
5.4 Police Department 2023 Annual Report (Bill Zenoni, City Manager) Staff recommends that the Wheatland City Council receive and provide comment on the information presented regarding the activities of the Wheatland Police Department during the 2023 calendar year.
5.5 Wheatland Fire Authority 2023 Annual Report (Bill Zenoni, City Manager) Staff recommendation:
Staff recommends that the Wheatland City Council receive and provide comment on the information presented regarding the activities of the Wheatland Fire Authority during the 2023 calendar year.
