At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Council MAY discuss and/or act on items not appearing on the agenda are contained in Government Code §54954.2(b) (1) (2) (3)

3.1 Approve Minutes from the Regular City Council Meeting on May 28, 2024.
3.2 Consideration and Adoption of Resolution Requesting Consolidation of City Election with the November 5, 2024, Statewide General Election.

4.1 Resolution of the Intention to Levy Assessments for Fiscal Year 2024-25, for the Wheatland-Premier Grove Landscaping and Lighting Assessment District (Including Park Place Annexation) Preliminarily Approving Engineer’s Report, and Providing for Notice of Hearing (Steve Wong, Finance Director).

Staff recommendation:
Staff recommends that the City Council consider adoption of a resolution declaring the City Council’s intention to levy the continued assessments for Fiscal Year 2024-25, preliminarily approving the Engineer’s Report for the Wheatland-Premier Grove Landscaping and Lighting Assessment District (including Park Place Annexation) and providing for the notice of a public hearing on June 25, 2024, regarding levying the continued assessments for Fiscal Year 2024-
25. 4.2 Consideration and Adoption of Resolution Approving the Budget, Control Policies and Appropriations Limit for Fiscal Year 2024-25 (Bill Zenoni, City Manager, Steve Wong, Finance Director).
Staff recommendation:
Staff recommends that the Wheatland City Council consider adoption of a resolution approving the budget, control policies and appropriations limit for Fiscal Year 2024-25.
