2.0 PUBLIC COMMENT
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Council MAY discuss and/or act on items not appearing on the agenda are contained in Government Code §54954.2(b) (1) (2) (3)

3.1 Minutes from the June 11, 2024, City Council Meeting.
3.2 Consideration and Adoption of Resolution Authorizing Execution of Agreement with CivicPlus, LLC for Website Design and Agenda Management Services.
3.3 Consideration and Adoption of Resolution Authorizing Approval to Receive Grant Funding from the California Highway Patrol Cannabis Tax Fund Grant Program.

4.1 Resolution of Confirming the Engineer’s Report, Diagram, Annual Assessment, and Directing the Auditor of Yuba County to Levy and Collect Assessments for Fiscal Year 2024-25 in the Wheatland-Premier Grove Landscaping and Lighting Assessment District (Including Park Place Annexation) (Steve Wong, Finance Director) Staff recommendation:

It is recommended the City conduct a public hearing, consider all public comments and subsequently consider adoption of a resolution approving the Engineer’s Report, confirming the diagram and assessments and ordering the levy of the continued assessments for Fiscal Year 2024-25 for the Wheatland-Premier Grove Landscaping and Lighting Assessment District (including Park Place Annexation) as the final step in levying the continued assessments.
4.2 Council Discussion and Consideration to Waive the First Reading of and Introduce Ordinance No. 498 Amending Wheatland Municipal Code Section 2.04.020 Relating to City Council Compensation (Bill Zenoni, City Manager)
Staff recommendation:
Staff recommends that the City Council waive the first reading and introduce Ordinance No. 498 amending Section 2.04.020 of the Wheatland Municipal Code relating to City Council compensation.
5.0 REGULAR CALENDAR
5.1 South County Infrastructure Project Update and Approval of Non-Binding Memorandum of Understanding Concerning South County Infrastructure Project Funding (Bill Zenoni, City Manager)
Staff recommendation:
Staff recommends that the Wheatland City Council receive information presented regarding the status of the South County Infrastructure Project and consider approval of a draft nonbinding memorandum of understanding concerning the South County Infrastructure Project funding.
