2.0 PUBLIC COMMENT
At this time, the public is permitted to address the City Council on non-agendized items. COMMENTS SHOULD NOT EXCEED THREE (3) MINUTES. In accordance with State Law, however, no action or discussion may take place on any item not appearing on the posted agenda. The Council may respond to statements made or questions asked or may request Staff to report back at a future meeting concerning the matter. Any member of the public may contact the City Clerk’s Office related to the proper procedure to place an item on a future City Council agenda. The exceptions under which the Council MAY discuss and/or act on items not appearing on the agenda are contained in Government Code §54954.2(b) (1) (2) (3)

4.1 Cancellation of Public Hearing on Proposed Development Agreement Concerning Avoca Orchards 1 and 2 (Bill Zenoni, City Manager)

Staff recommendation:
Staff recommends that the Wheatland City Council cancel the public hearing on the proposed development agreement concerning Avoca Orchards 1 and 2 which was noticed for August 27, 2024.
5.0 REGULAR CALENDAR
5.1 Second Reading and Adoption of Ordinance No. 500 Amending Wheatland Municipal Code Section 18.36.040 Relating to Conditional Uses Within a C-3 Heavy Commercial District (Bill Zenoni, City Manager)
Staff recommendation:
Staff recommends that the Wheatland City Council waive the second reading of and adopt Ordinance No. 500 amending Section 18.36.040 of the Wheatland Municipal Code relating to conditional uses within a C-3 heavy commercial district.
5.2 Consideration and Adoption of Resolution Authorizing Execution of Amendment #3 to the Agreement with The Hatamiya Group for Economic Development Consulting Services (Bill Zenoni, City Manager)
Staff recommendation:
Staff recommends that the Wheatland City Council consider adoption of a resolution authorizing execution of Amendment #3 to the agreement with The Hatamiya Group for economic development consulting services for the 2024-25 fiscal year.
5.3 Consideration and Adoption of Resolution Authorizing Participation in Sponsorship of the 2024 National Pumpkin Weigh-Off (Bill Zenoni, City Manager) Staff recommendation:
Staff recommends that the Wheatland City Council consider adoption of a resolution authorizing participation in sponsorship of the 2024 National Pumpkin Weigh-Off to be held in Wheatland on September 28, 2024, in the amount of $10,000.
