1. CALL TO ORDER
The Whittier City Council met in Special Session on November 13, 2025. Mayor Vinatieri called the meeting to order at 6:00 p.m. in the Council Chamber of Whittier City Hall, 13230 Penn Street, Whittier, California.
2. ROLL CALL
PRESENT:
Joseph A. Vinatieri, Mayor
Octavio Martinez, Mayor Pro Tem
Fernando Dutra, Council Member
Cathy Warner, Council Member (Remote Participation)
ABSENT:
Mary Ann Pacheco, Council Member
STAFF PRESENT:
Keith F. Collins, City Attorney
Rigoberto Garcia, Jr., City Clerk
Yolanda Martinez, Director of Human Resource/Risk Management Under Government Code Section 54953(f), Council Member Warner requested to attend remotely under the medical ‘just cause’ exception. Council Member Warner disclosed that while there were people in her household, none of them would be in the room where she would participate from.
City Council authorized remote participation under Government Code Section 54953(f), by a roll call vote of 4-0, Council Member Pacheco absent.
3. PLEDGE OF ALLEGIANCE
Mayor Pro Tem Martinez led the Pledge of Allegiance.
