CALL TO ORDER - SPECIAL MEETING
The Special-session meeting was called to order by Mayor Benoit at 6:00 p.m.

3.1 Consideration of Franchise Agreement with CR&R Incorporated for the Collection and Transportation of Solid Waste, Recyclable Materials, Organic Waste, and Construction and Demolition Debris (Collection Services) and Other Specified Services
City Manager Dan York and Attorney Erik Vail from Burke William Sorensen presented the staff report.

RESOLUTION NO. 2022 - 52
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILDOMAR,
CALIFORNIA APPROVING THE FRANCHISE AGREEMENT BETWEEN THE
CITY AND CR&R INCORPORATED FOR THE COLLECTION AND
TRANSPORTATION OF SOLID WASTE, RECYCLABLE MATERIALS, ORGANIC
WASTE, AND CONSTRUCTION AND DEMOLITION DEBRIS AND OTHER
SPECIFIED SERVICES
2. Exempt the proposed franchise agreement under the California Environmental Quality Act
3. Authorize the City Manager to execute the proposed franchise agreement.

3.2 Consider a Services Agreement for Street Sweeping with Sweeping Corp of America (SCA)
Public Works Director presented the Staff report.

3.3 Professional Services Agreement for Facility Security and Patrol Services with Absolute International Security.
Ken Mayes provided public comment.
Community Service Director Torres presented the Staff report.
Moved by Dustin Nigg; seconded by Bridgette Moore to authorize the City Manager to execute the professional service agreement with Absolute International Security for Facility Security and Patrol Services; and discussed the use of Measure Z and provided staff direction on how to further appropriate funds.
