CITY COUNCIL SPECIAL MEETING

GENERAL BUSINESS
Agenda Staff Report # 1.1

Meeting Date: August 18, 2026
SUBJECT:
2026 General Municipal Election - Uncontested City Council Races in Districts 1 and 3; Consideration of Appointment of Sole Nominees in Lieu of Election
SUBMITTED BY:

Janet Morales Garcia, City Clerk

ACTION:

1. Adopt a Resolution entitled:

RESOLUTION NO. 2026 - _____

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF WILDOMAR, CALIFORNIA, APPOINTING NOMINEES FOR CITY COUNCIL DISTRICTS 1 AND 3 IN LIEU OF THE TUESDAY, NOVEMBER 3, 2026, GENERAL MUNICIPAL ELECTION

or

2. Direct that the election be held in Districts 1 and 3.

SUMMARY:

At the close of the nomination period for the November 3, 2026 General Municipal Election, only one candidate qualified for the ballot in each of City Council Districts 1 and 3. As a result, there is no contested City Council race in either district. California Elections Code Section 10229 allows the City Council, under these circumstances, to appoint the sole nominee in each district to office and cancel the election for those two City Council seats, or to direct that the election proceed as scheduled.

The City Council is therefore being asked to determine whether to appoint the sole nominees, Carlos Marquez in District 1 and Joseph Morabito in District 3, in lieu of conducting an election for those seats, or to proceed with the election in Districts 1 and 3.

BACKGROUND:

The City of Wildomar incorporated on July 1, 2008, as a general law city and therefore must adhere to all laws pertaining to the conduct and holding of elections as set forth in the California Elections Code.

On June 10, 2026, the City Council called for the General Municipal Election for District 1 (Mayor Marquez), District 3 (Councilmember Morabito), and District 5 (Councilmember DePhillippo). At the close of the nomination period on Friday, August 7, 2026 at 6:00 p.m., only one person had been nominated for the office of City Council Member in each of Districts 1 and 3. Incumbent Carlos Marquez was the sole nominee for District 1, and incumbent Joseph 5 Morabito was the sole nominee for District 3.

DISCUSSION:

Pursuant to Elections Code § 10229, if no one or only one person has been nominated to be elected within a legislative district, the City Council may take one of the following actions when, as here, one person has been nominated in the district:

1. Appoint to office the person who was nominated for that district and cancel the Election for that district.

2. Direct that the election be held in that district.

In accordance with Elections Code § 10229, at the close of the nomination period on August 7, 2026, the City Clerk submitted a certification that only one person was nominated to be elected for Member of the City Council for Districts 1 and 3 (Exhibit A). The City Clerk also published a notice of insufficient nominees in the Press Enterprise, notifying the public that only one person was nominated to be elected in each Districts 1 and 3 (Exhibit B).

Per Elections Code §10229, after the fifth day following publication of the notice, the City Council may take action. The notice was published on August 12, 2026, therefore, at this time, it would be appropriate for the City Council to take one of the following actions:

1. Adopt a Resolution appointing Carlos Marquez to the office of Member of the City Council, District 1, and Joseph Morabito to the office of Member of the City Council, District 3, to take offices and serve exactly as if elected in District 1 and District 3 and cancel the elections in District 1 and District 3;

or

2. Direct that the election be held in Districts 1 and 3.

If the City Council appoints the nominees in lieu of the election for City Council Districts 1 and 3, the City Clerk shall not accept for filing any statement of write-in candidacy which is submitted after the appointments are made.

The action to adopt the resolution has to be completed no later than 5:00 p.m. on August 20th, or the election will go on as scheduled (Carlos Marquez' and Joseph Morabito's names will remain on the ballot, and write-in candidates will be accepted and processed, if they are received, for Districts 1 and 3, in accordance with the Elections Code).

ACCOUNT CODE:
100-410-4130-52120

FISCAL IMPACT:

The City consolidates with the Riverside County Registrar of Voters to conduct its General Municipal Elections. The City is charged approximately $3.50 per registered voter for each district in which a City Council contest appears on the ballot.

If the City Council appoints the sole nominees in Districts 1 and 3 in lieu of conducting an election for those offices, the City is estimated to avoid approximately $14,000 in election 6 costs for District 1 and $16,000 for District 3, for a total estimated savings of $30,000. The election for District 5 would proceed as scheduled.

CITY COUNCIL SPECIAL MEETING

WORKSHOP
Agenda Staff Report # 2.1

Meeting Date: August 18, 2026
SUBJECT:

Long-Range Service Plan Community Workshop
SUBMITTED BY:

Cory Gorham, Assistant to the City Manager

ACTION:

1. Participate in the Long-Range Service Plan community workshop;

2. Receive public input regarding community priorities, desired services levels, and future City investments.

BACKGROUND:

The City of Wildomar has initiated development of a Long-Range Service Plan with assistance from Baker Tilly. The purpose of the planning effort is to establish a long-term roadmap to guide City priorities, municipal service delivery, infrastructure investments, and community amenities over the next 10-20 years.

Unlike a traditional strategic plan focused primarily on shorter-term organizational goals and initiatives, the Long-Range Service Plan is intended to evaluate how City services should evolve as Wildomar continues to grow. The process will help the City better understand current and desired service levels, identify long-term community priorities, and ultimately establish a fiscally responsible framework for future investments.

The planning effort encompasses the City's major service areas, including public safety, streets and infrastructure, parks and community services, and planning and development.

DISCUSSION:

The Long-Range Service Plan process began in June and is being conducted through several phases, including discovery, community and organizational engagement, development of plan elements, preparation of the draft plan, and will conclude with a final plan presented to the City Council for review and adoption.

During the initial discovery phase, Baker Tilly conducted interviews and gathered information from City leadership, staff, City Council members, and community stakeholders. The City has also provided opportunities for broader community participation through an online public survey and a series of virtual and in-person workshops.

Public engagement opportunities have included:

Virtual community workshops held July 13 and July 16;
An in-person community workshop held July 14 at City Hall; An online community survey open from July 6 through August 18; and The August 18 community workshop at City Hall.

12 The August 18 workshop will follow the same general format and cover the same topics as the July 14 in-person workshop. It is being provided as an additional opportunity for residents who were unable to participate previously, or who would like to provide additional input, to participate in the Long-Range Service Plan process.

August 18 Community Workshop
The workshop is intended to be interactive and focused primarily on gathering input rather than presenting conclusions or recommendations.

Baker Tilly will begin by providing participants with an overview of the Long-Range Service Plan, the overall planning process, the City's municipal service areas, and how community feedback will be incorporated into development of the plan.

Participants will then rotate through feedback stations designed to encourage discussion regarding Wildomar today and the community's expectations for the future. Topics will include:

Wildomar's community identity;
Values that should guide major City decisions;
What residents consider high-quality City service;
Services and amenities that should be priorities for future investment; and Community preferences regarding the City's long-term fiscal approach to services and investments.

The purpose of these exercises is not to establish final service levels during the workshop.

Rather, the feedback will help Baker Tilly and the City identify recurring themes, community expectations, and areas requiring additional analysis as the Long-Range Service Plan is developed.

Community Survey
In addition to the workshops, the City has made an online public survey available to provide another opportunity for residents to participate in the planning process.

The survey asks residents to provide input regarding City services, future investments, infrastructure, public safety, parks and recreation, community facilities, and other priorities.

The survey will remain open through 10:00 p.m. on August 18, 2026.

Input collected through the survey and community workshops will be considered alongside information gathered through stakeholder interviews, City Council and staff input, operational information, and other analysis conducted by Baker Tilly.

Next Steps
Following completion of the community engagement process, Baker Tilly will compile and evaluate the information collected through the various outreach efforts. This analysis will help identify common themes, desired service levels, community priorities, and areas where additional evaluation may be necessary.

The next phases of the project will use this information to further develop the City's long-range goals and priorities and establish a framework for future municipal service delivery and investment.

Ultimately, the Long-Range Service Plan is intended to provide the City Council with a 13 practical roadmap for balancing community expectations, future growth, service delivery, infrastructure needs, and the City's long-term financial capacity.

The final plan is anticipated to return to the City Council later this year for consideration.
