Agenda Report CATEGORY: Public Hearing
SUBJECT: ADOPT RESOLUTION 25-08 APPROVING FISCAL YEAR 2025- 2026 ANNUAL LEVY OF ASSESSMENTS FOR LANDSCAPE AND
LIGHTING DISTRICT NO. 97-1
BACKGROUND
Each year the City is required to complete the steps to approve an annual assessment in the Williams Landscape and Lighting Assessment District No. 97-1 (LLAD) that provides the revenue necessary for the maintenance of the landscape and lighting improvements in the Valley Ranch subdivision. Initiation of the process requires that Council pass a Resolution declaring intent to levy an assessment on the District, adopt an Engineer's Report for the District, and set a public hearing. On May 21, 2025, City Council set the public hearing for June 18, 2025.
DISCUSSION
Pursuant to the Streets and Highways Code Section 22621, the Landscape and Lighting Act of 1972, proceedings for the renewing and revising the assessments for the District commence with the Council declaring its intent to start proceedings to renew and revise the assessment. This includes Council declaring its intent to levy assessments, and setting a public hearing date. The proposed public hearing date is to be held at the Council's Wednesday, June 18, 2025 meeting.
No new Engineers report is required as the District did not expand its boundary and did not add any new parcels during the past year. There are a total of 577 parcels in the Assessment District of which 576 are assessed. This will allow the District to save administrative costs by basing its data on the Lighting and Landscaping Engineers report which was adopted June 19, 2013. The Engineer's Report accounts for all costs required for the maintenance of the District facilities, lighting and landscaping. It also included the calculation sharing the costs over all properties in the District as an annual assessment. The maintenance and operation of the District is managed by the Public Works Department.
The specific language in the original Engineer's report states that for each fiscal year after 1998- 1999, the per parcel assessment rate for Assessment Zone No. 1 shall be adjusted by the percentage change in the Consumer Price Index (CPI) for the State of California, as reported for the last day of that annual period by the Bureau of Labor Statistics. This statement makes the annual CPI adjustment mandatory.
The CPI index figures are taken from the United States Bureau of Labor Statistics. The West Urban CPI index results in a 2.81% or $6.48 increase. This would raise the Per Parcel Assessment Rate from $230.24 per year to $236.72 per year. The County requires that any assessment provided to them end in even cents to accommodate any parcel splits.
FISCAL IMPACTS
The increase in CPI for the Lighting and Landscape District will increase the District's projected revenues from $132,618 per year to $136,351 per year. These revenues are expected to be fully utilized by the operations of the Lighting and Landscape District.
RECOMMENDATION
It is recommended that the City Council adopt Resolution 25-08, "Resolution of the City Council of the City of Williams Providing for the Fiscal Year 2025-26 Landscape and Lighting Assessment District no. 97-1 Annual Levy of Assessments.

As part of the City's ongoing efforts to address projected General Fund budget shortfalls, staff has worked diligently and collaboratively with the Miscellaneous Employees Association (MEA) and the Police Officers Association (POA) to identify cost-saving measures aimed at preserving service levels and avoiding layoffs.
The City has successfully negotiated two significant cost-saving actions:
: A 10% furlough for all employees including management Elimination of the previously scheduled 3% Cost of Living Adjustment (COLA) that was set to take effect July 1, 2025.
We are pleased to report that these concessions were reached through timely and constructive dialogue with our employee association groups. Their cooperation has been instrumental in helping the City avoid staffing reductions that would have otherwise taken effect beginning July 1, 2025.
CURRENT STATUS:
These negotiated changes have substantially reduced the City's projected shortfalls:
Fiscal Year Original Shortfall Revised Shortfall After Negotiations FY2026 $1,170,146 $65,159
FY2027 $1,302,780 $229,669
A schedule including the General Fund shortfall with potential solutions and summary of significant changes is included for Council's review. One item to be decided upon is whether to continue contributing annual dues of approximately $5,000 for the League of California Cities.
DISCUSSION:
While the City has made substantial progress in narrowing the deficits, shortfalls remain in both fiscal years. Staff seeks Council guidance on whether it is appropriate to include vacancy savings through attrition as a potential budget solution. This guidance will be utilized in preparing the preliminary two- year budget to be presented to City Council on July 16, 2025.
Historically, some level of savings is achieved each year due to delays in backfilling vacated positions.
Including vacancy savings could help eliminate shortfalls and balance the budget. However, staff recognizes this is not a long-term solution and should be evaluated carefully, particularly given the City's commitment to maintaining essential service levels.
RECOMMENDED ACTION:
1. Receive and file the budget update and review the revised shortfall figures for FY2026 and FY2027.
2. Provide guidance and direction on budgetary actions including whether vacancy savings through attrition should be included as part of the final balancing strategy.
3. Authorize staff to proceed with finalizing the FY2026 and FY2027 budget using the attached schedule of solutions as a working framework.
