SUBJECT: New 4th Street Traffic Plan
BACKGROUND:
Review September 17, 2025 Agenda Report Item 12 - New Business and Your Notes from the Last Meetings Discussion.
DISCUSSION:
Staff felt that a review of the situation was in order and, based on that review, an alternative plan for the intersection was developed. The proposed design features a "Right in and a right out" traffic flow, thus eliminating the one-way street and providing an exit from 4th Street to E Street.
The engineer's design is as shown on the attached email that indicates a triangle with plastic barrier tubes outlining the perimeter of the triangle and painted arrows on the street surface. This plan provides the exit the business owner requested while retaining the traffic calming features of the previous design. The Police Chief also supports these changes to the traffic flow. It is anticipated that the removal of the "pork chop" and install of the triangle will be done by our Public Works work force taking no more than two consecutive days to complete and reopen the intersection.
FISCAL IMPACT:
We believe that since we are using our own personnel and equipment that total install costs will be under $1,500.00 for plastic pylons, new signs and paint. Engineering costs will also be minimal as they boere only requested ted 500. 0h for to proser cost of 5200 P minimum the pylons; their bill wil RECOMMENDATION:
Staff recommends that Council review and approve the new 4* Street Traffic Plan as presented.
