AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Brian Bender, City Manager
Agenda Title: ADOPT A RESOLUTION AUTHORIZING THE INSTALLATION OF A SCULPTURE (PINWHEEL) IN THE EASTERN PORTION OF HIGHWAY 20 PARK.
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 20 minutes Summary of Request: Jane Camp (the patron) wants to donate a sculpture to the City for placement at the Highway 20 Park. The sculpture is whimsical in concept as it mimics a child’s pinwheel and consists of three spinning wheels mounted on separate, structural pipes (please see the artist’s sketch and conceptual illustrations). The overall height of the sculpture is seventeen feet from grade and the three stainless steel pinwheels have 36, 48, and 54-inch radii. The sculpture will occupy an open, lawn area of Highway 20 Park approximately 150 feet west of the Park’s eastern boundary (please see location map). The installation does not include any other amenity or feature as the sculpture will sit on a concrete base. From the time of City Council approval, the installation should take place within four-months once the artist (Cjay Roughgarden) completes the sculpture’s fabrication.
In return for the donation of the sculpture, the City is responsible for the installation consisting of site preparation, pouring/finishing all necessary concrete, and erecting the sculpture. The initial cost estimate for the installation is less than $2,000 in materials and a time commitment of three separate days to complete the excavation, concrete, and assembly phases. The project may require a contractor such as an electrician if a decision is made to illuminate the sculpture. The hiring of a contractor could add $1,000 to project costs.
The City Council first considered the proposal during the Council’s May 26, 2021 meeting. The Council after reviewing the proposal decided to form an Arts Ad Hoc Advisory Committee to allow its members to compose guidelines for the acceptance art donations intended for placement on City sites. The committee met on three occasions between August and October last year and during their conversations, refined the current proposal by finalizing the location, agreeing on the scale and size of the sculpture, and obtaining advice from City staff.
Staff requires prior to the installation, a professional engineer to review the plans to certify all structural elements and materials comply with engineering principals to ensure the sculpture does not pose a risk to the public. Staff also requires the artist/patron provide a one-year guarantee/warranty on workmanship and materials starting from the date of installation. Over the course of the year, the artist/patron have full responsibility to make any repairs and/or revisions before the City fully accepts the donation.
Recommended Action: Adopt the accompanying Resolution to accept the donation of the sculpture (as depicted) for installation at the identified location in Highway 20 Park. Staff advises the City Council to attach the following items to their approval: (1) The artist/patron submits a certification from a licensed engineer for staff review prior to the installation: and (2) The artist/patron guarantees the installation and sculpture itself for one-year.
Alternative(s): To have Arts Ad Hoc Committee reconvene to consider alternative location for the proposed sculpture and/or to have the Committee compose revisions to the proposed sculpture and present them to the City Council.
Fiscal Impact: The City will need to allocate upwards of $3,000 for materials and if is there is a need to retain contractor (electrician) for specific tasks.
Personnel Impact: The assignment of up to three members from Public Works for three-days to complete the installation.

AGENDA SUMMARY REPORT
To: Honorable Mayor and Council Members
From: Brian Bender, City Manager
Agenda Title: ADOPT A RESOLUTION AUTHORIZING THE CONSTRUCTION OF A 60 BY 80-FOOT, PRIVATELY OWNED HANGAR AT WILLITS MUNICIPAL AIRPORT SOUTH OF EXISTING FACILITIES.
Type: Presentation Consent Regular Agenda Public Hearing Urgent Time: 20 minutes Summary of Request: Mike Smith (4535 Bear Canyon Road, Willits, CA) seeks approval by the City Council to construct a 60 by 80-foot hangar south of existing structures at the Willits Municipal Airport (Please see the Mapping Exhibit).
Mr. Smith intends to maintain ownership of the hangar and use it as a base for his wildfire observation & scouting business. Mr. Smith currently rents three separate hangars and wants to consolidate all the aircraft in one structure to ease their maintenance and repairs during the off-season. Besides fulfilling his own needs, Mr.
Smith may also explore the possibility of renting some square footage of the hangar to a nonaffiliated aircraft repair business as a means to introduce a new service to the Airport. Alternatively, Mr. Smith noted he would consider configuring the hangar to accommodate existing Airport tenants, Sierra Pacific or Reach Air Medical Services if either of them decide the new hangar is a better alternative to their current spaces.
If the City Council agrees to the submitted proposal, the approval is the first step of at least three other phases before construction can occur. The City will need to present a request to the FAA for the agency to amend the adopted Airport Layout Plan (February 2017) to show the proposed development. The plan does not show placement of any structures in the subject area. The City’s consultant, Mead & Hunt would receive the directive to prepare the amendment request. The next phase involves the drafting of a private Hangar Lease with applicable terms including the term length and rent amount.
Recommended Action: Adopt the accompanying Resolution to approve the construction of a 60 by 80-foot, owner-occupied hangar at Willits Municipal Airport in the location illustrated in the Mapping Exhibit.
Alternative(s): None.
Fiscal Impact: There is the expense of approximately $1,000 to retain Mead & Hunt to prepare the Airport Layout Plan amendment to the FAA.
Personnel Impact: Minimal during this administrative phase of the project.
